Addressing the concerns of both theorists and those on the national security front lines, Chris C. Demchak presents a unified strategy for survival in an interconnected, ever-messier, more surprising cybered world and examines the institutional adaptations required of our defense, intelligence, energy, and other critical sectors for national security. Demchak introduces a strategy of “security resilience” against surprise attacks for a cybered world that is divided between modern, digitally vulnerable city-states and more dysfunctional global regions. Its key concepts build on theories of international relations, complexity in social-technical systems, and organizational-institutional adaptation. Demchak tests the strategy for reasonableness in history’s few examples of states disrupting rather than conquering and being resilient to attacks, including ancient Athens and Sparta, several British colonial wars, and two American limited wars. She applies the strategy to modern political, social, and technical challenges and presents three kinds of institutional adaptation that predicate the success of the security resilience strategy in response. Finally, Demchak discusses implications for the future including new forms of cyber aggression like the Stuxnet worm, the rise of the cyber-command concept, and the competition between the U.S. and China as global cyber leaders. Wars of Disruption and Resilience offers a blueprint for a national cyber-power strategy that is long in time horizon, flexible in target and scale, and practical enough to maintain the security of a digitized nation facing violent cybered conflict.

Cyber operations, cyber crime, and other forms of cyber activities directed by one state against another are now considered part of the normal relations range of combat and conflict, and the rising fear of cyber conflict has brought about a reorientation of military affairs. What is the reality of this threat? Is it actual or inflated, fear or fact-based? Taking a bold stand against the mainstream wisdom, Valeriano and Maness argue that there is very little evidence that cyber war is, or is likely to become, a serious threat. Their claim is empirically grounded, involving a careful analysis of cyber incidents and disputes experienced by international states since 2001, and an examination of the processes leading to cyber conflict. As the authors convincingly show, cyber incidents are a little-used tactic, with low-level intensity and few to no long-term effects. As well, cyber incidents are motivated by the same dynamics that prompt regional conflicts. Based on this evidence, Valeriano and Maness lay out a set of policy recommendations for proper defense against cyber threats that is built on restraint and regionalism.

In the United States alone, victims lost $209 million to ransomware in the first quarter of 2016. Even worse is the threat to critical infrastructure, as seen by the malware infections at electrical distribution companies in Ukraine that caused outages to 225,000 customers in late 2015. Further, recent reports on the Russian hacks into the Democratic National Committee and subsequent release of emails in a coercive campaign to apparently influence the U.S. Presidential Election have brought national attention to the inadequacy of cyber deterrence. The U.S. government seems incapable of creating an adequate strategy to alter the behavior of the wide variety of malicious actors seeking to inflict harm or damage through cyberspace. This book offers a systematic analysis of the various existing strategic cyber deterrence options and introduces the alternative strategy of active cyber defense. It examines the array of malicious actors operating in the domain, their methods of attack, and their motivations. It also provides answers on what is being done, and what could be done, by the government and industry to convince malicious actors that their attacks will not succeed and that risk of repercussions exists. Traditional deterrence strategies of retaliation, denial and entanglement appear to lack the necessary conditions of capability, credibly, and communications due to these malicious actors’ advantages in cyberspace. In response, the book offers the option of adopting a strategy of active cyber defense that combines internal systemic resilience to halt cyber attack progress with external disruption capacities to thwart malicious actors’ objectives. It shows how active cyber defense is technically capable and legally viable as an alternative strategy for the deterrence of cyber attacks.
