Extreme weather events have devastating impacts on human lives and national economies. This book examines ways to protect people from hazards using early warning systems, and includes contributions from experts from four different continents representing 14 different universities, 8 government agencies and two UN agencies. Chapters detail critical components of early warning systems, ways to identify vulnerable communities, predict hazards and deliver information. Unique satellite images illustrate the transnational impact of disasters, while case studies provide detailed examples of warning systems. With contributors from the fields of economics, ethics, meteorology, geography and biology, this book is essential reading for anyone interested in disaster risk reduction or climate change.

Book excerpt: This timely book provides the inside story of the development of mobile public alert and warning technology in the United States and addresses similar systems being used in Australia, Canada, Japan, and the Netherlands. This book provides a comprehensive account of how mobile-smartphone systems are transforming the practice of public alert and warning in the United States. Recent events have vaulted mobile alert and warning technology to the forefront of public debates concerning the hazards of the digital age. False alarms of ballistic missile attacks on Hawaii and Japan, the non-use of mobile alerts during the Northern California wildfires, and the role this technology plays in supporting police manhunts and counterterrorism efforts have prompted reconsideration of how these systems are used. Drawing upon interviews with officials, executives, experts, and citizens, the book provides an in-depth analysis of the events and contexts influencing the trajectory of mobile public alert and warning and charts a course for its improvement. The book first introduces readers to the high stakes involved in the transformation of public alert and warning, explaining how new research is revealing the benefits, limitations, and risks of mobile technology in the disaster communication context. Three case studies then illustrate issues of risk, trust, and appropriateness in mobile public alert and warning.

Available in PDF, EPUB and Kindle. Book excerpt: This book is about making weather warnings more effective in saving lives, property, infrastructure and livelihoods, but the underlying theme of the book is partnership. The book represents the warning process as a pathway linking observations to weather forecasts to hazard forecasts to socio-economic impact forecasts to warning messages to the protective decision, via a set of five bridges that cross the divides between the relevant organisations and areas of expertise. Each bridge represents the communication, translation and interpretation of information as it passes from one area of expertise to another and ultimately to the decision maker, who may be a professional or a member of the public. The authors explore the partnerships upon which each bridge is built, assess the expertise and skills that each partner brings and the challenges of communication between them, and discuss the structures and methods of working that build effective partnerships. The book is ordered according to the “first mile” paradigm in which the decision maker comes first, and then the production chain through the warning and forecast to the observations is considered second. This approach emphasizes the importance of co-design and co-production throughout the warning process. The book is targeted at professionals and trainee professionals with a role in the warning chain, i.e. in weather services, emergency management agencies, disaster risk reduction agencies, risk management sections of infrastructure agencies. This is an open access book.

Violent geologic events have ravaged the Earth since time began, spanning the vast eons of our planet's existence. These seismic phenomena have scored their marks in rock strata and been reflected in fossil records for future humanity to excavate and ponder. For most of the preceeding 78,000 years Homo sapiens simply observed natural climate upheaval. One hundred years ago, however, industrialization stunningly changed the rules, so that now most climate change is driven by us. Fire, Storm and Flood is an unflinching photographic record of the epic effects of a violent climate, from the earliest extinction events to the present, in which we witness climate chaos forced by unnatural global warming. It uses often emotional and moving imagery to drive home the enormity of climatic events, offering a sweeping acknowledgment of our crowded planet's heartbreaking vulnerability and show-stopping beauty.

Available in PDF, EPUB and Kindle. Book excerpt: Wildfires represent a growing threat to environments, to people, communities, and to societies worldwide, particularly in the United States, Southern Europe, and Australia. Recognition of this growing risk has highlighted a need to develop people's capacity to adapt to annually occurring events that could increase in frequency and severity over the coming years and decades. The goal of ensuring sustained levels of protective measures in communities susceptible to wildfire hazard consequences has proved to be elusive. This book examines why this is so and identifies ways in which sustained levels of preparedness can be facilitated. Major topics include: wildfire preparedness and resiliency in community contexts; socially disastrous landscape fires in southeastern Australia; landscape typology of residential wildfire risk; proactive human response to wildfires outbreak; forest fires in wildland-urban interface, wildfire risk management; “stay or go” policy in the line of fire; social dimensions of forest fire; the influence of community diversity; evaluating a community engagement initiative; response to fire threats; social media and resiliency; and building on lessons learned. Additional information includes the landscape fires in southeastern Australia, wildfire risk management in Portugal; fire preparedness in Greece, Cyprus, and the Pine Barrens in the northeastern United States. The findings of research programs being conducted in the United States, Australia, Europe, India and South America are presented. The book includes case studies on the analysis and proposed actions of the wildland-urban interface being faced by Central Chile and South America. This book will provide a comprehensive and systematic review of the wildfire preparedness research and its application to the development of risk communications and public education programs.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents a collection of papers under the theme of multi-hazard early warning and disaster risks. These were selected from the presentations made at the International Symposium on Tsunami and Multi-Hazard Risks, Early Warning and Community Awareness in supporting implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. This conference aimed to recognize achievements and to highlight work that still needs to be carried out. The conference promoted collaboration among academia, research institutions and disaster management offices, and further encouraged multidisciplinary and multi-sectoral interaction This International Symposium on Multi-Hazard Early Warning and Disaster Risk Reduction provided an important opportunity to reflect upon our progress to date in tackling disaster risk, but also to consider some of the challenges and opportunities that lay ahead of us. A particular focus of this event wasMulti-Hazard Early Warning. During the negotiations for the Sendai Framework, countries and partners highlighted the need to: 1. Continue to invest in, develop, maintain and strengthen people-centred, end-to-end early warning systems; 2. Promote the application of simple and low cost early warning equipment and facilities; 3. Broaden the dissemination channels for early warning information to facilitate early action. Countries also called for the further development of and investment in effective, nationally compatible, regional multi-hazard early warning mechanisms. To address these needs, global Target (g) of the Sendai Framework was adopted, namely to “substantially increase the availability of and access to multi-hazard early warning systems and disaster risk information and assessments to the people by 2030”. As illustrated by recent events in Indonesia, it is also vital to address the challenge of cascading hazards that pose a tsunami risk, and the importance of linking tsunami early warning to a multi-hazard environment. However, moving towards a multi-hazard environment is complex and poses many challenges but can bring significant benefits in terms of efficiencies and also in recognising the links between hazards, such as cascading threats. We very much hope that this book will provide an important platform to address these and other challenges in addressing disaster risk, as well as supporting implementation of the Sendai Framework for Disaster Risk Reduction

Book excerpt: To address the threat of an atomic-armed Soviet Union during the early days of the Cold War, President Harry Truman approved the Alert America exhibit as the most effective way to convey the destructive power of the atomic bomb and to encourage participation in civil defense. Following its debut in the nation's capital in January 1952, Alert America, promoted as "The Show That May Save Your Life," traveled in three separate convoys to more than eighty cities considered most likely to be bombed, and garnered unprecedented support from elected and civic officials, the media, the military, private industry, and myriad organizations. This is the first book to examine the scope and impact of Alert America, which has been largely overlooked by historians. Also included are resource materials providing insights into the government's overriding objective of preparing men, women and children to survive an atomic war.
