Book excerpt: This volume is about the guns that fuel the huge toll of deaths in the world's most bloody conflicts at the turn of the century. Whether it is Africa, Sri Lanka or even Chechnya and Afghanistan, it is not heavy weaponry or hi-tech devices that kill the most people, but the flood of cheap, easy to get, small arms that has swept over so many countries in the 80s and 90s. Crime rates involving guns within countries have also soared, as South Africa and Kenya, for example, have experienced. Yet a lot of this cross-border arms trade is illegal. So much so that several governments, including the United States, Canada and Mexico, are now pressing for rapid negotiation of a new global treaty on illegal trafficking in small arms.

Available in PDF, EPUB and Kindle. Book excerpt: Abstract: This paper introduces the first effort to quantitatively document the small arms market by collating field reports and journalist accounts to produce a cross-country time-series price index of Kalashnikov assault rifles. A model of the small arms market is developed and empirically estimated to identify the key determinants of assault rifle prices. Variables which proxy the effective height of trade barriers for illicit trade are consistently significant in determining weapon price variation. When controlling for other factors, the collapse of the Soviet Union does not have as large an impact on weapon prices as is generally believed.

Despite this terrifying statistic, millions of guns flow into the streets of the world each year. It is a multi-billion dollar industry, and one which is barely regulated. From AK-47s to M16 rifles; from Terrorist-owned shoulder-fired missiles to child soldiers, this enlightening guide reveals the disturbing reality behind the murky underworld of international arms trading. Explaining how deals can often operate on the edge of legality, and listing the world’s main players, it goes on to ask how the exchange of small arms can be tightened in the future. Full of insight and anticipating the danger of ever lighter and more powerful weapons, this is required reading for anyone who wishes to understand the world today and one of the key threats to development, prosperity and international peace.

Available in PDF, EPUB and Kindle. Book excerpt: A common feature of conflict in the 1990s is death and suffering from small arms and light weapons. The global diffusion of assault rifles, machine guns, mortars, and rocket-propelled grenades, which can be easily carried by an individual or transported by a light vehicle, has greatly intensified the violence of conflicts in countries around the world. This book represents the perspectives of the foremost specialists on light weapons, and it surveys the wide range of policy options open to the international community. These include export and import controls, law enforcement strategies to break up black markets, collection and destruction of weapons following the end of conflict, and efforts to illuminate how small arms and light weapons make their way to the killing grounds of the 1990s.

In 2014, The Arms Trade Treaty, which regulates the international trade in conventional arms, was entered into force. But compliance is complicated, and even the most powerful nations have violated the treaty. Irresponsible arms transfers and ready availability can destabilize security and cause a host of problems among civilian populations in a region. The viewpoints in this resource examine the responsibility of nation states around the world to take accountability for their participation in weaponizing.
