Book excerpt: Excerpt from War Revenue and Federal Income Tax Laws, Vol. 1 The War Income Tax is an addition to the existing Income Tax. Its rates do not supersede, but supple ment, the existing income tax rates. The taxable per son therefore must take account both of the war income tax rates and of the regular rates of the Income Tax Law of September 8, 1916, as amended. To do this conveniently, readers are referred to Part II of this book, where the provisions of both Acts are presented together. The War Profits Tax, on the other hand, super sedes completely the Excess Profits Tax approved March 3, 1917; and to determine his liability to the War Profits Tax, the taxable person need consider only the provisions of Title II of the War Revenue Act. Book excerpt: Excerpt from War Revenue and Federal Income Tax Laws, Vol. 1 The purpose of the National Bank of Commerce in New York in preparing this book is to provide for its friends and customers, in as usable a form as possible, an authoritative text of the Federal Revenue laws which most vitally concern the business and banking world. These law's are contained in the War Revenue Act, approved October 3, 1917, and in the newly amended Income Tax Law of September 8, 1916. The bank has therefore combined the two laws in this book, in a form which will enable the reader readily to determine his taxable status from an authoritative source. Part I of the book contains the War Revenue Act, as approved by the President on October 3, 1917. The importance of this Act to the commercial and financial world can hardly be over-emphasized. Drawn for the purpose of providing funds for the prosecution of the War, it is calculated to raise for 1917, in addition to ordinary revenues, about $2,600,000,000. Consideration of the Act by Congress has been long. As it now stands, the measure is a compromise of the views of numerous factions and interests-between those who advocate the "pay as you go" policy and those who favor reliance on bond issues as a policy of war finances - between those who demand the "conscription of wealth" and those who are alarmed at the danger of "frightening capital." Of the taxes imposed by the War Revenue Act, by far the most important are the War Income Tax and the War Profits Tax, which are calculated to raise, respectively, about $842,000,000 and $1,060,000,000. Book excerpt: Introduction: This book explores the long history of American taxation during times of war. As political scientist David Mayhew recently observed, since it's founding in 1789, the United States has conducted hot wars for some 38 years, occupied the South militarily for a decade, waged the Cold War for several decades, and staged countless smaller actions against Indian tribes or foreign powers. The cost of these activities has been immense, with important and lasting consequences for the tax system, the economy, and the nation's political structure. By focusing on tax legislation, we hope to identify some of these consequences. But we are not interested in simply recounting statutory details. Rather, we hope to illuminate the politics of war taxation, with a special focus on the influence of arguments concerning "shaped sacrifice" in shaping wartime tax policy. Moreover, we aim to shed light on a less examined aspect of this history by offering a detailed account of wartime opposition to increased taxes.

Book excerpt: In this revelatory, dynamic biography, one of our finest historians, Benson Bobrick, profiles George H. Thomas, arguing that he was the greatest and most successful general of the Civil War. Because Thomas didn't live to write his memoirs, his reputation has been largely shaped by others, most notably Ulysses S. Grant and William Tecumseh Sherman, two generals with whom Thomas served and who, Bobrick says, diminished his successes in their favor in their own memoirs. Born in Virginia, Thomas survived Nat Turner's rebellion as a boy, then studied at West Point, where Sherman was a classmate. Thomas distinguished himself in the Mexican War and then returned to West Point as an instructor. When the Civil War broke out, Thomas remained loyal to the Union, unlike fellow Virginia-born officer Robert E. Lee (among others). He compiled an outstanding record as an officer in battles at Mill Springs, Perryville, and Stones River. At the Battle of Chickamauga, Thomas, at the time a corps commander, held the center of the Union line under a ferocious assault, then rallied the troops on Horseshoe Ridge to prevent a Confederate rout of the Union army. His extraordinary performance there earned him the nickname "The Rock of Chickamauga." Promoted to command of the Army of the Cumberland, he led his army in a stunning Union victory at the Battle of Chattanooga. Thomas supported Sherman on his march through Georgia in the spring of 1864, winning an important victory at the Battle of Peachtree Creek. As Sherman continued on his March to the Sea, Thomas returned to Tennessee and in the battle of Nashville destroyed the army of Confederate general John Bell Hood. It was one of the most decisive victories of the war, and Thomas won it even as Grant was on his way to remove Thomas from his command. (When Grant discovered the magnitude of Thomas's victory, he quickly changed his mind.) Thomas died of a stroke in 1870 while still on active duty. In the entire Civil War, he never lost a battle or a movement. Throughout his career, Thomas was methodical, careful, and always prepared. Unlike Grant at Shiloh, he was never surprised by an enemy. Unlike Sherman, he never panicked in battle but always remained calm and focused. He was derided by both men as "Slow Trot Thomas," but as Bobrick shows in this brilliant biography, he was quick to analyze every situation and always knew what to do and when to do it. He was not colorful like Grant and Sherman, but he was widely admired by his peers, and some, such as Grant's favorite cavalry commander, General James H. Wilson, thought Thomas the peer of any general in either army. He was the only Union commander to destroy two Confederate armies in the field. Although historians of the Civil War have always regarded Thomas highly, he has never captured the public imagination, perhaps because he has lacked an outstanding biographer--until now. This informed, judicious, and lucid biography at last gives Thomas his due.
