Book excerpt: This book examines the development of the English state during the long seventeenth century, emphasising the impersonal forces which shape the uses of political power, rather than the purposeful actions of individuals or groups. It is a study of state formation rather than of state building. The author's approach does not however rule out the possibility of discerning patterns in the development of the state, and a coherent account emerges which offers some alternative answers to relatively well-established questions. In particular, it is argued that the development of the state in this period was shaped in important ways by social interests - particularly those of class, gender and age. It is also argued that this period saw significant changes in the form and functioning of the state which were, in some sense, modernising. The book therefore offers a narrative of the development of the state in the aftermath of revisionism.

Book excerpt: This is a study of the landed gentry of north Wales from the Edwardian conquest in the thirteenth century to the incorporation of Wales in the Tudor state in the sixteenth. The limitation of the discussion to north Wales is deliberate; there has often been a tendency to treat Wales as a single region, but it is important to stress that, like any other country, it is itself made up of regions and that a uniformity based on generalisation cannot be imposed. This book describes the development of the gentry in one part of Wales from an earlier social structure and an earlier pattern of land tenure, and how the gentry came to rule their localities. There have been a number of studies of the medieval English gentry, usually based on individual counties, but the emphasis in a Welsh study is not necessarily the same as that in one relating to England. The rich corpus of medieval poetry addressed to the leaders of native society and the wealth of genealogical material and its potential are two examples of this difference in emphasis.

Propaganda is identified as a key factor in the intensification of the English state. The Tudor royal image is pursued in all its forms: in print and prayer, in iconography andarchitecture. The monarchy surrounded itself with the trappings of majesty at court, but in the shires it relied on different strategies of persuasion to uphold its authority. The Reformation placed the provincial pulpit at the disposal of the crown, and the church became the main conduit of royalpropaganda. Sermons taught the duty of obedience, and parish prayer was redirected from local saints towards the sovereign as the symbolic core of the nation.Dr Cooper examines the relationship between the Tudor monarchy and its subjects in Cornwall and Devon, and the complex interaction between local and national political culture. Yet amid his handling of a broad assortment of matters relating to England and Wales, the kingdom of Scotland, continental Europe, and beyond, William Cecil's thoughts regularly turned to the kingdom of Ireland. He personally compiled genealogies of Ireland's Irish and English families and poured over dozens of national and regional maps of Ireland. Cecil served as chancellor of Ireland's first university and, most importantly for the historian, penned, received, and studied thousands of papers on subjects relating to Ireland and the crown's political, economic, social, and religious policies there.
