Chapin estimated that a New York family consisting of a man, wife and three children under fourteen could maintain "a normal standard, at least so far as the physical man is concerned," on an annual income of $900, speculation has been rife as to the number of families whose incomes equalled that sum. Controversy was futile. No recent wage study had been made, and aside from the reports of the State bureaus of labor, which were popularly supposed to contain little or no data of importance, no available wage figures existed. But some relation must be established between the $900 efficiency standard and the wages actually paid in American industry, else the Chapin Study would lose much of its force. The publication of a Federal Report on Wages in the Bethlehem Steel Works gave the needed impetus and we plunged into the work. Book excerpt: Excerpt from The Premium System of Paying Wages: Reprinted From "the Engineer," 1902 The eight articles reprinted in this little volume appeared originally in "The Engineer" in the spring of 1902., The demand for copies was so great that it was decided to republish the series in a collected form. The work met with immediate success, and four editions were exhausted. Then for a time interest appeared to die down. In spite of their professions to the contrary at the Carlisle Conference of 1902 the unions either actively or passively opposed the system, and it made slow progress. For ten years little notice was taken of the subject. But the coming of the War, the certainty that there will be a commercial conflict of unequalled intensity a few years hence, coupled with the knowledge that British work people who are now tasting high wages will not be content to return to the old level, has led to a revival of interest in the Premium System of Paying Wages. We have received many requests for copies of the book, and it is to meet them - the fourth edition having been long since exhausted - that this new issue has been prepared. A few changes have been made and a few paragraphs have been omitted, but after fourteen years, in which experience of the system has been gained, we see little or no reason seriously to modify the opinions originally expressed. Increased production is now the watchword of all manufacturing engineers, and we have not yet met with any: better means of attaining it than the Premium System. Broadly speaking, there are two possible bases of payment within the wage-system - payment for time worked and payment for output. There are indeed all kinds of modifications and minglings of these two principles but they are none the less fundamentally distinct. A 'worker may be paid In strict accordance with the time spent on the employer's work at so much per hour, per day, per week, per month, or per year or he or she may be paid in accordance with the work done at so much per piece, or per unit of effort. Book excerpt: Excerpt from Garnishee of Wages The degree of protection enjoyed by wage earners against unfair garnishment of course depends Upon the amount of ex emption as well as upon procedure, and within each of the three groups as here arranged, the states differ widely in the amount which may be protected against execution. But owing to the varying terms in which exemptions are stated, it is dificult'to arrange the list of states in the order of the generosity of ex emption allowed to debtors. (a careful summary of wage ex emption laws, prepared by Margaret A. Schaffner, has been published by the Wisconsin Free Library Commission). It is commonly assumed that the Wisconsin exemption is liberal. At first glance it so appears. But it is not in fact liberal as compared with many states. It allows no more than $60 a month nor more than $180 in three months and this exemp tion is rendered still less liberal by virtue of an arrangement, not common in other states, which requires a debtor to include the wages of his minor children in the exemption which he may claim. Any earnings of the debtor and his children combined which ex eeea $60 per month or $180 in three months are subject to gar nishment.
