The failure of both the 1999 and 2003 World Trade Organization's (WTO) ministerial conferences in Seattle and Cancun, respectively, have highlighted the tensions among official, international organizations like the WTO, the International Monetary Fund (IMF), the World Bank, nongovernmental and private sector organizations, and some developing country governments. These tensions are commonly attributed to longstanding disagreements over such issues as labor rights, environmental standards, and tariff-cutting rules. In addition, developing countries are increasingly resentful of the burdens of adjustment placed on them that they argue are not matched by commensurate commitments from developed countries. This paper surveys the existing literature on this subject in order to evaluate the impact of foreign direct investment on host countries, most particularly in the area of wages and working conditions. The final analysis concurs with previous research and suggests that, on the whole, multinational enterprises have a positive effect on wages, albeit more in developing countries than in developed countries. The evidence regarding working conditions is not as clear. While there is some evidence to demonstrate that multinational companies provide better working conditions than their domestic counterparts, opposing evidence demonstrating poor conditions or comparable conditions to that of domestic firms is much stronger.

We present an MNE model and conditions for parametric and nonparametric identification. Prior studies rarely found wages to affect MNE employment. We document a complementarity bias when the extensive margin is excluded and detect salient labor substitution at both margins for German manufacturing MNEs. With a one-percent increase in home wages, for instance, MNEs add 2,000 jobs in Eastern Europe at the extensive margin and 4,000 jobs overall; a converse one-percent drop in Eastern European wages removes 730 German MNE jobs.

Using data from the WageIndicator web survey (www.wageindicator.org), the researchers compared wages, working conditions and job quality, working hours, training possibilities, and industrial relations at the workplace in MNEs and domestic companies. Their conclusions show that, for some EU member states and sectors, working for an MNE provides a more positive environment in the form of higher wages, better promotion and training opportunities, and more unionized industrial relations. The negative aspects of working for MNEs, on the other hand, include long and partly unpaid working hours, high stress levels and pressure of continuous re-organisation. Last but not least, the policy brief formulates a few relevant policy recommendations for trade unions and European Works councils -- ETUI website.

It is motivated by recent controversies concerning whether multinational firms in developing countries exploit workers by paying low wages and subjecting them to substandard conditions. We first address efforts of activist groups, universities, and colleges in the Anti-Sweatshop' Campaign in the United States, the social accountability of multinational firms, and the role of such international institutions as the International Labor Organization and World Trade Organization in dealing with labor standards and trade. We then consider conceptually how foreign direct investment might affect host-country wages. Available theories yield ambiguous predictions, leaving the effects to be examined empirically. We therefore, finally, review empirical evidence on multinational firm wages in developing countries, and the relationship between foreign direct investment and labor rights. This evidence indicates that multinational firms routinely provide higher wages and better working conditions than their local counterparts, and they are typically not attracted preferentially to countries with weak labor standards
