Book excerpt: Recently, Finnish forest industries shifted from sectoral collective bargaining to firm-level bargaining, and the IT services industry shifted to a hybrid of sector- and firm-level bargaining. Using administrative data on monthly wages and the synthetic difference-in-differences method, I study the causal effects of collective bargaining decentralization on the level and dispersion of wages. Despite the substantial change in the level of collective bargaining, I generally find muted effects on the level and dispersion of wages. I find positive and economically and statistically significant effects on wage levels and within-firm wage dispersion only for blue-collar workers in the paper industry. The results are, in many respects, similar to those reported previously, especially by studies using credible designs. A possible explanation for the modest changes in the level and dispersion of wages is that employers still face fairly strong unions. Unions also have substantial bargaining power locally, which limits the scope of changes due to bargaining decentralization. It should also be noted that these results are short-term results and long-term results may be different.

Book excerpt: Using information on collective agreements and administrative data on mental ill-health, sickness absence, and job separations, we study the effect of decentralization on well-being at work in Finland. Our regression results with individual-and firm-level fixed effects show that decentralized wage bargaining leads to distinct outcomes for different employee groups. For example, white-collar employees in white-collar intensive firms show increased well-being at work. In contrast, all employees in blue-collar intensive firms show quite strong and negative responses to decentralization. Decentralization affects mostly job-separation behavior and mental ill-health, whereas no consistent effects for sickness absence are observed. Whether the mechanisms between decentralization and worker's well-being is explained by pay dispersion, wage level, or different preferences toward wage policy needs to be explored further.

But is it possible to change the wage structure through changes in the collective bargaining agreement and decentralization of the bargaining process? A unique opportunity to explore this question presented itself when changes were made to collective bargaining contracts in the public sector in Iceland. In the first chapter I look at the Icelandic labor market. The Icelandic labor force is often described as being flexible. But is it really? Using definitions of labor-market flexibility, I explore whether the Icelandic labor market can be classified as such and find that on most measures of flexibility the Icelandic labor market can be described as flexible. In the second chapter I explore the effects of the changes in the bargaining structure and decentralization in the public sector in Iceland on the wage structure. Did wage dispersion increase with decentralization, as theory would predict? I find that wage levels rose significantly, and that the wage structure for total wages did not change but that the dispersion of daytime wages increased. In the third and final chapter I develop a model of collective bargaining as a two-stage process in the manner of Manning (1987). The resulting two-equation nonlinear structural model is then applied to the central government in Iceland in order to determine whether the collective bargaining structure changed along with the changes in the collective bargaining agreements. The decentralization of bargaining and the change in the collective bargaining agreements has changed the bargaining structure in the public sector in Iceland. I find that the unions have a greater bargaining power over employment than over wages, whereas their bargaining power over wages currently seems to be much greater for daytime wages than for total wages. Based on the means of the estimates of the bargaining power of unions over wages and employment, respectively, I can reject the monopoly union and right-to-manage bargaining models.

Book excerpt: An advantage of collective wage agreement is that search and business-stealing externalities can be internalized. A disadvantage is that it takes more time before an optimal allocation is reached because more productive firms (for a particular worker type) can no longer signal this by posting higher wages. Specifically, we consider a search model with two sided heterogeneity and on-the-job search. We compare the most favorable case of a collective wage agreement (i.e. the wage that a planner would choose under the constraint that all firms in a sector-occupation cell must offer the same wage) with the case without collective wage agreement. We find that collective wage agreements are never desirable if firms can commit ex ante to a wage and only desirable if firms cannot commit and the relative efficiency of on the job search to off the job search is less than 20%. This result is hardly sensitive to the bargaining power of workers. Empirically we find both for the Netherlands and the US that this value is closer to 50%.

Others face a posted wage as a take-it-or-leave-it opportunity. Theories of wage formation point to substantial differences in labor-market equilibrium between bargained and posted wages. We surveyed a representative sample of U.S. workers to inquire about the wage determination process at the time they were hired into their current or most recent jobs. A third of the respondents reported bargaining over pay before accepting their current jobs. About a third of workers had precise information about pay when they first met with their employers, a sign of wage posting. About 40 percent of workers could have remained on their earlier jobs at the time they accepted their current jobs, indicating a more favorable bargaining position than is held by unemployed job-seekers. Our analysis of the distribution of wages shows that wage dispersion is higher among workers who bargained for their wages. Wages are higher among bargainers than non-bargainers, after adjusting for the differing compositions of the groups. Our results on wages give substantial support to the job-ladder model--workers who had the option to remain at their earlier jobs when they took their current jobs can earn higher wages than those without that option -- National Bureau of Economic Research web site.

Book excerpt: Matched employer-employee data exhibits both wage and productivity dispersion across firms and suggest that a linear relationship holds between the average wage paid and a firm productivity. The purpose of this paper is to demonstrate that these facts can be explained by a search and matching model when firms are heterogenous with respect to productivity, are composed of many workers, and face diminishing returns to labor given the wage paid to identical workers is the solution to the Stole-Zwiebel bilateral bargaining problem. Helpman and Iskhoki (2008) show that a unique single wage (degenerate) equilibrium solution to the model exists in this environment. In this paper, I demonstrate that another equilibrium exists that can be characterized by a non-degenerate distribution of wages in which more productive firms pay more if employed workers are able to search. Generically this dispersed wage equilibrium is unique and exists if and only if firms are heterogenous with respect to factor productivity. Finally, employment is lower in the dispersed wage equilibrium than in the single wage equilibrium but this fact does not imply that welfare is higher in the single wage equilibrium.
