Book excerpt: Following the (re-) introduction of multiparty systems in Africa in the early 1990s, third and fourth elections in Africa’s new democracies and hybrid regimes are now being seen. Although there is a large and growing literature on democracy and elections in Africa, parties and party systems have hitherto not been the focus of research, which may be surprising given their central role in a liberal democracy. The early works from the 1960s and 1970s provide neither a sound conceptual nor empirical basis. Research on political parties and party systems in Africa is still in its infancy. Various contributions in this volume address the theoretical and conceptual challenges provided by the African parties and party systems with their particular features of weak organization, informal relationships dominated by "big men" and clientelism within a neopatrimonial setting. Others raise the crucial question of representation in relation to ethnicity, civil society and gender, or look into the empirical relationship between party systems and democracy. Further chapters ask questions about the appropriate electoral system for the multiethnic context in Africa and deal with the problem of electoral system reform. Finally, there are chapters which focus on the neglected area of electoral violence, and the moral role of money and vote buying is scrutinized through a case study. An important conclusion is that party research in Africa needs more conceptual clarity as well as empirical research particularly on party organization, voting behavior, and the role of ethnicity. In some cases, disputes have been settled peacefully through legal appeals and electoral reforms. In the worst cases, however, disputes have triggered bloodshed or government downfalls and military coups. Contentious elections are characterized by major challenges, with different degrees of severity, to the legitimacy of electoral actors, procedures, or outcomes. Despite growing concern, until recently little research has studied this phenomenon. The theory unfolded in this volume suggests that problems of electoral malpractice erode confidence in electoral authorities, spur peaceful protests demonstrating against the outcome, and, in the most severe cases, lead to outbreaks of conflict and violence. Women now constituted the majority of voters, and political parties were forced to address them as political actors for the first time. Analyzing written and visual propaganda aimed at, and frequently produced by, women across the political spectrum--including the Communists and Social Democrats; liberal, Catholic, and conservative parties; and the Nazis--Julia Sneeringer shows how various groups struggled to reconcile traditional assumptions about women's interests with the changing face of the family and female economic activity. Through propaganda, political parties addressed themes such as motherhood, fashion, religion, and abortion. But as Sneeringer demonstrates, their efforts to win women's votes by emphasizing "women's issues" had only limited success. The debates about women in propaganda were symptomatic of larger anxieties that gripped Germany during this era of unrest, Sneeringer says. Though Weimar political culture was ahead of its time in forcing even the enemies of women's rights to concede a public role for women, this horizon of possibility narrowed sharply in the face of political instability, economic crises, and the growing specter of fascism.

The book reveals the fundamental role of partisanship in shaping the dynamics and legacies of the Civil War, drawing on an original analysis of newspapers and geo-coded data on voting returns and soldier enlistments, as well as retrospective surveys. Kalmoe shows that partisan identities motivated mass violence by ordinary citizens, not extremists, when activated by leaders and legitimated by the state. Similar processes also enabled partisans to rationalize staggering war casualties into predetermined vote choices, shaping durable political habits and memory after the war's end. Findings explain much about nineteenth century American politics, but the book also yields lessons for today, revealing the latent capacity of political leaders to mobilize violence.

In this book, Steven I. Wilkinson uses newly collected data on Hindu-Muslim riots, socio-economic factors and competitive politics in India to test his theory that riots are fomented in order to win elections and that governments decide whether to stop them or not based on the likely electoral cost of doing so. He finds that electoral factors account for most of the state-level variation in Hindu-Muslim riots: explaining for example why riots took place in Gujarat in 2002 but not in many other states where militants tried to foment violence. The general electoral theory he develops for India is extended to Ireland, Malaysia and Romania as Wilkinson shows that similar political factors motivate ethnic violence in many different countries.
