Book excerpt: This dissertation investigates the Japanese feminist movements in the two policy areas of labor and education. Employing an ethnographic approach combined with analyses of media and government data, the study examines what contributed to the disparate outcomes of Japanese feminist mobilizations in labor and education. Despite commonality in the two movements' culture and level of resources, those mobilizing in the area of labor won legislative gains and political clout, while their counterparts in education initially brought success but later experienced a retrenchment when an anti-feminist backlash emerged. This dissertation argues that the interaction between the particular institutional environment of the given policy area and feminists' strategy resulted in such outcomes through what I term "visibility." The level of visibility of movement actors and their issues influenced the different levels of policy success and the movement's particular resilience to opposition. These findings contribute to our understanding of the contemporary feminist movement in Japan by applying an institutional approach to movement activities at the local and global levels in terms of gender equality. While examining grassroots identity, culture, and historical backgrounds of the two feminist mobilizations, the study shows that state-movement interaction is a dynamic process involving allies, opposition, and the public.

Viewing this brief history of feminism will perhaps enable us to come to a better understanding of the factors that keep Japanese women from reaching gender equality. As I mentioned earlier, the main premise of the paper is that the focus of the feminist movement in Japan has traveled full circle, from and to an emphasis on expanding and raising women's consciousness. Within this premise are two important factors: The first being that feminist consciousness has been inhibited by a series of somewhat unique historical and contextual variables from "inside" and "outside" of the Japanese women's movement. The second concept is that, although Japanese feminist consciousness has been stunted, there is indication today that the Japanese women's movement has finally come of age; feminist leaders in Japan have fully targeted the main barriers to equality, developed and evolved theories as to why these barriers exist and are currently implementing special programs, such as the women study-related courses on university campuses, and the Gender Equality by 2000 program, to release the blocked flow of feminist consciousness. Book excerpt: Comfort Women Activism follows the movement championed by pioneer activists in Japan to demonstrate how their activism has kept a critical interpretation of the atrocities against women committed before and during World War II alive. The book shows how the challenges faced by the activists have evolved from the beginning of their uphill battles all the way to contemporary times. They were able to change social attitudes and get their message across. Yet the ambiguous position of post–World War II Japan’s government—which has consistently rejected any sign of guilt over its imperialist past—has kept the activists on their toes. Pivotal and serendipitous turning points have also played a crucial role. In particular, in the early 1990s, the post-Soviet world order assisted in creating the appropriate conditions for the movement to gather transnational support. These conditions have eroded over time; yet due to the activists’ fidelity to survivors, the movement has persisted to this day. Tai uses the activists’ narratives to show the multifaceted aspects of the movement.
