Book excerpt: Vocational training in Spain suffers from a fundamental initial disadvantage, namely the subsidiary position that it occupies in the general structure of the country's educational system. The situation has been aggravated by the sector's relative neglect by the government, which has been forced to concentrate its efforts on secondary and university education as a result of the rapid population growth that occurred throughout the 1970s. The remainder of society is also rather uninterested in vocational training and views it primarily as the educational option for those who do not successfully complete their elementary education. The general attitude from industry is that vocational education does not provide adequate preparation for today's jobs and that its content is not geared toward meeting industry's needs. More than once, the government has recognized the need for closer cooperation with the employment sector in planning course content and developing occupational profiles to guide vocational training. In general, however, the lack of labor planning and clear employment forecasts have allowed vocational education to continue concentrating on sectors of the job market that are currently saturated and to give inadequate attention to sectors that are currently expanding or of vital importance to the economy. As in academic education, theory is given preeminence over practice in vocational training. The lack of teaching resources appropriate to preparation for the contemporary world of work is another of the problems inherent in the vocational education system. Closer links between vocational education and industry are difficult to establish since the formal vocational training system begins at age 14, which is two years before youth can legally hold jobs. A map of Europe and two diagrams are provided in color; tables, figures, and a bibliography are also included. (MN)

The first part presents the observations of three educators from other European countries ("The Examiners' Report"). Part 2 is a "Record of the Review Meeting" held in Paris in December of 1985 10 months after the examiners' visit to Spain. Questions of the examiners and other attendees are addressed to the Spanish delegation (of 10 members) and partly based on the "Summary of the Background Report." The latter forms part 3 of this document, a publication of the Center for Educational Research and Documentation, Madrid (1985). The Review Meeting Report includes a brief by the Spanish Minister of Education and Science on legislative and other educational reforms underway in Spain. Subsequent discussion deals with many concerns. Questions of determining priorities are raised between capital expenditure and teacher training, both preservice and inservice. While decentralization is desirable, caution must be exercised to avoid inequalities of resources and educational opportunities between various regions. The quality of education and the reduction of the high dropout rate is the overriding concern of the reforms at the lower secondary level. At the upper secondary level the report criticizes the out-of-date curriculum for upper-ability students and low esteem and lack of resources for vocational students. The advantages of a comprehensive education and training system are discussed. Of major concern are the effects of rapid enrollment increases at teaching training institutions and the high drop-out rate in the initial years of study for prospective teachers. Ways and means of increasing the graduation success rate while enhancing the universities' research role are considered. (KWL)

Higher vocational education and training launched in 2002 has been expanding. At the same time, numerous sectors are grappling with labour shortages increasing pressure on VET to better match the provision to changing demand for skills; and fewer young people opt for VET programmes than in the past. This report suggests several ways in which the Swedish VET system may respond to these challenges. Sweden may encourage co-operation between schools, for example by linking it to school evaluation and funding criteria. The report also argues that Sweden may further enhance social partners' involvement in VET by creating a framework for systematic social partners' involvement at the local level and by providing social partners with more responsibility over some aspects of VET.

It examines the first 3 years of the programme to discover if the funds are being distributed homogeneously throughout the regions of France, Germany, Italy, Spain and the United Kingdom. If it turns out that funds are being unevenly delivered this could result in an inequity situation: students living in specific regions might have greater chances to benefit from KA102 funds, while other students might have fewer opportunities to benefit from these funds. The book looks in detail at the implementation and performance of the various programmes within Erasmus+, the funds and distribution of these funds, and the number of students in the programmes. The book studies these five countries because they contain more than half of all the vocational education and training students in the European Union. Also, these countries had the most students participating in mobilities during the previous Leonardo da Vinci programme. Hence, it is to be expected that the conclusions drawn in this study are representative of the situation of VET mobilities and Erasmus+ funding in Europe. Erasmus+ is the European programme in charge of fostering the development of transnational programmes in the areas of education, training, sports and youth policies. It is focused on the adaptation to a fast changing world, tackling youth unemployment, and preparing workers for highly skilled jobs. Erasmus+ integrates former programmes such as the Lifelong Learning Programme, Youth in Action, and the various international Higher Education and Sports programmes. It started in 2014 and will be active until 2020.
