It reviews the general foreign policy literature and outlines a research framework for foreign policy analysis. The literature on elite images is also explored and several hypotheses are selected for testing. The quantitative method of content analysis is employed in the research design. The components of the foreign policy images of Nehru and Menon are analysed quantitatively. The salient actors, levels of the international system, domestic variables, symbols, values and issues are examined and patterns of intensity and association are explored. The views of the world of Nehru and Menon are systematically compared and contrasted. Hypotheses from the literature are tested and several new hypotheses are generated from the data. Methodological techniques are evaluated and guidelines for further research are suggested.
