Book excerpt: This volume examines the causes and purposes of 'post-conflict' violence. The end of a war is generally expected to be followed by an end to collective violence, as the term ‘post-conflict’ that came into general usage in the 1990s signifies. In reality, however, various forms of deadly violence continue, and sometimes even increase after the big guns have been silenced and a peace agreement signed. Explanations for this and other kinds of violence fall roughly into two broad categories – those that stress the legacies of the war and those that focus on the conditions of the peace. There are significant gaps in the literature, most importantly arising from the common premise that there is one, predominant type of post-war situation. This ‘post-war state’ is often endowed with certain generic features that predispose it towards violence, such as a weak state, criminal elements generated by the war-time economy, demobilized but not demilitarized or reintegrated ex-combatants, impunity and rapid liberalization. The premise of this volume differs. It argues that features which constrain or encourage violence stack up in ways to create distinct and different types of post-war environments. Critical factors that shape the post-war environment in this respect lie in the war-to-peace transition itself, above all the outcome of the war in terms of military and political power and its relationship to social hierarchies of power, normative understandings of the post-war order, and the international context. This book will of much interest to students of war and conflict studies, peacebuilding and IR/Security Studies in general.

In Prologue to Violence, Abby Stein draws on the gripping narratives of 65 incarcerated subjects and extensive material from law enforcement files to remedy this lacuna in both the forensic and psychodynamic literature. In the process, she calls into question prevailing beliefs about criminal character and motivation. For Stein the early trauma to which adult criminals are subjected remains unformulated and, as such, unavailable for reflection. Contrary to common belief, these criminals, especially sex murderers, do not commit their crimes in a rational or fully conscious way. The peace agreement that followed and officially propelled the country into a "postwar" era did not address many of the root causes of war, nor did it hold main actors accountable. Instead, a politics of "no victor, no vanquished" was promoted, in which the political elite agreed simply to consign the war to the past. However, since then, Lebanon has found itself still entangled in various forms of political violence, from car bombings and assassinations to additional outbreaks of armed combat. In War Is Coming, Sami Hermez argues that the country's political leaders have enabled the continuation of violence and examines how people live between these periods of conflict. What do everyday conversations, practices, and experiences look like during these moments? How do people attempt to find a measure of certainty or stability in such times? Hermez's ethnographic study of everyday life in Lebanon between the volatile years of 2006 and 2009 tackles these questions and reveals how people engage in practices of recollecting past war while anticipating future turmoil. Although we think of "post-civil rights" as representing a colorblind or race transcendent triumphalism in national political discourse, Giroux argues that our present is shaped by persistent "raceless" racism at home and permanent civilizational war abroad. She sees the university as a primary battleground in this ongoing struggle. As the heir to Enlightenment ideals of civic education, the university should be the institution for the production of an informed and reflective democratic citizenry responsible to and for the civic health of the polity, a privileged site committed to free and equal exchange in the interests of peaceful and democratic coexistence. And yet, says Giroux, historically and currently the university has failed and continues to fail in this role.
