This report focuses particularly on the issues of terrorism, extremism, conflict and violence, which are much in ascendancy and afflict Commonwealth countries as well as the rest of the world. It argues that cultivating respect and understanding is both important in itself and consequential in reducing violence and terrorism. It further argues that cultivated violence is generated through fomenting disrespect and fostering confrontational misunderstandings. The report looks at the mechanisms through which violence is cultivated through advocacy and recruitment, and the pre-existing inequalities, deprivations and humiliations on which those advocacies draw. These diagnoses also clear the way for methods of countering disaffection and violence. In various chapters the different connections are explored and examined to yield general policy recommendations. Accepting diversity, respecting all human beings, and understanding the richness of perspectives that people have are of great relevance for all Commonwealth countries, and for its 1.8 billion people. They are also importance for the rest of the world. The civil paths to peace are presented here for use both inside the Commonwealth and beyond its boundaries. In this tradition of political theory, the people's violence was not a sign of anarchy or disorder. Instead, it manifested a redemptive power capable of binding and repairing a society on the cusp of social disintegration. This was not a fringe view of French democracy at the time, but central to its momentous development. Duong analyzes the recurring role of the people's redemptive violence across four historical moments: the French Revolution, the imperial conquest of Algeria, the Paris Commune, and the years leading up to World War I. Bringing together democratic theory and intellectual history, he reveals how political thinkers across the spectrum proclaimed that violence by the people could repair the social fabric, even as they experienced democratization as social disintegration. The path from an anarchic multitude to an organized democratic society required the virtuous expression of violence by the people--not its prohibition. The essays in this volume focus on Nepal, which though not directly colonized, has not remained immune from the influence of colonialism in its neighbourhood. In addition to home-grown feudal patriarchal structures, the writers in this volume clearly demonstrate that it is the larger colonial and post-colonial context of the subcontinent that has enabled the structuring of inequalities and power relations in ways that today allow for widespread sexual violence and impunity in the country - through legal systems, medical regimes and social institutions. The period after the 1990 democratic movement, the subsequent political transformation in the aftermath of the Maoist insurgency and the writing of the new constitution, has seen an increase in public discussion about sexual violence. The State has brought in a slew of legislation and action plans to address this problem. And yet, impunity for perpetrators remains intact and justice elusive. What are the structures that enable such impunity? What can be done to radically transform these? How must States understand the search for justice for victims and survivors of sexual violence? Liberia: The Violence of Democracy is a response, from an anthropological perspective, to the literature on neopatrimonialism in Africa. Mary H.
