Book excerpt: In the summer of 1997 some twelve lecturers and sixty students met for ten days in Budapest Hungary in a NATO Advanced Studies Institute (ASI) to consider "New Scientific and Technical Aspects of Verification of the Biological and Toxin Weapons Convention". In many ways the meeting was ahead of its time. The Ad Hoc Group was only then about to move to the discussion of a rolling text of the Protocol to the Biological and Toxin Weapons Convention (BTWC). It had been mandated to negotiate the Protocol by the Special Conference which had considered the work of the VEREX process that had taken place following the 1991 Third Review Conference of the Convention. Now, in late 1999, after much further negotiation of the text of the Protocol we are moving towards the endgame of the negotiations. Nevertheless, the scientific and technical issues discussed in the ASI in Hungary continue to be of direct relevance to the verification of the Convention and will continue to be relevant as the eventual Protocol moves from agreement through a Preparatory Commission stage and into full implementation over the next several years. The papers in this volume are much as they were presented in Budapest both in order of presentation and in content. They were designed by the ASI co-directors, Professor Graham Pearson and Ambassador Tibor Toth (Chairman of the Ad Hoc Group) to provide an integrated overview and in-depth analysis of the issues at stake.

Book excerpt: The 1972 Biological Weapons Convention prohibits the possession and use of biological agents in war, but does not contain provisions for treaty enforcement. The Protocol to the BWC, an effort to improve enforcement of the treaty, has defined specific mechanisms for verification. This thesis examines the potential for technology to support treaty verification. First, the history of the treaty and efforts to improve it are discussed. Second, the requirements for technical support of verification are examined, and criteria are developed to evaluate potential detection systems. Then, technologies for detection and identification are illustrated, including an evaluation of currently available systems. A procedure for the implementation and support of verification technology is provided. This approach demonstrates a specific process of employing technology to enhance deterrence and verify of compliance with the BWC.

Book excerpt: The threat of biological attack is one of the gravest that faces the U.S. Throughout history epidemics have killed millions and caused massive social upheaval. Science has made great strides in combating disease, however, these advances have allowed proliferating states to develop arsenals of genetically engineered pathogens. For over a quarter-century, the U.S. has been a world leader in combating the proliferation of deadly biological agents. The U.S. was one of the original signatory states of the 1972 Biological and Toxin Weapons Convention. The current nonproliferation strategy calls for strengthening the treaty yet the U.S. unilaterally opposed a verification protocol that promised to increase accountability of treaty compliance in 2001. The U.S. became the target of considerable international criticism for this action. However, while the verification protocol promised to strengthen the treaty, it did not offer any guarantees. The unique characteristics of biological warfare research and production pose considerable challenges to any verification protocol. The potential economic, security, and intellectual costs to the U.S. of this program would likely offset any advantages. The U.S. must find a compromise in order to avoid international isolation and prevent diplomatic nonproliferation efforts from being completely eclipsed by more aggressive programs.
