Besides, efforts to gradually diversify its markets are essential for it to avoid being dependent on a small number of partners and markets. Vietnam’s participation in international organizations such as ASEAN, APEC, WTO, and AEC exemplifies its increasingly active efforts at seeking new development opportunities. The seventeen bilateral and multilateral free trade agreements which have been signed by Vietnam partly demonstrates efforts at achieving market diversification.

Book excerpt: In 1986 Vietnam initiated a transition from a centrally planned economy to a market-oriented economy where the government would keep playing a leading role. These renovation (doi moi) policies were successful at generating economic growth and reducing poverty. In the ten-year socioeconomic strategy endorsed by the Ninth Party Congress in April 2001, the authorities further articulated their development objectives in terms of economic growth and poverty reduction. To reach these objectives, the government indicated that its structural reform priorities were to change Vietnam's trade and financial policies, liberalize the climate for private investment, increase the efficiency of public enterprises, and improve governance. The author argues that the pace of implementation of trade reform-which has been impressive so far-is raising new challenges. On one side, fast liberalization of trade reform may soon conflict with the slow pace of implementation of other reforms, including restructuring of state-owned enterprises and state-owned commercial banks. On the other side, Vietnam would greatly benefit from fast implementation of trade reform and particularly fast accession to the World Trade Organization (WTO), especially after China's recent WTO accession. Auffret concludes that implementation of trade reform will be a testing ground to reveal the extent of Vietnam's commitment to a market-oriented economy.

More than 1,000 financial institutions (e.g. banks, trusts, donors) and 600 multinational companies have pledged to produce and supply zero-deforestation agricultural products, and these establishments (financial institutions and multinational companies) are developing a process of testing, screening and certification for service providers and countries that produce or export agroforestry products. The governments of European countries, the Americas and Australia are also aggressively building a legal framework to monitor and verify that imported goods have not resulted in deforestation or forest degradation.In Vietnam, 92 domestic and foreign companies from 21 fields and industries have signed commitments to achieve zero deforestation by 2020. These industries include: fashion (apparel and footwear); agriculture; cosmetics and personal care; food and agriculture; retail chains; home construction (furniture and flooring, and renovation supplies); consumer goods; paper and packaging; printing and publishing; and automotive industry (rubber, automobile manufacturing). These companies contribute greatly to the national GDP and local economic development, and are major buyers of agricultural products including coffee, wood, soybeans and poultry.However, businesses in Vietnam are not prepared to adapt the supply chain of agroforestry products to this trend; they require knowledge and skills to face the new market requirements. Without further research and long-term planning, Vietnam's agroforestry products industry is at risk of losing market share to fierce international competition, leading to enormous economic losses for the country.The government needs to develop a legal framework to support and monitor companies that meet deforestation-free commitments, while building the capacity of stakeholders to respond to the requirements of new markets, in order to ensure a solid position for agroforestry products and their sustainable contribution to the national economy over the next 30 years.

Book excerpt: “My husband doesn’t have a head for business,” complained Ngoc, the owner of a children’s clothing stall in Ben Thanh market. “Naturally, it’s because he’s a man.” When the women who sell in Ho Chi Minh City’s iconic marketplace speak, their language suggests that activity in the market is shaped by timeless, essential truths: Vietnamese women are naturally adept at buying and selling, while men are not; Vietnamese prefer to do business with family members or through social contacts; stallholders are by nature superstitious; marketplace trading is by definition a small-scale enterprise. Essential Trade looks through the façade of these “timeless truths” and finds active participants in a political economy of appearances: traders’ words and actions conform to stereotypes of themselves as poor, weak women in order to clinch sales, manage creditors, and protect themselves from accusations of being greedy, corrupt, or “bourgeois” – even as they quietly slip into southern Vietnam’s growing middle class. But Leshkowich argues that we should not dismiss the traders’ self-disparaging words simply because of their essentialist logic. In Ben Thanh market, performing certain styles of femininity, kinship relations, social networks, spirituality, and class allowed traders to portray themselves as particular kinds of people who had the capacity to act in volatile political and economic circumstances. When so much seems to be changing, a claim that certain things or people are inherently or naturally a particular way can be both personally meaningful and strategically advantageous. Based on ethnographic fieldwork and life history interviewing conducted over nearly two decades, Essential Trade explores how women cloth and clothing traders like Ngoc have plied their wares through four decades of political and economic transformation: civil war, postwar economic restructuring, socialist cooperativization, and the frenetic competition of market socialism. With close attention to daily activities and life narratives, this groundbreaking work of critical feminist economic anthropology combines theoretical insight, vivid ethnography, and moving personal stories to illuminate how the interaction between gender and class has shaped people’s lives and created market socialist political economy. We find that workers reallocate from household businesses to employers in the formal enterprise sector, with greater reallocation in industries that experience larger declines in U.S. tariffs on Vietnamese exports due to the United States-Vietnam Bilateral Trade Agreement. The reallocation is greater for workers in more internationally integrated provinces and in younger cohorts. Labor productivity of household businesses is relatively low, so our findings suggest this reallocation increases aggregate labor productivity.

Such a development path will definitely not support the rate of long-term growth that Vietnam requires to achieve its development objectives, and major policy changes are necessary. Book excerpt: In many countries, a sizable share of international trade is carried out by intermediaries. While large firms tend to export to foreign markets directly, smaller firms typically export via intermediaries (indirect exporting). I document a set of facts that characterize the dynamic nature of indirect exporting using firm-level data from Vietnam and develop a dynamic trade model with both direct and indirect exporting modes and customer accumulation. The model is calibrated to match the dynamic moments of the data. The calibration yields fixed costs of indirect exporting that are less than a third of those of direct exporting, the variable costs of indirect exporting are twice higher, and demand for the indirectly exported products grows more slowly. Decomposing the gains from indirect and direct exporting, I find that 18 percent of the gains from trade in Vietnam are generated by indirect exporters. Finally, I demonstrate that a dynamic model that excludes the indirect exporting channel will overstate the welfare gains associated with trade liberalization by a factor of two.
