The challenge facing the General McChristian in 1965 was exceptionally daunting, as deputy head of General Westmoreland’s Intelligence section his orders were clear he was told that he must "Find the enemy!". A daunting task in a country filled with insurgents, uniformed enemy using other countries to move toward their targets, double agents, spies and a South Vietnamese Intelligence service to be integrated into his plans. As he himself put it: “I knew that finding the enemy was only part of the challenge. Our soldiers would have to fix and fight him. They would need to know enemy strength, capabilities, and vulnerabilities as well as information on the weather and terrain. Such intelligence had to be timely, accurate, adequate, and usable. It was to be my job to build an organization to meet that challenge.” It is remarkable that he achieved a good measure of success in his task in only two years in a country with so many endemic issues, and even more so that he was able to distil his story and of his department in to this detailed but very readable exposition of the Intelligence services in Vietnam. A complex and engaging study of a very difficult job done well.

In Europe during World War II General Dwight D. Eisenhower modified the command structures developed for the North African and Mediterranean operations to form Supreme Headquarters, Allied Expeditionary Force (SHAEF). After his departure from Bataan in 1942, General Douglas MacArthur had several months in which to design the command structure that ultimately contributed to the defeat of the Japanese...There, the command and control arrangements, which ultimately directed a U.S. Military force of over 500,000 men, evolved from a small military assistance mission established in 1950. Rather, it is an analytical appraisal of the command and control structure.”

Consequently, the battle wasovershadowed by larger engagements.Nevertheless, the operation was important for a numberof reasons. Harvest Moon was the Marines' last large-scale,conventional operation of 1965 in Vietnam. Fought in thevalleys and hills between the city of Tam Ky and the inlandoutpost of Hiep Duc, it was the largest combined operationbetween Marine units and the South Vietnamese militaryto that date. Perhaps most importantly, the battle demonstratedmany of the frustrations and problems faced by allthe American forces in South Vietnam as they tried to defeatthe Viet Cong-led insurgency. The disparity in the fightingabilities between the Marines and South Vietnamese Armyunits hindered combat effectiveness. The lack of coordinationbetween the two forces, and between the Marine Corpsand U.S. Air Force, also led to heavy losses on the allied side.Enjoying logistical support from North Vietnam, the 1st VietCong Regiment was able to defeat South Vietnamese forceswhile largely evading American units.

In large measure they contributed to the success of the free world forces, not only in close combat, but in pacification and security operations as well. When redeployment began in early 1969, armored units were not included in the first forces scheduled for redeployment, and indeed planners moved armored units down the scale time and again, holding off their redeployment until the very end.”

Do these historical analogies actually shape policy, or are they primarily tools of political justification? Yuen Foong Khong argues that leaders use analogies not merely to justify policies but also to perform specific cognitive and information-processing tasks essential to political decision-making. Khong identifies what these tasks are and shows how they can be used to explain the U.S. decision to intervene in Vietnam. Relying on interviews with senior officials and on recently declassified documents, the author demonstrates with a precision not attained by previous studies that the three most important analogies of the Vietnam era--Korea, Munich, and Dien Bien Phu--can account for America's Vietnam choices. A special contribution is the author's use of cognitive social psychology to support his argument about how humans analogize and to explain why policymakers often use analogies poorly.
