Book excerpt: This clear and accessible text explores Vietnam's successful transition from neo-Stalinist central planning to a market economy—\"Vietnamese style.\" After describing the north Vietnamese system prior to 1975 and its colonial and precolonial antecedents, the authors uncover the mechanisms of that changeover. They contend that the Vietnamese transition was largely bottom-up in character and that it evolved over a long enough period for the country's political economy to adjust. This explains in part the rapid shift to a high-growth, externally oriented development path in the early 1990s, despite the loss of Soviet aid and the lack of significant Western substitutes until 1992-1993. Based upon extensive incountry experience, a wealth of primary materials, and wide comparative knowledge of development issues, the book challenges many preconceived notions, both about Vietnam and about the general nature of transition processes.

Book excerpt: "The authors show how development of non-plan trading relations was based on supplies of scarce, aid-subsidised goods which provided the means for local authorities, enterprises and individuals to convert their positions of political and social power into capital. They further highlight the ways in which new, market-oriented trade relations emerged in symbiosis with the planning system and continue to influence the economic structure and institutions today. Economic Transition in Vietnam outlines the many problems currently facing Vietnam, not least how new global forms of integration are affecting future development."--BOOK JACKET.

Book excerpt: Vietnam, along with China, stands out as a rare success story among transition economics. This authoritative study of the reform process since 1989 pays particular attention to the way the macroeconomics framework can contribute to an environment that encourages human development and helps to reduce poverty. Thus there are chapters on macroeconomics reforms, international trade policies, the role of the state, rural development, education and health, environmental issues and poverty and gender inequality. Although areas of weakness are indicated, emphasis is placed on the success Vietnam has experienced compared to other transition economies. The lessons of both the successes and failures of the reform process for policymakers elsewhere are outlined.

Book excerpt: In 1994, the Asia Foundation's Center for Asian Pacific Affairs began a two-year project to compare the transitions of selected East European and Asian economies from centrally-planned communist systems to market economies. The goal was to shed light on the transition process through an understanding of the underlying economic and institutional dynamics. This volume is the culmination of that project. The volume is divided into three parts. In the first part, an overview, the editors review the authors' findings and highlight major themes. The second part looks closely at the transition process in seven Asian and East European economies: China, Vietnam, Mongolia, Russia, Poland, Hungary, and the Czech Republic. The third part contains six comparative studies that explore key elements of the transition process. The papers incorporate feedback obtained from meetings with cabinet members and high government officials, conferences, and seminars in Prague, Ho Chi Minh City, Hanoi, Beijing, Ulan Bator, and Washington, D.C. Available in PDF, EPUB and Kindle. Book excerpt: This essay considers the basic issues facing transitional socialist economies, including price reforms, enterprise and financial sector reforms, and institutional changes relating to the role of government. Using Viet Nam as the case in point, it identifies the key constraints facing governments seeking to move rapidly to the market system. Although Viet Nam is only on its third year of reform, it has achieved a number of successes, prominant among which are almost complete price decontrol and a flexible exchange rate. The essay addresses a number of specific concerns facing Viet Nam. Among these are links between enterprise and banking form, issues of decentralization, industrial policy, changes in ownership and private sector development, and issues of social justice. The objectives of this paper are to: (i) inform a broad readership about the bold economic reform program being undertaken without international assistance in Viet Nam; (ii) to identify for the authorities key bottlenecks and future issues to be addressed; (iii) to constrast where possible this experiment vis-a-vis reform programs in other countries; and (iv) to begin the process of generalizing lessons from these cases so as to better understand the transformation process itself.
