Book excerpt: Most studies of fear of crime assume that is rimarily induced by direct or indirect contact with a criminal event. Consequently programs designed to deal with this problem focus on either increased police protection or a number of crime prevention programs. In this study, Dan A. Lewis and Greta W. Salem raise questions both about the validity of these assumptions and the effectiveness of the programs. A five-year investigation has led the authors to challenge those theories that focus only on the psychological responses to victimizations and fail to take into account the social and political environments within which such fears are shaped and nurtured.Explicitly laying out a 'social control' perspective which informs their research and analysis, the authors examine the fear of crime in ten neighorhoods in Chicago, San Francisco, and Philadelphia which represent the range of communities typically found in urban areas. On the basis of their analysis the authors contend that fear of crime is not related to exposure or knowledge about criminal events alone but also stems from residents' concerns about broad changes taking place in their neighborhoods. Many people, they argue, are afraid not only because crime occurs but also because they believe that they have lost control over the environment in which they live.Lewis and Salem conclude that the eradication of fear of crime requires strategies that move beyond the traditional crime prevention programs to consider ways to restore the control that community residents feel they have lost and the possibilities for a more equitable distribution of security in urban areas.

In this paper I do not only want to describe the different attempts of explanations dealing with these findings. I also want to test if and to what extend the single explanations fit to the fear of victimization among young German law students... II. Description of the Paradox First of all, the Fear of Victimization - Paradox is in the literature more commonly known as the Fear of Crime - Paradox. But this is inexact: Speaking about the fear of crime, you have to distinguish between a person's perception of his own chances of victimization and the individual estimation of the seriousness of criminal activity in society. In this context the fear of crime is viewed just as fear of victimization. This is the cognitive dimension of fear of crime, the perception that one is vulnerable and exposed to victimization, and that victimization has serious consequences for oneself. That's why I prefer the term "Fear of Victimization - Paradox". Such fear is usually measured by the so called standard term. That is - with some formulation variants: "How safe do you feel when you walk alone in your community at night?" This question asks if the person is personally fearful of crime, and less if he or she is concerned about rising crime as a social issue. Esther Madriz draws on focus groups and in-depth interviews to show the damage that fear can wreak on women of different ages and socioeconomic backgrounds. Although anxiety about crime affects virtually every woman, Madriz shows that race and class position play a role in a woman's sense of vulnerability. Fear of crime has resulted in public demand for stronger and more repressive policies throughout the country. As funds for social programs are cut, Madriz points out, those for more prisons and police are on the increase. She also illustrates how media images of victims—"good" victims aren't culpable, "bad" victims invite trouble—and a tough political stance toward criminals are linked to a general climate of economic uncertainty and conservatism. A public place, whatever its nature—a park, a mall, a train platform or a street corner—is where people pass by, meet each other and at times become a victim of crime. With this book, we submit that crime and safety in public places are not issues that can be easily dealt with within the boundaries of a single discipline. The book aims to illustrate the complexity of patterns of crime and fear in public places with examples of studies on these topics contextualized in different cities and countries around the world. This is achieved by tackling five cross-cutting themes: the nature of the city’s environment as a backdrop for crime and fear; the dynamics of individuals’ daily routines and their transit safety; the safety perceptions experienced by those who are most in fear in public places; the metrics of crime and fear; and, finally, examples of current practices in promoting safety.
