Book excerpt: This report presents a description and final account of the VHSIC program during its ten years of successfully developing advanced integrated circuit technologies and products for military systems. The new technologies and the products that VHSIC has produced have steadily found their way not only into the defense systems but also into the commercial industrial base. They provide the reservoir from which new system capabilities are emerging and a foundation upon which continual further advances are being made. Over the course of the past decade, the VHSIC program has been active in the development of new materials, new circuit design concepts, advanced fabrication processes, new manufacturing equipment, higher levels of radiation hardening, new data interface standards and specifications, and improved techniques for built-in-test and maintainability. The VHSIC Hardware Description Language and other design automation tools have broken through major integrated circuit complexity barriers and will decrease the cost and the development time of modern electronic systems. The resulting achievements have helped to produce a new level of system design and fabrication---one that approaches an integrated concept-to-system capability.

Book excerpt: Very High Speed Integrated Circuits (VHSIC) is the name of the Department of Defense program to develop two new generations of the silicon integrated circuits which are needed to provide higher performance electronics for DoD weapon systems. The defense posture of the United States is increasingly based upon the concept of military weapon systems that are technologically superior to any potential adversary. Technology is expected, whereever possible, to leverage our ability to defend against numerically greater forces. The silicon integrated circuit, which is the basic device for processing signals in any modern electronic system, has become one of the most effective force multipliers for our Nation's defense. The technology for making the device is a very demanding one. Complex and expensive equipments are required to produce it, advanced skills and knowledge are required to use it, and large continuing, investments are required to keep it up-to-date. Although technical progress has been made, contractors have encountered significant delays and other problems in developing, demonstrating, and verifying the first generation VHSIC technology. GAO noted that: (1) emphasis on the completion and independent testing of first generation technology could increase the early utilization of VHSIC technology without further program extension; (2) cost increases resulted from expansion of the program's scope beyond its original mandate; (3) DOD proposed to improve, with direct subsidies, the contractors' manufacturing efficiency in producing, assembling, and testing VHSIC chips; and (4) increased emphasis on efforts to fulfill the VHSIC program's original mandate to develop, demonstrate, and verify technology would minimize system developers' uncertainties about using VHSIC technology.
