Available in PDF, EPUB and Kindle. Book excerpt: Since the last edition of this book 61/2 years ago, worksite enforcement has surged at both federal and state levels. By 2024, 26 states have enacted employer sanctions laws, with nine mandating E-Verify for all eligible employers and 12 requiring it for contractors engaged in state or local government projects. Other states have implemented immigration laws pertaining to employers, some without E-Verify requirements. Companies now face severe penalties, such as license revocation and contract denial, if found hiring unauthorized workers. The enforcement of employer sanctions and anti-discrimination regulations under the Immigration Reform and Control Act (IRCA) falls under the jurisdiction of two agencies: U.S. Immigration and Customs Enforcement (ICE) and the Immigrant and Employee Rights Section of the Civil Rights Division at the Department of Justice. Compliance with these regulations is mandatory for employers. However, navigating these laws has become increasingly intricate for today's employers, with further complexity anticipated. The I-9 and E-Verify Handbook aims to streamline this convoluted process, aiding human resource professionals, immigration advisors, and others in guiding employers through these challenging immigration regulations. The authors, Bruce E. Buchanan and Greg Siskind, discuss the array of statutes and regulations in an easy-to-understand, question-and-answer format with straightforward illustrations, flowcharts, checklists, and sample documents designed to help implement and improve an employer's immigration compliance program.

The 22 papers presented in this volume were carefully reviewed and selected from 32 submissions. The reworked and extended versions of the original presentations cover topics such as business process management, enterprise architecture and modeling, service-oriented architectures, and requirements engineering.

Available in PDF, EPUB and Kindle. Book excerpt: Verification in an Age of Insecurity takes the reader into some of the most urgent arms control issues facing the world community, including the nuclear activities of rogue states and threats from sophisticated non-state actors. In the book, national security expert Philip D. O'Neill, Jr. identifies and addresses issues from the resuscitated disarmament agenda, from the comprehensive test ban to fissile material and biological weapons. O'Neill examines the need for shifts in verification standards and policy suitable for our volatile era and beyond it. He surveys recent history to show how established verification procedures fail to produce the certainty necessary to meet today's threats. Verification in an Age of Insecurity goes beyond a discussion of rogue states like North Korea to offer suggestions on how best to bring compliance policy up to date with modern threats.

Book excerpt: The Problem: In 2017, employers across the United States have been assessed millions of dollars in civil penalties for I-9 violations and employment discrimination. In addition, some companies are having their business licenses revoked and state contracts denied and/or revoked when they are found to have hired unauthorized employees. Employers are being targeted for a variety of criminal sanctions, including harboring illegal aliens and money laundering, in addition to the criminal penalties contained in the employer sanctions and anti-discrimination clauses within the Immigration Reform and Control Act of 1986 (IRCA). Twenty-three states have now passed employer sanctions laws; and of those 23 states, 8 states require all employers who meet jurisdictional standards to use E-Verify, while 12 states require contractors working with state or local governments to participate in E-Verify. The Solution: The I-9 and E-Verify Handbook: A Guide to Employment Verification and Compliance provides comprehensive information on a topic that affects every employer in the country regardless of whether the company hires foreign employees. Written by Bruce E. Buchanan and Greg Siskind, two of the nation's top business immigration and employment/labor attorneys, The I-9 and E-Verify Handbook serves as a one-stop shop for those who need to know the intricacies of the I-9, E-Verify, and anti-discrimination laws and regulations governing the U.S. workforce. In 2007, after President George W. Bush's efforts to pass Comprehensive Immigration Reform failed in Congress, enforcement began to increase at the federal level. During the first six years of President Barack Obama's administration, worksite enforcement increased to unprecedented levels, and it has begun to increase under President Donald Trump. Because Buchanan and Siskind have represented U.S. employers of all sizes in immigration, employment/labor law, and worksite compliance, they have written The I-9 and E-Verify Handbook as a guide for human resource professionals, recruiters, attorneys, and even government officials who need to understand the array of compliance-related statutes and regulations. The Handbook is organized in an easy-to-understand, question-and-answer format with illustrations, checklists, and sample documents, which give the reader the tools to implement and improve any employment compliance program. The I-9 and E-Verify Handbook contains detailed answers to the most common questions about the I-9 and E-Verify process, such as: -What is the Form I-9 and when must it be completed? -What is the employee's/employer's responsibility when completing Form I-9? -Does an independent contractor need to complete a Form I-9? -Can an employer specify which documents to accept from an employee? -What if an employee changes his or her name? -What are the Form I-9 re-verification requirements? -What is E-Verify and how does it work? -What are the best ways to prevent being prosecuted for Form I-9 employer violations? -When would an employer be considered to have "constructive knowledge" of unlawful immigration status? -How is a complaint filed for an Immigration Reform and Control Act anti-discrimination violation? And many more!

Book excerpt: Verification of arms control treaties is an important function of the national security community, & has been a key concern of arms negotiators as well as members of the Congress for a number of years. New types of verification procedures have been introduced recently, giving a prominent role to various types of on-site inspections. Such inspections can improve the verifiability of treaties & contribute to a better spirit of cooperation among treaty signatories. There have been concerns, however, that such measures could prove costly. This study addresses the costs of verification & compliance of five pending arms control accords. Charts & tables.

Book excerpt: Originally published in 1985, the level of anxiety and suspicion between the USA and the USSR had rarely been higher. Many advocates of arms control believed that effective verification would reduce tensions and lessen the risk of war. This book analyses the two main issues of verification. One is technological: what are the present capabilities of various verification techniques and what is their potential? The devices and methods currently employed by the two major nuclear powers and by international organizations to monitor the compliance of states with arms control or disarmament treaties are examined. The second issue is political: how do US and Soviet approaches compare, what are the roles of domestic and bureaucratic politics, and on what criteria can a workable standard of adequacy be based? In short, how much is enough? Although the study concludes that a number of significant arms control measures can already be adequately verified, modern weapons are becoming more mobile and it is becoming easier to conceal them. There is a danger that the ability to hide weapons will outstrip the ability to find them. Verification cannot promise to detect all violations; a workable standard of adequacy in verification must derive from the ability to detect militarily significant violations.

Book excerpt: Effective software is essential to the success and safety of the Space Shuttle, including its crew and its payloads. The on-board software continually monitors and controls critical systems throughout a Space Shuttle flight. At NASA's request, the committee convened to review the agency's flight software development processes and to recommend a number of ways those processes could be improved. This book, the result of the committee's study, evaluates the safety, oversight, and management functions that are implemented currently in the Space Shuttle program to ensure that the software is of the highest quality possible. Numerous recommendations are made regarding safety and management procedures, and a rationale is offered for continuing the Independent Verification and Validation effort that was instituted after the Challenger Accident.
