Book excerpt: Across the United States, thousands of hazardous waste sites are contaminated with chemicals that prevent the underlying groundwater from meeting drinking water standards. These include Superfund sites and other facilities that handle and dispose of hazardous waste, active and inactive dry cleaners, and leaking underground storage tanks; many are at federal facilities such as military installations. While many sites have been closed over the past 30 years through cleanup programs run by the U.S. Department of Defense, the U.S. EPA, and other state and federal agencies, the remaining caseload is much more difficult to address because the nature of the contamination and subsurface conditions make it difficult to achieve drinking water standards in the affected groundwater. Alternatives for Managing the Nation's Complex Contaminated Groundwater Sites estimates that at least 126,000 sites across the U.S. still have contaminated groundwater, and their closure is expected to cost at least $110 billion to $127 billion. About 10 percent of these sites are considered "complex," meaning restoration is unlikely to be achieved in the next 50 to 100 years due to technological limitations. At sites where contaminant concentrations have plateaued at levels above cleanup goals despite active efforts, the report recommends evaluating whether the sites should transition to long-term management, where risks would be monitored and harmful exposures prevented, but at reduced costs.

Book excerpt: Shows the risks of high-tech pollution through a study of an IBM plant's effects on a New York town In 1924, IBM built its first plant in Endicott, New York. Now, Endicott is a contested toxic waste site. With its landscape thoroughly contaminated by carcinogens, Endicott is the subject of one of the nation’s largest corporate-state mitigation efforts. Yet despite the efforts of IBM and the U.S. government, Endicott residents remain skeptical that the mitigation systems employed were designed with their best interests at heart. In Toxic Town, Peter C. Little tracks and critically diagnoses the experiences of Endicott residents as they learn to live with high-tech pollution, community transformation, scientific expertise, corporate-state power, and risk mitigation technologies. By weaving together the insights of anthropology, political ecology, disaster studies, and science and technology studies, the book explores questions of theoretical and practical import for understanding the politics of risk and the ironies of technological disaster response in a time when IBM’s stated mission is to build a “Smarter Planet.” Little critically reflects on IBM’s new corporate tagline, arguing for a political ecology of corporate social and environmental responsibility and accountability that places the social and environmental politics of risk mitigation front and center. Ultimately, Little argues that we will need much more than hollow corporate taglines, claims of corporate responsibility, and attempts to mitigate high-tech disasters to truly build a smarter planet.

Book excerpt: This handbook was developed by the Tri-Service Environmental Risk Assessment Work Group (TSERAWG) to serve as a resource for remedial project managers (RPMs) who may need to investigate the vapor intrusion pathway at Department of Defense (DoD) sites. The Tri-Services of the DoD include the Departments of the Air Force, Army, and Navy, with the Department of the Navy (DON) including both the Navy and the Marine Corps. This handbook was developed to support RPMs working on both active and closed Air Force, Army, Navy, and Marine Corps bases, as well as Formerly Used Defense Sites (FUDS). The handbook is intended to provide a general framework for conducting vapor intrusion investigations under the Defense Environmental Restoration Program (DERP). Both residential and occupational exposure scenarios are discussed since both groups can be affected by vapor intrusion.

This book was released on 1999-03-08 with total page 634 pages. Available in PDF, EPUB and Kindle. Book excerpt: The first comprehensive guide to one of today's most innovative approaches to environmental contamination Natural attenuation is gaining increasing attention as a nonintrusive, cost-effective alternative to standard remediation techniques for environmental contamination. This landmark work presents the first in-depth examination of the theory, mechanisms, and application of natural attenuation. Written by four internationally recognized leaders in this approach, the book describes both biotic and abiotic natural attenuation processes, focusing on two of the environmental contaminants most frequently encountered in groundwater--fuels and chlorinated solvents. The authors draw on a wealth of combined experience to detail successful techniques for simulating natural attenuation processes and predicting their effectiveness in the field. They also show how natural attenuation works in the real world, using numerous examples and case studies from a wide range of leading-edge projects nationwide involving fuel hydrocarbons and chlorinated solvents. Finally, they discuss the evaluation and assessment of natural attenuation and explore the design of long-term monitoring programs. An indispensable reference for anyone working in environmental remediation, Natural Attenuation of Fuels and Chlorinated Solvents in the Subsurface is essential reading for scientists and engineers in a range of industries, as well as state and federal environmental regulators, and professors and graduate students in environmental or chemical engineering.
