Book excerpt: In order to improve fuel efficiency, fleet managers need methods to accurately measure fuel performance. Miles per gallon - the industry fuel efficiency standard measure - has several limitations. These relate to some aspects of fuel efficiency not reflected in the measure but also to the fact the mpg measure cannot be interpreted without knowing external factors such as vehicle weight. This research addresses some of these limitations through the application within three companies of a new Data Envelopment Analysis (DEA) model to van fuel efficiency measurement. In order to use the fuel information obtained from the fuel cards statements, a cleansing and smoothing algorithm was developed to ensure that the data could be safely used in the models. The results indicate that DEA provides a better and more comparable fuel efficiency measure while effectively addressing some key limitations of the mpg measure. Recent success of driver competitions seems to indicate there is a latent need in the industry for accurate driver performance measurement, which suggests that methods such as the one developed in this research could be of greater use in the near future.

Debriefing discussions confirmed that the fleet operators appreciated the measure and also suggested that more research on fuel theft could be useful. Finally, the recent success of driver competitions seems to indicate there is a latent need in the industry for accurate driver performance measurement, which suggests that methods such as the one developed in this study could be of greater use in the near future.

The book also recommends approaches that federal agencies could use to regulate these vehicles' fuel consumption. Currently there are no fuel consumption standards for such vehicles, which account for about 26 percent of the transportation fuel used in the U.S. The miles-per-gallon measure used to regulate the fuel economy of passenger cars. is not appropriate for medium- and heavy-duty vehicles, which are designed above all to carry loads efficiently. Instead, any regulation of medium- and heavy-duty vehicles should use a metric that reflects the efficiency with which a vehicle moves goods or passengers, such as gallons per ton-mile, a unit that reflects the amount of fuel a vehicle would use to carry a ton of goods one mile. This is called load-specific fuel consumption (LSFC). The book estimates the improvements that various technologies could achieve over the next decade in seven vehicle types. For example, using advanced diesel engines in tractor-trailers could lower their fuel consumption by up to 20 percent by 2020, and improved aerodynamics could yield an 11 percent reduction. Hybrid powertrains could lower the fuel consumption of vehicles that stop frequently, such as garbage trucks and transit buses, by as much 35 percent in the same time frame.

Book excerpt: 1 DATA ENVELOPMENT ANALYSIS Data Envelopment Analysis (DEA) was initially developed as a method for assessing the comparative efficiencies of organisational units such as the branches of a bank, schools, hospital departments or restaurants. The key in each case is that they perform feature which makes the units comparable the same function in terms of the kinds of resource they use and the types of output they produce. For example all bank branches to be compared would typically use staff and capital assets to effect income generating activities such as advancing loans, selling financial products and carrying out banking transactions on behalf of their clients. The efficiencies assessed in this context by DEA are intended to reflect the scope for resource conservation at the unit being assessed without detriment to its outputs, or alternatively, the scope for output augmentation without additional resources. The efficiencies assessed are comparative or relative because they reflect scope for resource conservation or output augmentation at one unit relative to other comparable benchmark units rather than in some absolute sense. We resort to relative rather than absolute efficiencies because in most practical contexts we lack sufficient information to derive the superior measures of absolute efficiency. DEA was initiated by Charnes Cooper and Rhodes in 1978 in their seminal paper Chames et al. (1978). The paper operationalised and extended by means of linear programming production economics concepts of empirical efficiency put forth some twenty years earlier by Farrell (1957).

Non-parametric models are divided into partial and full frontier models. A main contribution of this volume is that it helps to understand differences between parametric and non-parametric models. On empirical part of the volume, technical efficiency of two agricultural strategic crops (cotton and sugar beet) in different provinces of the Iran are analyzed. Using different models, the most efficient and inefficient provinces in cotton and sugar beet production of Iran are recognized.
