Book excerpt: This work explores (1) the potential for using marine reserves to manage data-poor fish populations, (2) the potential for marine reserves to influence the performance of commonly used stock assessment approaches relative to alternative approaches that explicitly account for a marine reserve, and (3) hypotheses about the role of older females to population persistence and arguments that marine reserves are needed to maintain this role. In Chapter 1, the potential use of the ratio of the density of fish outside a marine reserve to that inside the reserve in a fishery management control rule (DRCR) is evaluated by Management Strategy Evaluation. The cumulative catch under the optimal DRCR was 90% of the cumulative catch from an optimal constant effort rule (CER). A small range of parameter values for the DRCR produced 75% or more of the cumulative catch produced from optimal CERs for a variety of assumptions about biology and initial stock status. The optimal DRCR was most sensitive to movement patterns of larvae and adults and survey variability. In Chapter 2, a simulation model was used to analyze the ability of several stock assessment approaches to estimate current biomass after the implementation of a marine reserve. Results show that assessing populations as a single stock without accounting for a no-take marine reserve and performing separate assessments for fished and protected areas can lead to severely biased estimates of biomass. An assessment approach which explicitly accounted for fish movement was robust to uncertainty in movement patterns. In Chapter 3, two popular hypotheses are modeled; one assumes that older mothers produce larger offspring capable of surviving longer starvation periods than offspring from younger mothers. The other modeled hypothesis is that mothers of different ages spawned in different times or locations. Recruitment variability was 55-65% lower than for control models in the absence of fishing and increased with increases in fishing mortality rates for both models. A marine reserve policy did not benefit measures of sustainability for either model.

It explains the reasons for the extraordinary rise of MPAs to the top of the political agenda for marine policy, and evaluates the scientific credentials for the unprecedented popularity of this management option. The book reveals the role played by two policy networks – epistemic community and advocacy coalition – in promoting the notion of MPA, showing how advocacy for marine reserves by some scientists based on limited evidence of fisheries benefits has led to a blurring of the boundary between science and politics. Second, the study investigates whether the scientific consensus on MPAs has resulted in a publication bias, whereby pro-MPA articles are given preferential treatment by peer-reviewed academic journals, though it found only limited evidence of such a bias. Third, the project conducts a systematic review of the literature to determine the ecological effects of MPAs, and reaches the conclusion that there is little proof of a positive impact on finfish populations in temperate waters. Fourth, the study uses discourse analysis to trace the effects of a public campaigning policy network on marine conservation zones (MCZs) in England, which demonstrated that there was considerable confusion over the objectives that MCZs were being designated to achieve. The book’s conclusion is that the MPA issue shows the power of ideas in marine governance, but offers a caution that scientists who cross the line between science and politics risk exaggerating the benefits of MPAs by glossing over uncertainties in the data, which may antagonise the fishing industry, delay resolution of the MPA issue, and weaken public faith in marine science if and when the benefits of MCZs are subsequently seen to be limited.

Book excerpt: Consideration of both biological and human-use dynamics in coupled social-ecological systems is essential for the success of interventions such as marine reserves. As purely human institutions, marine reserves have no direct effects on ecological systems. Consequently, the success of a marine reserve depends on managers' ability to alter human behavior in the direction and magnitude that supports reserve objectives. Further, a marine reserve is just one component in a larger coupled social-ecological system. The social, economic, political, and biological landscape all determine the social acceptability of a reserve, conflicts that arise, how the reserve interacts with existing fisheries management, accuracy of reserve monitoring, and whether the reserve is ultimately able to meet conservation and fishery enhancement goals. Just as the social-ecological landscape is critical at all stages for marine reserve, from initial establishment to maintenance, the reserve in turn interacts with biological and human use dynamics beyond its borders. Those interactions can lead to the failure of a reserve to meet management goals, or compromise management goals outside the reserve. I use a bio-economic model of a fishery in a spatially patchy environment to demonstrate how the pre-reserve fisheries management strategy determines the pattern of fishing effort displacement once the reserve is established, and discuss the social, political, and biological consequences of different patterns for the reserve and the fishery. Using a stochastic bio-economic model, I demonstrate how biological and human use connectivity can confound the accurate detection of reserve effects by violating assumptions in the quasi-experimental framework. Finally, I examine data on recreational fishing site selection to investigate changes in response to the announcement of enforcement of a marine reserve in the Gulf of California, Mexico. I generate a scale of fines that would fully or partially protect the reserve, providing a data-driven way for managers to balance biological and socio-economic goals. I suggest that natural resource managers consider human use dynamics with the same frequency, rigor, and tools as they do biological stocks.

Book excerpt: Marine protected areas (MPAs) are increasingly employed worldwide to manage and conserve marine ecosystem services such as fisheries, coastal protection, habitat restoration, biodiversity conservation and tourism. They are frequently used as a place-based approach with the aim of conserving fishery resources by restricting fishing to specific zones. MPAs are particularly useful for managing species that are not highly migratory since these species’ habitats can be restricted to ranges within zoning boundaries. For example, benthic communities and many invertebrate fisheries can be managed by the use of MPAs because their habitat ranges can be delineated and zoned for protection or exploitation. In this work, I have researched ecological interactions in the benthic community of MPAs and evaluated governance strategies used to promote compliance with MPA regulations. Enforcement of MPAs remains one of the key factors in ensuring sustainable resource use for some fisheries, though enforcement mechanisms leading to successful outcomes remain poorly understood worldwide. As a result, it is necessary to consider how different governance strategies used to encourage compliance with MPA regulations may best sustain fishery resources. In chapter one, I have analyzed different strategies used to promote compliance with regulations on ecological indicators of condition in the Greater Caribbean region. I found that the use of both penalties and incentives to promote compliance may help form successful governance strategies. I also have examined ecological relationships affected by the presence of MPAs. In chapter two I evaluate the distribution of an invasive tunicate, its interaction with the Atlantic sea scallop and the impact of the protected area as compared to open areas on this interaction. In chapter three I evaluate how the invasive tunicate interacts with other species of the invertebrate community and how these interactions are altered by the protected area and the presence of fishing. This work enhances our understanding of marine management, though an analysis of MPA governance and ecological interactions shaped by MPAs. Understanding both the governance and ecological aspects of MPAs provides a holistic framework for understanding their utility for marine conservation and management. ...
