Book excerpt: The majority of the Air Force s stateside utility systems are old, obsolete, and unreliable. The cost to upgrade and repair these systems is currently estimated at over $4 billion. In response, the Air Force began efforts to convey ownership of these utility systems to the private sector through privatization efforts. However, privatization critics believe that newly privatized entities of government will cost the public more money and provide a lower level of service. Therefore, independent audits are a necessity to ensure government initiatives, meet their intended goals. However, the Air Force currently lacks an effective auditing tool to ensure the efficiency and lower cost associated with utility privatization are balanced with the desired increases in quality, reliability, and responsiveness of its utility systems. The Value-Focused Thinking methodology was used to create a multi-objective decision analysis model to determine the effectiveness of Air Force utility privatization efforts by evaluating the performance of privatized utility systems. Consisting of 28 bottom tier values and 47 measures, the model captures the majority of the Air Force s objectives and concerns regarding its privatized utility systems. Using notational data, the utility systems at eight simulated Air Force installations were evaluated and rank ordered to validate the model. Sensitivity analysis was also performed to provide further insight into the decision making process. The results of this research prove that the model can be an effective decision analysis tool that provides the Air Force insight on the performance of its privatized utility systems.

Book excerpt: The Department of Defense's utility systems have suffered from under- funding and lack of technology investment, thereby creating a service gap between these DoD systems and systems operated by commercial providers. In order to overcome this gap and refurbish their systems, the DoD has focused its efforts on privatization of these systems. The utilities privatization decision is extremely vital and permanent and thus warrants backup source selection methodologies. Since awarding contracts in the utilities privatization arena requires a decision considering tradeoffs between multiple competing objectives, a value-focused thinking approach was used to create a structured, standardized value model taking into account the values of the United States Air Force with regard to utilities privatization. This model was then used to evaluate a set of randomly generated contractor proposals for leasing an Air Force owned electrical system and perform deterministic and sensitivity analysis on the recommended decision generated by the model. The results of this research provide a quantitative, objective, reliable, and defendable tool for a utilities privatization source selection decision. The value model is generic enough for evaluating the source selection decision of any utility system, but is able to accommodate changes in guidance, decision makers, and other factors.

It is seen as a way to relieve the Services of their current burden of huge maintenance and repair backlogs for aging systems. This thesis performs an economic analysis to determine whether it is economically feasible to privatize the Jacksonville Military Complex's potable water distribution systems. To address this issue, current legislation affecting utilities privatization was studied. Interviews were conducted with representatives of the Army, Navy, and Air Force regarding their current utilities privatization efforts. A case study of NAVWEPSTA Earle was used to provide the framework in which the Jacksonville decision should be made. Data was gathered from NAS jacksonville, NAS Cecil Field, and NAVSTA Mayport to calculate their annual water consumptions and the current plant value of their water systems. The systems' current plant value was obtained from NAVFAC's P-164 and adjusted for accumulated depreciation to provide the net current cost of the systems. These figures were used to derive the net present value of both the status quo scenario and the privatization scenario. Based upon the net present value calculations, privatization of the systems is recommended.

As organizations make significant strides toward implementing performance-based decision and budgeting systems, VFT shows considerable promise for improving strategic mission implementation.
