At the same time, the Army has been asked to rapidly draw down force levels, in light of domestic fiscal challenges. In the face of continuing international tensions and budget austerity, the Army's greatest challenge is to provide steadfast support to worldwide operational commitments, to include Afghanistan, while simultaneously preparing a smaller force to conduct a wider array of security missions to counter present and future threats. We are committed to ensure the U.S. Army remains the most highly trained and professional land force in the world.

Book excerpt: For over a decade, SSI has published the annual Key Strategic Issues List (KSIL) to inform students, faculty, and external research associates of strategic topics requiring research and analysis. Part I of the Academic Year (AY) 2014-15 KSIL, referred to as the Army Priorities for Strategic Analysis (APSA), has been developed by SSI in coordination with Headquarters Department of the Army (HQDA). The APSA will help prioritize strategic research and analysis conducted by USAWC students and faculty, USAWC Fellows, and external researchers, to link their research efforts and results more effectively to the Army's highest priority topics.

Book excerpt: "Part I of the 2014-2015 Army War College's Key Strategic Issues List (KSIL) -- Army Priorities for Strategic Analysis -- asks: 'Given the growing importance of homeland defense, what would be the benefits and drawbacks of realigning the [National] Guard under the department of Homeland Security to enhance domestic security and disaster response, while retaining utility for overseas missions in support of the Department of Defense?' This monograph details our efforts to research and evaluate the perceived benefits and drawbacks of realigning the National Guard under the Department of Homeland Security (DHS). We begin with a brief review of the relevant literature shaping the current policy and doctrinal approach to military civil support (CS) operations, including a summary of laws and strategic guidance relevant to the discussion. We then note the important distinctions between homeland security (HS) and homeland defense (HD) and the military role in each context. The seam between HS and HD provides a conceptual basis for discussing the roles and responsibilities of the National Guard, the DHS, and the Department of Defense (DoD) within domestic security and disaster response operations. After evaluating the National Guard's role in each of the above contexts, we briefly discuss the realignment of the United States Coast Guard (USCG) within the DHS as a proxy for comparison of a similar realignment of a military-style entity under the DHS. The study concludes by listing and discussing the potential benefits and drawbacks of a National Guard realignment under the DHS and then makes five short recommendations in summary of the research effort"--Publisher's web site.

Bunker’s new SWJ pocket book is apropos given the increasing intransigence of the Chinese Communist Party (CCP) in both its domestic ‘police state’ security policies and foreign ‘expansionistic’ economic and military activities. This authoritarian regime—bereft of its former Marxist and Maoist ideologies except in name only—under the iron fisted leadership of ‘president for life’ Xi Jinping is increasingly in the news for the many draconian and predatory behaviors and actions in which it is now engaging. Book excerpt: One of the hallmarks of a true profession is its ability to assess and regulate itself, especially with respect to adherence to its foundational ethos. Such self-examination is difficult and often causes discomfort within the profession. Nonetheless, it is absolutely necessary to enable members of the profession to render the service for which the profession exists. U.S. military professionals have never shied away from this responsibility, and they do not today, as evidenced by this riveting monograph. Discussing dishonesty in the Army profession is a topic that will undoubtedly make many readers uneasy. It is, however, a concern that must be addressed to better the Army profession. Through extensive discussions with officers and thorough and sound analysis, Drs. Leonard Wong and Stephen Gerras make a compelling argument for the Army to introspectively examine how it might be inadvertently encouraging the very behavior it deems unacceptable.

Book excerpt: China’s emergence as a global economic superpower, and as a major regional military power in Asia and the Pacific, has had a major impact on its relations with the United States and its neighbors. China was the driving factor in the new strategy the United States announced in 2012 that called for a “rebalance” of U.S. forces to the Asia-Pacific region. At the same time, China’s actions on its borders, in the East China Sea, and in the South China Sea have shown that it is steadily expanding its geopolitical role in the Pacific and having a steadily increasing impact on the strategy and military developments in other Asian powers.

Available in PDF, EPUB and Kindle. Book excerpt: In The End of Grand Strategy, Simon Reich and Peter Dombrowski challenge the common view of grand strategy as unitary. They eschew prescription of any one specific approach, chosen from a spectrum that stretches from global primacy to restraint and isolationism, in favor of describing what America’s military actually does, day to day. They argue that a series of fundamental recent changes in the global system, the inevitable jostling of bureaucratic politics, and the practical limitations of field operations combine to ensure that each presidential administration inevitably resorts to a variety of strategies. Proponents of different American grand strategies have historically focused on the pivotal role of the Navy. In response, Reich and Dombrowski examine six major maritime operations, each of which reflects one major strategy. One size does not fit all, say the authors—the attempt to impose a single overarching blueprint is no longer feasible. Reich and Dombrowski declare that grand strategy, as we know it, is dead. The End of Grand Strategy is essential reading for policymakers, military strategists, and analysts and critics at advocacy groups and think tanks.

Book excerpt: China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

Book excerpt: Adopting a multidisciplinary perspective, this book explores the key challenges associated with the proliferation of cyber capabilities. Over the past two decades, a new man-made domain of conflict has materialized. Alongside armed conflict in the domains of land, sea, air, and space, hostilities between different types of political actors are now taking place in cyberspace. This volume addresses the challenges posed by cyberspace hostility from theoretical, political, strategic and legal perspectives. In doing so, and in contrast to current literature, cyber-security is analysed through a multidimensional lens, as opposed to being treated solely as a military or criminal issues, for example. The individual chapters map out the different scholarly and political positions associated with various key aspects of cyber conflict and seek to answer the following questions: do existing theories provide sufficient answers to the current challenges posed by conflict in cyberspace, and, if not, could alternative approaches be developed?; how do states and non-state actors make use of cyber-weapons when pursuing strategic and political aims?; and, how does the advent of conflict in cyberspace challenge our established legal framework? By asking important strategic questions on the theoretical, strategic, ethical and legal implications and challenges of the proliferation of cyber warfare capabilities, the book seeks to stimulate research into an area that has hitherto been neglected. This book will be of much interest to students of cyber-conflict and cyber-warfare, war and conflict studies, international relations, and security studies.

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates cultural influences of competitive sports on U.S. and Chinese strategic thinking and tactical behavior. Most competitive sports owe their origins to human fighting. Although they are “ritualized contests,” competitive sports have retained many aspects of human warfare, especially the use of strategy and tactics that moves human contest beyond military clashes to the subjugation of opponents without bloodshed. Cultural influences usually go unnoticed. Indeed, Washington often conducts foreign affairs like football games without knowing that is the case. Likewise, Beijing moves in Weiqi style subconsciously. This book uncovers these influences.
