This volume attempts to remedy that uncertainty with careful modeling combined with a qualitative assessment of the implications of the cross-strait economic opening now agreed in an Economic Cooperation Framework Agreement (ECFA). The study explores the implications for Taiwan and China, for their neighbors, and for the United States if this undertaking is fully implemented by 2020.

By focusing on “Taiwan’s domestic politics” as it relates to the domestic conflicts between opposing political and economic forces in Taiwan over the political relations and economic ties across the Taiwan Strait, the book demonstrates that the growth of cross-strait economic ties since 1990 has significantly affected Taiwan’s domestic politics which in turn has had a profound impact on China–Taiwan relations. Although the growth of China–Taiwan economic ties could hardly resolve the so-called “Taiwan problem” and might even lead to some political and economic conflicts between the two sides at times, through Taiwan’s domestic politics, it has reduced the likelihood of severe confrontation, especially the military one, in the Taiwan Strait. As this book reveals, the interactions between the economic winners, the economic losers, the political parties, the government, and the general public in Taiwan’s domestic politics as a result of the growth of cross-strait economic ties have played an important role in the development of China–Taiwan relations, leading to a very confrontational situation from 1995 to 2008, a relatively peaceful Taiwan Strait from 2008 to 2016, and a “cold peace” between the two sides since 2016.

China’s relation to Taiwan has been in constant contention since the founding of the People’s Republic of China in October 1949 and the creation of the defeated Kuomintang (KMT) exile regime on the island two months later. The island’s autonomous sovereignty has continually been challenged, initially because of the KMT’s insistence that it continue to represent not just Taiwan but all of China—and later because Taiwan refused to cede sovereignty to the then-dominant power that had arisen on the other side of the Taiwan Strait. One thing that makes Taiwan so politically difficult and yet so intellectually fascinating is that it is not merely a security problem, but a ganglion of interrelated puzzles. The optimistic hope of the Ma Ying-jeou administration for a new era of peace and cooperation foundered on a landslide victory by the Democratic Progressive Party, which has made clear its intent to distance Taiwan from China’s political embrace. The Taiwanese are now waiting with bated breath as the relationship tautens. Why did détente fail, and what chance does Taiwan have without it? This alarm has fed American impulses to alter longstanding policy, and to increasingly view challenges confronting Taiwan through a military lens. While Taiwan clearly is under growing military threat, it also is facing a simultaneous and intensifying Chinese political campaign to wear down the will of the Taiwan people. This latter line of effort receives less attention, but left unaddressed, has the potential to do far more damage to American interests. This book rightsizes the risks confronting Taiwan by taking a holistic view of China’s national ambitions and Taiwan’s role in them, China’s strategies for pursuing unification with Taiwan, and America’s most effective responses. Contrary to many other books on the market, the authors make the case for why conflict in the Taiwan Strait is not preordained, and in fact, it would be strategic folly for the United States to conclude that conflict is inescapable.
