He focuses on U.S. national interests in the area and appraises how U.S. policies and military presence serve those interests. A regional perspective on U.S. engagement and its long-term prospects also is discussed. The tenor of the discussion is strategy and policy assessment as opposed to operational and tactical considerations. The presence of vast energy resources and location at the center of the Middle East account for the Gulf's geo-strategic importance and its attraction to major powers. U.S. involvement and military presence dates back to the early part of the last century, and includes a host of political, economic, and geo strategic objectives. Prior to the Gulf War, U.S. military presence was largely over the horizon, accommodating the sensitivities of local culture. After 1991, it remained deliberately low profile, and yet U.S. presence was criticized due to local perceptions of misconstrued U.S. policies that are harmful to Arab and Muslim interests. The September 11 attack on the United States and subsequent events associated with the war on terrorism have exacerbated negative public attitudes about U.S. policies and engagement in the region. Simultaneously, however, the traditional regimes of the Gulf countries continue to welcome U.S. engagement, regarding it as the cornerstone for the region.s security. Access to oil, security of Israel, and stability and security of the region are identified as perennial U.S. interests. It is argued that U.S. policies for the Gulf are affected by developments elsewhere in the Middle East and often lead to the charge of double standards and bias. The U.S. handling of the peace process and its support for Israel are contrasted with how the United States implements the dual containment policy against Iraq and Iran. U.S. security strategy for the Gulf and the defense cooperative agreements it has with Gulf Cooperation Council members that authorize its military presence are detailed. Forward presence and the pre-positioning of equipment are the linchpins of U.S. deterrence strategy and U.S. ability to enforce the United Nations (U.N.) mandated sanctions against Iraq. Following a survey of security challenges and U.S. policies to manage them, the author presents a regional appraisal of U.S. military posture. He elaborates on the Gulf States' attitudes toward U.S. military presence on their soil and notes that each state views its engagement with the United States differently. This analysis provides a glimpse of Gulf regional politics and security concerns. The last section deals with the war on terrorism whose consequences are regarded by Islamic radicals as a .clash of civilizations.. However, others in the region are calling for a .dialogue of civilizations. to contain the phenomenon of terrorism. The discussion reveals that the Bush administration, in prosecuting the war on terrorism, has discovered a link to the festering Middle East conflict just as the former Bush administration was exposed during the Gulf War to the same conflict.

Early in the year the Iranian revolution replaced the shah, the principal pro-American leader in the region, with rulers hostile to the United States and to its remaining friends around the Gulf. In December Soviet troops moved into Afghanistan, bringing the Soviets closer to the Gulf and the Indian Ocean. In the United States these events spurred the announcement of the Carter Doctrine and the creation of a new military command to handle Gulf crises. Yet the United States established no new fighting forces, and U.S. friends around the Gulf proved less willing than the shah of Iran to host a U.S. military presence. Thus debate has continued about whether and how the United States can secure important interests in the Gulf region. In this book Thomas L. McNaugher offers a military strategy that integrates U.S. forces into the security framework that already exists in the region. He suggests that the United States should encourage Jordan, Pakistan, Great Britain, and others to continue their historical involvement in Gulf security, especially in such areas as internal security where U.S. forces are no better equipped than theirs and where U.S. participation may undermine the legitimacy of local rulers. In turn, the United States should focus on protecting the oil-rich states of the Arabian peninsula from external attack and on deterring further Soviet encroachment in the region. These missions demand an increase in the agility, rather than the size, of U.S. forces. But the more important requirement, McNaugher argues, is for skillfully blending U.S. military strategy into a diplomacy that exploits, rather than needlessly upsets, regional security mechanisms.

Its interests lie in the areas of ensuring the continued flow of oil and guaranteeing the security of Saudi Arabia and the other Gulf Cooperation Council (GCC) countries. This paper investigates to what extent the US can rely on Saudi Arabia to take a major role in ensuring its own defense and stability of the Gulf region. The US political strategy of dual containment and military strategy of prepositioned equipment and force projection are examined as well. Is the present US approach to the Gulf correct? The paper concludes that security in the Gulf can best be ensured by an enhanced US presence, such as permanent stationing of a heavy division, as the preeminent force in the region. The study recommends a change of US policy for the region by abandoning dual containment in favor of active engagement with Iraq and Iran.

Book excerpt: Over a decade ago, an Iranian author writing on the Persian Gulf area summarized its future prospects with an expression of irony. He concluded, in essence, that despite its huge wealth, resources, and minerals, the area remained in the grips of poverty, destitution, misfortune, hopelessness, and benign neglect.! If he were to write his account today, he would come to a totally different conclusion. The events since the October 1973 War have dramatically altered the future of the Gulf area. Since then, there has appeared a growing concern and awareness in the Western World regarding this region. Yet, unfortunately, it remains one of the least understood parts of the world, principally due to the complex, emotion-laden issues that involve interactions between the Gulf states and the Western World-issues such as the 1973 oil embargo, the multiple increases in the price of oil, the arms transfer, and the growing financial power of the Gulf states. This article will focus on the development of US national security policies and broadly defined strategic interests with regard to Iran and Saudi Arabia in the framework of their strategic, economic, and political significance; it will discuss the changing con text of US policy toward them as a result of events in 1973; and it will evaluate the principal issues in US relations with Iran and Saudi Arabia during the remainder of the 1970s.
