Book excerpt: Continual modernization and maintenance efforts are essential to ensure the U.S. Navy's ability to commit naval assets to deter adversaries abroad and contribute meaningfully to national security. Despite budgetary pressures to reduce defense expenditures, the need for deployable platforms remains constant. To address this tension between a reduction in resources matched with a constant demand signal, the U.S. Navy has invested considerable fiscal and human capital to develop effective and efficient processes by which to accomplish maintenance, modernization and repair for fleet assets. Using a Knowledge Value Added (KVA) methodology, this thesis looks to identify and quantify additional cost savings that can be achieved in the U.S. Navy's Ship Maintenance and Modernization Program (SHIPMAIN) through use of collaborative information technologies. Specifically, this study will look at the value of applying the Common Parts Catalog (CPC), a collaborative tool in use at many major shipbuilders, to direct use in SHIPMAIN. An analysis of a To-Be model of the SHIPMAIN process with CPC with the current As-Is model of SHIPMAIN suggests savings in excess of $2 0 million a year can be achieved over current processes.

The analysis was limited to privately owned shipyards in the United States and other selected countries and was only concerned with that portion of the work carried out in the shipyard (i.e., it did not consider Government-furnished equipment). The report identifies three ways in which the procurement cost of US naval ships could be reduced. First, research indicated that between 1951 and 1965 the US Navy could have aggregated its ship purchasing so as to realize fully those cost reductions typically associated with volume procurement. Second, the US naval shipbuilding industry could have exhibited more efficiency than it did given US factor costs. Third, the US Navy could purchase ships from selected foreign shipbuilders at reduced cost. (Author).

With recent emphasis on renewal of the U.S. naval fleet, followed by the defense builddown, U.S. shipbuilders have fallen far behind in commercial ship construction, and face powerful new competition from abroad. This book examines ways to reestablish the U.S. industry, to provide a technology base and R&D infrastructure sustaining both commercial and military goals. Comparing U.S. and foreign shipbuilders in four technological areas, the authors find that U.S. builders lag most severely in business process technologies, and in technologies of new products and materials. New advances in system technologies, such as simulation, are also needed, as are continuing developments in shipyard production technologies. The report identifies roles that various government agencies, academia, and, especially, industry itself must play for the U.S. shipbuilding industry to attempt a turnaround.

In today's competitive global economy, organizations that best employ and manage knowledge assets to maximize process executions and improve process outputs, will prosper. Through the analytic form of analysis known as the Knowledge Value Added (KVA) methodology. This thesis will identify a technique to measure the performance of knowledge assets. The resulting values can be compared in varying notional scenarios to assess potential improvements for knowledge-intensive processes. This method of analysis will demonstrate how reengineered processes enable organizations to reduce costs, and maximize knowledge creation and production capacity. A Proof of Concept was developed to analyze the long-established Shipyard planning yard processes. which supports maintenance and modernization of the U.S. Navy Fleet. With these baseline processes as the cornerstone for academic analysis. the KVA methodology shows iterations of varying scenarios using automated data capture and collaborative technology, and the return each provides. Most importantly, the methodology establishes evidence which suggests reengineered shipyard planning yard processes will shorten the duration of Navy ship availabilities. while reducing the annual operating cost of four government planning yards by more than $30 million dollars.

The 355-shipgoal was made U.S. policy by Section 1025 of the FY2018 National Defense AuthorizationAct (H.R. 2810/P.L. 115- 91 of December 12, 2017). The Navy and the Department of Defense(DOD) have been working since 2019 to develop a successor for the 355-ship force-level goal.The new goal is expected to introduce a new, more distributed fleet architecture featuring asmaller proportion of larger ships, a larger proportion of smaller ships, and a new third tier oflarge unmanned vehicles (UVs). On December 9, 2020, the Trump Administration released a document that can beviewed as its vision for future Navy force structure and/or a draft version of the FY202230-year Navy shipbuilding plan. The document presents a Navy force-level goal that callsfor achieving by 2045 a Navy with a more distributed fleet architecture, 382 to 446 mannedships, and 143 to 242 large UVs. The Administration that takes office on January 20, 2021,is required by law to release the FY2022 30-year Navy shipbuilding plan in connection withDOD's proposed FY2022 budget, which will be submitted to Congress in 2021. In preparingthe FY2022 30-year shipbuilding plan, the Administration that takes office on January 20,2021, may choose to adopt, revise, or set aside the document that was released on December9, 2020. The Navy states that its original FY2021 budget submission requests the procurement ofeight new ships, but this figure includes LPD-31, an LPD-17 Flight II amphibious ship thatCongress procured (i.e., authorized and appropriated procurement funding for) in FY2020.Excluding this ship, the Navy's original FY2021 budget submission requests the procurementof seven new ships rather than eight. In late November 2020, the Trump Administrationreportedly decided to request the procurement of a second Virginia-class attack submarinein FY2021. CRS as of December 10, 2020, had not received any documentation from theAdministration detailing the exact changes to the Virginia-class program funding linesthat would result from this reported change. Pending the delivery of that information fromthe administration, this CRS report continues to use the Navy's original FY2021 budgetsubmission in its tables and narrative discussions.
