Control of illegal drugs has remained an important national interest due to the large negative impact drugs have had on the American economy and due to the destabilizing effect drugs create within our society. Of all illegal drugs, cocaine poses the greatest threat to U.S. national security. Colombia produces or exports approximately ninety percent of all cocaine that enters the United States. Accordingly, this SRP will review the origins and genesis of U.S. national drug control policy and the impact our National Drug Control Strategy has had on Colombian cocaine trafficking. Furthermore, this SRP will examine the second and third order effects of U.S. drug control policy and the policy's potential to destabilize democracy and foster narco-terrorism in Colombia. Finding that U.S. drug control policy has been only marginally successful in achieving national objectives, the SRP will propose possible reasons for its ineffectiveness and recommend alternatives to improve policy.

Hinojosa finds that Mexico is consistently held to a very different standard than Colombia and that the US often satisfies domestic political pressures to be tough on drugs by punishing Colombia while allowing Mexico much more freedom to pursue different strategies. He also explores the role of domestic terrorism and presidential reputation in Colombia for the US-Colombia pair and the role of competing issues in the US-Mexican bilateral agenda for that country pair, finding that congressional pressure and electoral tests exert the most impact on US behavior but that Mexican and Colombian behavior is best explained in other ways. Together, these findings suggest both the promise of integrating the study of international relations and comparative politics and important limitations of the theoretical framework.

Recognizing that illegal drug activities are a serious problem, the Colombian government announced a counternarcotics plan known as Plan Colombia. This report reviews the U.S. counternarcotics efforts in Colombia. Although U.S.-provided assistance has enhanced Colombian counternarcotics capabilities, its usefulness has sometimes been limited because of long-standing problems in planning and implementation. For example, little progress has been made in launching a plan to have Colombia's National Police assume a larger role in managing the aerial eradication program, which requires costly U.S. contractor assistance. The governments of the United States and Colombia face continuing and new financial and management challenges in implementing Plan Colombia. The costs and activities needed to implement the plan are unknown at this time, and it will take years before any significant reduction in the drug trade is seen. Colombia must resolve problems with its political and economic stability and improve its management of counternarcotics funding in order to successfully implement Plan Colombia. Book excerpt: The Foreign Assistance Act of 1961, as amended, requires the President to annually certify that major drug producing and transit countries have cooperated fully with the United States or have taken adequate steps on their own to achieve full compliance with the goals and objectives established by the 1988 United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances. If the President determines that a country is not meeting these standards, most forms of U.S. economic and military assistance must be terminated. On March 1, 1996, and again on February 27,1997, the President determined that Colombia was not fully cooperating with the United States or taking adequate steps on its own to combat drug-trafficking activities. As a result of these decisions, the United States implemented mandatory economic sanctions and canceled or delayed millions of dollars worth of U.S. counternarcotics assistance to Colombia The Chairmen, Subcommittee on National Security, International Affairs, and Criminal Justice, House Committee on Government Reform and Oversight; the House Committee on International Relations; and the Senate Caucus on International Narcotics Control, asked GAO to review the efforts of U.S. and Colombian agencies, principally the Colombian police and military, to conduct counternarcotics activities in Colombia. Specifically, GAO examined (1) the nature of the drug-trafficking threat; (2) the political, economic, and operational implications of the U.S. decertification decisions; and (3) U.S. efforts to plan and manage counternarcotics activities in Colombia.
