Book excerpt: Because high performance computing is an important enabling technology for military purposes, the U.S. government controls the export of high performance computers to sensitive destinations, such as Russia and China, based on foreign policy and national security concerns. A high performance computer 1 has both civilian and military applications,2 operates at or above a defined performance threshold, and requires an export license to particular destinations, according to the Commerce Department, the agency responsible for licensing dual-use items. U.S. policy with respect to the export of sensitive technology, including computers, is to seek a balance between the U.S. economic interest in promoting exports and its national security interests in both maintaining a military advantage over potential adversaries and denying the spread of technologies used in developing weapons of mass destruction.

Available in PDF, EPUB and Kindle. Book excerpt: The April 20th 2010 explosion of the Deepwater Horizon offshore drilling rig led to the largest oil spill in U.S. waters. Federal government officials estimated that the deepwater well ultimately released over 200 million gallons of crude oil. Although decreasing amounts of oil were observed on the ocean surface following the well's containment on July 15th 2010, oil spill response officials and researchers have found oil in other places. This new book examines the fate of the oil from the Deepwater Horizon spill. Direct observation and measurement of the fate of the vast majority of the estimated 200 million gallons of oil presents a considerable challenge.

This book was released on 2007 with total page 388 pages. Available in PDF, EPUB and Kindle. Book excerpt: Based on extensive research in government archives and private papers, this book analyzes the secret debate within the Eisenhower administration over the pursuit of a nuclear test-ban agreement. In contrast to much recent scholarship, this study concludes that Eisenhower strongly desired to reach an accord with the Soviet Union and the United Kingdom to cease nuclear weapons testing. For Eisenhower, a test ban would ease Cold War tensions, slow the nuclear arms race, and build confidence toward disarmament; however, he faced continual resistance from his early scientific advisers, most notably Lewis L. Strauss and Edward Teller. Extensive research into previously unavailable government archival sources and collections of private manuscripts reveals the manipulative acts of test-ban opponents and other factors that inhibited Eisenhower s actions throughout his presidency. Meticulously analyzed, these sources underscore Eisenhower's dependence on the counsel of his science advisors, such as Strauss, James R. Killian, and George B. Kistiakowsky, to determine the course he pursued in regard to several components of his national security strategy. In addition to its comprehensive analysis of the test-ban debate, this book makes important contributions to the scholarly literature assessing Eisenhower's leadership and his approach to arms control. Available in PDF, EPUB and Kindle. Book excerpt: "This is one of the most important books to come from a university press within the last year . . . Seaberg, Nobel Prize laureate, was chairman of the old Atomic Energy Commission (AEC) when the treaty was negotiated. With a decent time interval now past, he has opened the detailed diary he kept during his AEC tenure. Together with auxiliary materials, including interviews with other participants, he has now written an incisive account of events leading up to the treaty and of the negotiations and their successful conclusion."--Christian Science Monitor "Drawn from [Seaberg's] personal journal, this book focuses on Kennedy's quest for a comprehensive test ban and on why, 'despite some near misses, this glittering prize, which carried with it the opportunity to arrest the viciously spiralling arms race, eluded our grasp.' More than a memoir, the book draws upon documents and observations of other key participants .. . It also provides insights into Kennedy and his Administration as well as giving us the substance of the nuclear test ban debate. Mr. Seaberg is refreshingly fair in his assessment of the merits and failures of the limited treaty that Kennedy achieved."--New York Times "A detailed and absorbing history of what seems, in retrospect, the innocent and halcyon days of nuclear arms control. Seaberg rightly lays claim to having been an 'insider' in the test ban negotiations, and his first-person account benefits from close friendship with other Kennedy insiders . . . As might be expected, the book is most interesting for the light it throws upon the thoughts and actions of Kennedy; a surprise is its insight, reflected through the eyes of Kennedy and Harriman, into the personality of Khrushchev. . . Implicit in Seaborg's portrait of Khrushchev is a view which perhaps had some currency in the Kennedy administration but more recently seems to have fallen out of vogue--that it is possible to deal with the Russians."--Washington Post

This book chronicles York's involvement, beginning with his work on the Hiroshima bomb and ending with his service as Jimmy Carter's negotiator at the Comprehensive Test Ban talks in Geneva. His odyssey from Hiroshima to Geneva has been a journey from the conviction that military might and national security were synonymous to the understanding that technology alone will never generate peace and survival. York also provides vignettes of leading participants in the development of the nuclear weapons dilemma. ISBN 0-465-04338-0: $22.95.

Book excerpt: From former assistant secretary of state Kurt M. Campbell comes the definitive analysis and explanation of the new major shift in American foreign policy, its interests and assets, to Asia. There is a quiet drama playing out in American foreign policy far from the dark contours of upheaval in the Middle East and South Asia and the hovering drone attacks of the war on terror. The United States is in the midst of a substantial and long-term national project, which is proceeding in fits and starts, to reorient its foreign policy to the East. The central tenet of this policy shift, aka the Pivot, is that the United States will need to do more with and in the Asia-Pacific hemisphere to help revitalize its own economy, to realize the full potential of the region's dramatic innovation, and to keep the peace in the world's most dynamic region where the lion's share of the history of the twenty-first century will be written. This book is about a necessary course correction for American diplomacy, commercial engagement, and military innovation during a time of unrelenting and largely unrewarding conflict. While the United States has intensified its focus on the Asia-Pacific arena relative to previous administrations, much more remains to be done. The Pivot is about that future. It explores how the United States should construct a strategy that will position it to maneuver across the East and offers a clarion call for cunning, dexterity, and ingenuity in the period ahead for American statecraft in the Asia-Pacific region.

Book excerpt: The first inside account to be published about Hillary Clinton's time as secretary of state, anchored by Ghattas's own perspective and her quest to understand America's place in the world In November 2008, Hillary Clinton agreed to work for her former rival. As President Barack Obama's secretary of state, she set out to repair America's image around the world—and her own. For the following four years, BBC foreign correspondent Kim Ghattas had unparalleled access to Clinton and her entourage, and she weaves a fast-paced, gripping account of life on the road with Clinton in The Secretary. With the perspective of one who is both an insider and an outsider, Ghattas draws on extensive interviews with Clinton, administration officials, and players in Washington as well as overseas, to paint an intimate and candid portrait of one of the most powerful global politicians. Filled with fresh insights, The Secretary provides a captivating analysis of Clinton's brand of diplomacy and the Obama administration's efforts to redefine American power in the twenty-first century. Populated with a cast of real-life characters, The Secretary tells the story of Clinton's transformation from popular but polarizing politician to America's envoy to the world in compelling detail and with all the tension of high stakes diplomacy. From her evolving relationship with President Obama to the drama of WikiLeaks and the turmoil of the Arab Spring, we see Clinton cheerfully boarding her plane at 3 a.m. after no sleep, reading the riot act to the Chinese, and going through her diplomatic checklist before signing on to war in Libya—all the while trying to restore American leadership in a rapidly changing world. Viewed through Ghattas's vantage point as a half-Dutch, half-Lebanese citizen who grew up in the crossfire of the Lebanese civil war, The Secretary is also the author's own journey as she seeks to answer the questions that haunted her childhood. How powerful is America really? And, if it is in decline, who or what will replace it and what will it mean for America and the world?
