Book excerpt: The Pacific Island region, a cluster of 14 sovereign states with a population of only 9 million, far from both the mainland United States and the core of Asia, is perhaps the most overlooked region of the Asia-Pacific. The Pacific Islands deserve the United States' attention for the important roles that they play in regional security. Many remember the Pacific Island countries for the role they played during World War II. The Pacific Island states are also of economic interest, especially for the U.S. fishing industry, as the South Pacific supplies roughly one-third of the world's tuna. Chinese trade with the Pacific Island states is nearly 10 times larger than the United States. China has also targeted the Pacific Islands in its diplomatic efforts. Five years ago, the Secretary of State Hillary Clinton testified to Congress that the United States was in direct competition for influence in the Pacific Island region. But very little seems to have been done since then to bolster our position. Beijing, on the other hand, has made significant advances.

Book excerpt: As the cold war ends, the United States is being forced to reassess the dominant role it has played in East and Southeast Asia and the Pacific during the decades that followed World War II. Bringing readers up to date on policy trends in the area, the author provides a general overview as well as detailed analyses of key issues in individual nations and regions. The author concludes by placing these regional developments in the context of the ongoing debate in the United States over an appropriate foreign policy in the post-cold war world.

Book excerpt: This handbook provides a comprehensive survey of US foreign policy throughout the Indo-Pacific. Home to around 60 percent of the world’s population; most of the world’s largest and fastest-growing economies; around half of the world’s states with full nuclear capabilities; and a complicated web of unresolved tensions, disputes, and conflicts, the Indo-Pacific is arguably the most diverse, dynamic, and contested region on Earth. US strategy there has evolved over centuries, with its physical presence going broadly unchallenged since at least the middle of the last century. However, the rapid development and expanding influence of China – alongside the growth of India, Indonesia, Vietnam, the Philippines, and others – as well as political and economic crises and disruptions within the United States itself, mean that in recent times the US has come to occupy a newly uncertain position and perceive a range of highly unfamiliar challenges. To explore how the US has managed, and continues to manage, its regional history, and how it approaches the modern-day landscape of an Indo-Pacific only recently normalised within international political discourse, the book contains 33 newly commissioned chapters from leading experts in the field. It does so partly with help from the more traditional realms of International Relations theory as well as more critical realms. It also unpacks US policy and strategy as it pertains to regional governments, states, and multilateral institutions, as well as to pressing issues including inter-state security, human rights, trade, artificial intelligence, and cyber strategy. It does so in four parts: History of the US in the Indo-Pacific Theorising US Policy and Presence in the Indo-Pacific The US and Indo-Pacific States and Institutions The US and Indo-Pacific Issues The book is designed to be of interest to students and scholars of the US in the Indo-/Asia Pacific; the international relations of the Indo-/Asia Pacific; and US foreign policy.

Available in PDF, EPUB and Kindle. Book excerpt: Soon after the American Revolution, ?certain of the founders began to recognize the strategic significance of Asia and the Pacific and the vast material and cultural resources at stake there. Over the coming generations, the United States continued to ask how best to expand trade with the region and whether to partner with China, at the center of the continent, or Japan, looking toward the Pacific. Where should the United States draw its defensive line, and how should it export democratic principles? In a history that spans the eighteenth century to the present, Michael J. Green follows the development of U.S. strategic thinking toward East Asia, identifying recurring themes in American statecraft that reflect the nation's political philosophy and material realities. Drawing on archives, interviews, and his own experience in the Pentagon and White House, Green finds one overarching concern driving U.S. policy toward East Asia: a fear that a rival power might use the Pacific to isolate and threaten the United States and prevent the ocean from becoming a conduit for the westward free flow of trade, values, and forward defense. By More Than Providence works through these problems from the perspective of history's major strategists and statesmen, from Thomas Jefferson to Alfred Thayer Mahan and Henry Kissinger. It records the fate of their ideas as they collided with the realities of the Far East and adds clarity to America's stakes in the region, especially when compared with those of Europe and the Middle East.

After over two decades of increased U.S. presence in the Middle East, including more than ten years of war in Afghanistan and Iraq, the President of the United States and the Secretary of Defense directed a shift from the current Middle East centric foreign policy focus to a more in depth look at the Asia Pacific region. This policy shift is known as the "rebalance to the Pacific." While the economic and military rise of China and unpredictability on the Korean peninsula have driven the U.S. to refocus on Asia, unfinished business in the Middle East will keep the U.S. occupied in the region diplomatically and militarily for decades to come."--P. 3.

Available in PDF, EPUB and Kindle. Book excerpt: George F. Kennan is well known as the preeminent American expert on the Soviet Union during the Cold War and the author of the doctrine of containment. In Mr. X and the Pacific, Paul J. Heer chronicles and assesses Kennan's work in affecting US policy toward East Asia. Heer traces the origins, development, and bearing of Kennan's strategic perspective on the Far East during his time as director of the State Department's Policy Planning Staff from 1947 to 1950. The author follows Kennan's career and evolution of his thinking as he subsequently became a prominent critic of American participation in the Vietnam War. Mr. X and the Pacific offers readers a new view of Kennan, revealing his importance and the totality of his role in East Asia policy, his struggle with American foreign policy in the region, and the ways in which Kennan's legacy still has implications for how the United States approaches the region in the twenty-first century.
