Robert G.Torricelli (chairman of the Subcommittee on Western Hemisphere Affairs) presiding. Mr, Torricelli. The committee will please come to order. Today three subcommittees of the House Foreign Affairs Committee come together for a joint hearing to review U.S. policy toward Cuba on what is the first anniversary of the passage and signature of the Cuban Democracy Act. It is our intention today to receive testimony on the impact of the Cuban Democracy Act on the people of Cuba, political changes that may or may not have resulted on the island and review with the administration the implementation of the act and regulations that have been promulgated as a result and the policy of the administration as a result. It was of course the original intention of the Cuban Democracy Act both to provide incentives to the Government of Cuba to begin the long-awaited, inevitable process of democratization and isolate the Castro dictatorship and to promote communication with the people of the island in the hope they could experience a revolution in democratic expectations taking place around the world. We are grateful for the witnesses who are participating today in this process of review and for my colleagues who are participating today as well. The authors caution, however, that a unilateral dismantling of US sanctions without insuring that proper institutions are in place in Cuba could squander a golden opportunity for US companies. They argue that a new US-Cuba relationship must entail a lifting of Cuba's barriers to trade and investment, liberalization of its economy, and the adoption of democratic institutions. They offer a roadmap for a future US-Cuba rapprochement.
