Book excerpt: Arts organizations across the country are actively expanding their efforts to increase public participation in their programs. This report presents the findings of a RAND study sponsored by the Wallace-Reader's Digest Funds that looks at the process by which individuals become involved in the arts and attempts to identify ways in which arts institutions can most effectively influence this process. The report presents a behavioral model that identifies the main factors influencing individual decisions about the arts, based on site visits to institutions that have been particularly successful in attracting participants to their programs and in-depth interviews with the directors of more than 100 institutions that have received grants from the Wallace-Reader's Digest Funds and the Knight Foundation to encourage greater involvement in the arts. The model and a set of guidelines to help institutions approach the task of participation building constitute a framework that can assist in devising participation-building approaches that fit with an institution's overall purpose and mission, its available resources, and the community environment in which it operates--in other words, a framework that will enable arts institutions to take an integrative approach to building participation in the arts.

Cognizant of these problems, William Penn Foundation and the Greater Philadelphia Cultural Alliance asked RAND to examine the condition of Philadelphia's arts and culture sector and recommend actions to ensure its sustainability. The authors identify the sources and characteristics of this new environment and describe the ways local arts communities are responding to the challenges confronting them. In the course of their analysis of eleven metropolitan regions, including Baltimore, Boston, Charlotte, Chicago, Cleveland, Denver, Detroit, Minneapolis, Philadelphia, Phoenix, and Pittsburgh, they introduce two novel ways of examining the local arts sector. First, they focus on the relationship among the three components of communities' "arts ecology": their arts infrastructures; the support systems upon which the arts depend; and the sociodemographic, economic, and the political environment in which they operate. The reviewed evidence included study designs such as uncontrolled pilot studies, case studies, small-scale cross-sectional surveys, nationally representative longitudinal cohort studies, community-wide ethnographies and randomized controlled trials from diverse disciplines. The beneficial impact of the arts could be furthered through acknowledging and acting on the growing evidence base; promoting arts engagement at the individual, local and national levels; and supporting cross-sectoral collaboration.

Book excerpt: Data gleaned from the 1982, 1985, and 1992 Surveys of Public Participation in the Arts (SPPAs) were used in this analysis of participation in opera and musical theater/operetta. Findings indicate that opera is the least popular of the fine arts, being the least frequented and the least selected as an activity respondents would like to attend more frequently. Opera attendees are more likely than other arts' attendee groups to attend all other fine arts activities, and show a significant interest in more types of music than any other arts attendee group. There is a strong relationship between early general arts education and adult opera attendance. Opera attendees are predominantly white, better educated, wealthier, and somewhat older than other art goers, but younger persons are attending in about the same proportions in 1992 as in 1982. More persons watch or listen to opera on the media than attend live performances. Findings of musical theater/operetta participation indicates that attendance of these forms of theater is second to attendance of art museums. Musical theater/operettas' primary appeal is live performance. Many more individuals indicated that they would attend musical theater performances if cost and accessibility were not issues.
