Available in PDF, EPUB and Kindle. Book excerpt: The last six years have witnessed a virtually unending debate over U.S. policy toward Iraq, a debate that is likely to continue well into the new administration and perhaps the next, notwithstanding recent improvements on the ground. Too often, however, the debate has been narrowly framed in terms of the situation in Iraq and what steps the United States should take there next, leaving the broader impact of the war on American interests largely overlooked. Ultimately, though, the success and failure of the war will have to be judged in terms of its overall contribution to U.S. national security, including those repercussions that extend far beyond the borders of Iraq. This book addresses this gap by providing a comprehensive evaluation of the consequences of the Iraq war for the national security of the United States. It is aimed at both those who have not yet made up their minds about the merits of the war and those who wish to ground their opinions in a clearer understanding of what effects the war has actually had. Balance Sheet examines both how the war has advanced or retarded the achievement of other important goals of U.S. national security policy and its impact on the ability of the United States to pursue its security interests now and in the future. Individual chapters by expert authors address such key issues as the war on terror, nuclear non-proliferation, stability in the Middle East, the health of the U.S. military, America's standing in the world, and U.S. public opinion. By doing justice to the full range of stakes involved, this book not only reframes the debate over the Iraq war but provides a necessary foundation for future U.S. policymaking toward Iraq and beyond.

Book excerpt: In Unending Crisis, Thomas Graham Jr. examines the second Bush administration's misguided management of foreign policy, the legacy of which has been seven major--and almost irresolvable--national security crises involving North Korea, Iran, Afghanistan, Pakistan, Iraq, the Arab-Israeli conflict in Palestine, and nuclear proliferation. Unending Crisis considers these issues individually and together, emphasizing their interrelationship and delineating the role that the neoconservative agenda played in redefining the way America is perceived in the world today.

Available in PDF, EPUB and Kindle. Book excerpt: President Clinton and other U.S. officials have warned that "rogue states" pose a major threat to international peace in the post-Cold War era. But what exactly is a rogue state? Does the concept foster a sound approach to foreign policy, or is it, in the end, no more than a counterproductive political epithet? Robert Litwak traces the origins and development of rogue state policy and then assesses its efficacy through detailed case studies of Iraq, Iran, and North Korea. He shows that the policy is politically selective, inhibits the ability of U.S. policymakers to adapt to changed conditions, and has been rejected by the United States' major allies. Litwak concludes that by lumping and demonizing a disparate group of countries, the rogue state approach obscures understanding and distorts policymaking. In place of a generic and constricting strategy, he argues for the development of "differentiated" strategies of containment, tailored to the particular circumstances within individual states.

Book excerpt: The world has lived under a nuclear threat since the US used nuclear weapons in World War II. After the war, superpowers evolved that provided nuclear umbrellas to their alliances. The recent decline and breakup of the USSR was hailed by many as the notice that nuclear weapons could be greatly reduced and that the entire world would be a safer place. What has evolved, unfortunately, is a still dangerous and complex world where nations are scrambling for sovereignty, power and status with continued emphasis on nuclear weapons. The US is deeply involved in developing nonproliferation policy to encompass this new environment of a changed world structure and a new balance of power. This paper examines this problem in depth starting with the sheer magnitude of the problem and then delving into each of the more prominent nonproliferation controls measures. These measures are examined for advantages, disadvantages and applicability to US policy. The Iraq pursuit of nuclear weapons and the UN and US response and actions are examined as a case study to determine lessons learned for US policy. Finally, existing US policy is examined to allow suggestion of policy changes based on the paper research.

Book excerpt: A National Security Strategy for a New Century, October 1998, guarantees immutable protection for our citizens, sovereignty, values, and the long term well-being of the nation. All are vital, nation-sustaining interests. We look to our leaders, diplomats, and generals to make good on these Constitutional guarantees. But buried deep in each hydrogen molecule are atoms of raw energy and the building materials of world-busting weapons. Nuclear weapons are an evil reality and one of only a handful of threats to our Democracy. We must pay attention to the currents of international nuclear mercantilism. Fissile materials proliferate for profit. Some of our "friends" sell and our enemies want to buy, for all the wrong reasons. Nuclear proliferation puts our vital interests at-risk as they never have been before. So the U.S. must craft security policies that slow or stop proliferation. This study will address nuclear nonproliferation policies by analyzing theory on strategy in the nuclear age, describe the current nuclear landscape, and define U.S. nonproliferation policies and their effectiveness. The conclusion being that the U.S. must refine its policies before rogue nations Iran and Iraq tip missiles with a nuclear warhead and unleash nuclear thunderstorms

Book excerpt: Recent proliferation surprises in the Middle East-the failure to find weapons of mass destruction (WMD) in Iraq, Libya's decision to eliminate its WMD, and evidence of significant progress by Iran toward a nuclear weapons capability-underscore the need for the nonproliferation community to reassess some of its key assumptions about WMD proliferation and the nature of the evolving international landscape. Such a reassessment must be highly speculative. Much about Iraq's WMD programs is likely to remain a mystery due to the destruction of records and the looting of facilities following the fall of Baghdad, as well as the continuing silence of many Iraqi weapons scientists and former government officials.1 Likewise, the calculations driving key proliferation-related decisions by Libya and Iran remain murky. This lack of knowledge, however, should not inhibit attempts to grasp the implications of these developments for U.S. nonproliferation and counterproliferation policy. Although this paper focuses primarily on Iraq, it also seeks to draw lessons from recent experiences in Libya and Iran to understand better how proliferators think about WMD; the challenges in assessing the status and sophistication of developing world WMD programs; the contours of the emerging international proliferation landscape; and the efficacy of various policy instruments available to the United States for dealing with these so-called ultimate weapons.
