Book excerpt: Military imperatives provide a framework for concept and professional development by highlighting key elements or attributes characteristic of successful operations. This paper will endeavor to develop a set of medical imperatives for Low Intensity Conflict (LIC) based on accepted doctrine and recent medical experience. Over the past decade emerging LIC doctrine began to establish parameters within which medical operations would be conducted. Low Intensity Conflict imperatives from FM100-20 coupled with sustainment imperatives from FM 100-5 provide the initial basis from which to develop a consistent and appropriate LIC medical doctrine. Vietnam and more recent medical operations conducted in various low intensity environments to include: Beirut, Honduras, El Salvador, and Panama provide practical experience from which we can evaluate lessons learned and formulate concepts. The result is a set of medical imperatives that include: integration, legitimacy, continuity, responsiveness, medical intelligence, and simplicity. These imperatives are consistent with published military doctrine and tend to characterize key elements of successful medical operations in low intensity conflict.

Book excerpt: Trauma to the eye and associated structures account for a significant number of combat-related injuries, and combat ocular trauma has steadily risen in frequency over the last century. Ophthalmology in Military and Civilian Casualty Care comprehensively examines the accommodations and modifications that must be made in order to treat such ocular traumas in a military setting. Created by ophthalmology experts actively serving in the military at various levels, this book is designed to improve ophthalmic casualty outcomes across military settings. A history of military ophthalmology serves as the opening chapter, setting the stage for subsequent chapters examining the intricacies and advancements of damage control ophthalmology, prehospital care of combat eye injuries, neuro-ophthalmic manifestations of trauma, and further severe ocular conditions. Later chapters explore the preventative and proactive efforts to reduce and treat combat-related ocular trauma by developing “eye armor” for the American infantry and military-affiliated ophthalmic surgical missions. Complete with high-quality color illustrations and figures, this unique book will serve as an invaluable, practical reference for military physicians, military ophthalmologists, ophthalmology professors, residents, and fellows interested in combat medicine and eye trauma.

Book excerpt: Given the proposition that low-intensity conflict is our most likely form of military involvement in the Third World for the rest of the century, it is vital that we understand what it involves, the situation in our most likely area of involvement, and how we can use our forces in the different mission categories for a successful outcome. Military medicine's role, both in the historical concept of counterinsurgency and in the contemporary low-intensity conflict mission categories, will be outlined. This will come mainly from a research of the literature and the author's experience in Latin America in the 1960's and 1980's. An answer to what is low-intensity conflict, where are we primarily involved, and how can military medicine be of assistance in this type of environment, will be attempted. (sdw).

Book excerpt: "Most important, there is no evidence that the good will built by U.S. doctors transferred to the South Vietnamese forces, and in fact the opposite may have been true: American programs may have emphasized the inability of the South Vietnamese government to provide basic health care to its own people. Furthermore, the programs may have demonstrated to Vietnamese civilians that foreign soldiers cared more for them than their own troops did. If that is the case, the programs actually did more harm than good in the attempt to win hearts and minds."--BOOK JACKET.

Available in PDF, EPUB and Kindle. Book excerpt: Including many older documents not available electronically or otherwise accessible, this three-volume set provides the first comprehensive collection of key documents, statements, and testimony on U.S. government counterterrorism policies as they have evolved in the face of the changing terrorist threats. Selected executive and congressional materials highlight the government's diverse policy and program responses to terrorism. The testimony, statements, and documents provide the public articulation and face to the largely important intelligence, law enforcement, preventative security measures, and international cooperation used in the shadowy war against terrorism. Recent entries provide a handy compilation of important post-9/11 materials. For example, useful background information on U.S. actions against Osama bin Laden, the Taliban, and Saddam Hussein and terrorism fundraising. Also included are statements from the Reagan and other administrations that relate to disputes over the appropriate use of force. Introductory chapters by Alexander and Kraft provide the historical context and analysis of previous and current U.S. counterterrorism policy including U.S. legislation. For over two centuries, America has faced occasional outbreaks of terrorism, perpetrated by both indigenous and foreign groups. But the spectacular bombing in Oklahoma City in 1995 and the September 11, 2001, attacks seemed to signify a new age, frightening many Americans and destroying their sense of domestic security. In addition, U.S. citizens and interests have been increasingly affected by acts of terrorism abroad. The challenges of terrorism, therefore, have required the United States to develop comprehensive strategies and programs to counter both conventional and unconventional threats, nationally and globally.

Available in PDF, EPUB and Kindle. Book excerpt: The imperatives for low intensity conflict (LIC) discussed in this paper provide a framework for the successful application of the military instrument of national power in LIC. Low intensity conflict defies the simple application of traditional military thought. For example, in LIC superior combat power does not guarantee success, and violent action may be counterproductive in the total context of the conflict. Indeed, this conflict short of war is dominated by political, economic, or social con siderations which may place conflict ing demands on the application of military power and resources. These considerations require a reorientation of military thought based on the following imperatives for success: political dominance, unity of effort, adaptability, legitimacy, and patience.
