Book excerpt: On Feb. 10, 2011, the U.S. and the Rep. of Korea (Korea) exchanged the legal texts reflecting the agreement they concluded on Dec. 3, 2010, to modify certain provisions of the 2007 U.S.-Korea Free Trade Agreement (FTA) regarding the passenger vehicle sector. These texts (AA) are to provide additional market access for U.S. exports to Korea, in particular by addressing non-tariff measures (NTMs) affecting U.S. exports. This report focuses on the impact of the AA and provides additional analysis of the effects of the reduction or removal of NTMs. U.S. exports of passenger vehicles to Korea would likely rise significantly in the long term under the provisions of the 2007 FTA as modified by the AA. Available in PDF, EPUB and Kindle. Book excerpt: Geopolitical Economy examines the significance and nature of free trade agreements (FTAs), the primary policy tool through which modern nations seek access to international markets and promote economic growth. The book focuses specifically on how South Korea, the world’s leader in the number and significance of FTAs as well as the world’s sixth largest export economy, uses FTAs. Jonathan Krieckhaus argues that geopolitics—the struggle between powerful nations over specific geographic regions around the globe—influenced FTA strategy and economic policy in South Korea and beyond. This perspective illustrates the security approach to FTAs, but adds that the geographic specificity of security concerns deeply shape FTA policy. Geopolitical Economy also looks at Korean FTAs through the lens of development strategy. South Korea is singularly successful in garnering FTAs with all three players in the global economy: the United States, the European Union, and China. This unprecedented success was built on a strong commitment from three consecutive Korean presidential administrations, each operating within a favorable state-society context that enjoyed the existence of a centralized and effective trade bureaucracy.

Available in PDF, EPUB and Kindle. Book excerpt: With the KORUS FTA now in force for over two years, focus has shifted from the debate over its passage to its implementation, economic impact, and effect on future U.S. FTAs. Some U.S. companies have argued that certain aspects of the KORUS agreement are not being implemented appropriately, citing issues related to rules of origin verification, express delivery shipments, data transfers, and pending auto regulations. In addition, a widening trade deficit with South Korea since the implementation of the agreement has led some observers to argue the agreement has not benefitted the U.S. economy, but it is difficult to distinguish the KORUS FTA's impact on U.S.- South Korea trade patterns from the impact of other economic variables. As the largest of the recently passed U.S. FTA's, perceptions of the KORUS FTA's economic impact and concerns over its implementation may influence congressional debate in the new FTAs now under negotiation, specifically the Trans-Pacific Partnership (TPP), which South Korea has signaled an interest in joining, and the Transatlantic Trade and Investment Partnership (T-TIP) between the United States and the European Union. -- Summary (page i).

Book excerpt: The U.S.-South Korea Free Trade Agreement (KORUS FTA) is the second-largest U.S. FTA (next to NAFTA). South Korea is the seventh largest trading partner of the United States, and the United States is South Korea's third-largest trading partner. The KORUS FTA covers a wide range of trade and investment issues and, therefore, could have substantial economic implications for both the United States and South Korea. KORUS FTA encompasses a range of bilateral economic activities: trade in manufactured goods, agricultural products, and services; foreign investment; government procurement; intellectual property rights; and worker rights and environment protection, among other issues. The United States and South Korea entered into the KORUS FTA as a means to further solidify an already strong economic relationship by reducing barriers to trade and investment between them and to resolve long-standing troublesome economic issues. The United States specifically sought increased access to South Korean markets for agricultural products, services, and foreign investment. For South Korean leaders, the KORUS FTA is a mechanism to promote reform in its own economy and also to gain a competitive advantage in the U.S. market for autos and other manufactured goods. This book examines the provisions of the KORUS FTA in the context of the overall U.S.-South Korean economic relationship, U.S. objectives, and South Korean objectives. It also examines some of the issues that have arisen during its implementation.

This book was released on 2010 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: On June 30, 2007, U.S. and South Korean trade officials signed the proposed U.S.-South Korean Free Trade Agreement (KORUS FTA) for their respective countries. If approved, the KORUS FTA would be the second largest FTA that South Korea has signed to date, after the agreement with the European Union (EU). It would be the second largest (next to North American Free Trade Agreement, NAFTA) in which the United States participates. South Korea is the seventh-largest trading partner of the United States and the United States is South Korea's third largest trading partner. Various studies conclude that the agreement would increase bilateral trade and investment flows. The final text of the proposed KORUS FTA covers a wide range of trade and investment issues and, therefore, could have substantial economic implications for both the United States and South Korea. The agreement will not enter into force unless Congress approves implementation legislation. The negotiations were conducted under the trade promotion authority (TPA), also called fast-track trade authority, that the Congress granted the President under the Bipartisan Trade Promotion Act of 2002 (P.L. 107-210). The authority allows the President to enter into trade agreements that receive expedited congressional consideration (no amendments and limited debate). The Bush Administration did not send draft implementing legislation to Congress. The Obama Administration has not indicated if and when it will send the draft implementing bill to Congress. The Administration has stated that it is developing "benchmarks for progress" on resolving "concerns" it has with the KORUS FTA, particularly over market access for U.S. car exports.
