Book excerpt: Agricultural Issues: Policies Conservation and Farm Programs is a compilation of government reports. The Agriculture appropriations bill, as described in chapter 1, funds all of USDA, excluding the U.S. Forest Service. It also funds the Food and Drug Administration (FDA) in the Department of Health and Human Services (HHS). The Natural Resources Conservation Service (NRCS) and the Farm Service Agency (FSA) in the U.S. Department of Agriculture (USDA) currently administer 20 programs and subprograms that are directly or indirectly available to assist producers and landowners who wish to practice conservation on agricultural lands. These programs are discussed in chapter 2. Chapter 3 provides background on the trade dispute that triggered the trade-aid package as well as the authority used by USDA to respond to the trade dispute with financial assistance and then describes the three components of the trade-aid package with details on their implementation. For each crop year, the U.S. Department of Agriculture (USDA) makes billions of dollars in payments to agricultural producers for which being actively engaged in farming is a requirement. As described in chapter 4, the largest programs in terms of payments are the Price Loss Coverage program, which makes payments in years in which a crops market price is less than a statutorily set price, and the Agriculture Risk Coverage program, which makes payments in years in which a crops revenue is less than a revenue guarantee. Chapter 5 describes cottons special treatment, relative to other traditional farm program crops, in the 2014 farm bill. The outlook for lower net farm income and relatively weak prices for most major program crops signals the likelihood of continued relatively lean times ahead. Chapter 6 incorporates USDAs August 30, 2018, farm income projections and its August 29, 2017, U.S. agricultural trade outlook update. The 2014 Farm Act provides eligible U.S. farmers with new commodity supports in the Agriculture Risk Coverage (ARC), the Price Loss Coverage (PLC), and the Supplemental Coverage Option (SCO) programs. Chapter 7 provides an analysis of these programs with a focus on how various combinations of the programs impact producer revenue and its variability, producer well-being, and expected program costs. Chapter 8 focuses on how specialty crops are covered under the federal crop insurance program. The Animal and Plant Health Inspection Service (APHIS) of the U.S. Department of Agriculture (USDA) is the U.S. government authority tasked with regulating the import, transit, and release of regulated animals, animal products, veterinary biologics, plants, plant products, pests, organisms, soil, and genetically engineered organisms as reported in chapter 9.

Available in PDF, EPUB and Kindle. Book excerpt: Farming for Our Future examines the policies and legal reforms necessary to accelerate the adoption of practices that can make agriculture in the United States climate-neutral or better. These proven practices will also make our food system more resilient to the impacts of climate change. Agriculture's contribution to climate change is substantial--much more so than official figures suggest--and we will not be able to achieve our overall mitigation goals unless agricultural emissions sharply decline. Fortunately, farms and ranches can be a major part of the climate solution, while protecting biodiversity, strengthening rural communities, and improving the lives of the workers who cultivate our crops and rear our animals. The importance of agricultural climate solutions can not be underestimated; it is a critical element both in ensuring our food security and limiting climate change. This book provides essential solutions to address the greatest crises of our time.

Book excerpt: The Agricultural Resource Management Survey (ARMS) is the federal government's primary source of information on the financial condition, production practices, and resource use on farms, as well as the economic well-being of America's farm households. ARMS data are important to the U.S. Department of Agriculture (USDA) and to congressional, administration, and industry decision makers when they must weigh alternative policies and programs that touch the farm sector or affect farm families. ARMS is unique in several respects. As a multiple-purpose survey with an agricultural focus, ARMS is the only representative national source of observations of farm-level production practices, the economics of the farm businesses operating the field (or dairy herd, greenhouse, nursery, poultry house, etc.), and the characteristics of the American farm household (age, education, occupation, farm and off-farm work, types of employment, family living expenses, etc.). No other data source is able to match the range and depth of ARMS in these areas. American agriculture is changing, and the science of statistical measurement is changing as well. As with every major governmental data collection with such far-reaching and important uses, it is critical to periodically ensure that the survey is grounded in relevant concepts, applying the most up-to-date statistical methodology, and invested with the necessary design, estimation, and analytical techniques to ensure a quality product. ARMS is a complex undertaking. From its start as a melding of data collected from the field, the farm, and the household in a multiphase, multiframe, and multiple mode survey design, it has increased in complexity over the decade of its existence as more sophisticated demands for its outputs have been made. Today, the survey faces difficult choices and challenges, including a need for a thorough review of its methods, practices, and procedures. Understanding American Agriculture : Challenges for the Agricultural Resource Management Survey summarizes the recommendations of the committee who wrote the survey.

Available in PDF, EPUB and Kindle. Book excerpt: At the intersection of the growing national conversation about our food system and the long-running debate about our government's role in society is the complex farm bill. American farm policy, built on a political coalition of related interests with competing and conflicting demands, has proven incredibly resilient despite development and growth. In The Fault Lines of Farm Policy Jonathan Coppess analyzes the legislative and political history of the farm bill, including the evolution of congressional politics for farm policy. Disputes among the South, the Great Plains, and the Midwest form the primordial fault line that has defined the debate throughout farm policy's history. Because these regions formed the original farm coalition and have played the predominant roles throughout, this study concentrates on the three major commodities produced in these regions: cotton, wheat, and corn. Coppess examines policy development by the political and congressional interests representing these commodities, including basic drivers such as coalition building, external and internal pressures on the coalition and its fault lines, and the impact of commodity prices. This exploration of the political fault lines provides perspectives for future policy discussions and more effective policy outcomes.

Book excerpt: "Daniel Imhoffs recently-published The Farm Bill: A Citizens Guide [is] a welcome and much-needed source for translating farm bill legalese ... [it is] a thorough and navigable history of the farm bill ... [that] hands readers the tools to take action." Foodprint "Dan Imhoff does an extraordinary job of explaining an impenetrable bill with such clarity that we can't ignore the facts: that our current Farm Bill profoundly damages our organic farms, our environment, and our health. Just as extraordinary are the practical solutions Imhoff proposes for fixing the bill--humane policies that would support regenerative agriculture and our local farmers instead of tearing them down." Alice Waters, Executive Chef, Founder, and Owner, Chez Panisse "Cuts to the core of dozens of issues Congress wrestles with every four years, and gives citizens sage advice for making their voices heard in a debate too often dominated by Big Ag, Big Food, and Big Money." Ken Cook, President and Cofounder, Environmental Working Group "A must-read for those who truly care about how they feed themselves and their families." Michel Nischan, Founder and CEO, Wholesome Wave "Readers will gain deep insight into the big barriers to Farm Bill reform, but also into the ripening opportunities for major change. Imhoff makes a strong case for why we should care and what it will take to transform policy." Ferd Hoefner, Strategic Senior Advisor, National Sustainable Agriculture Coalition "Dan Imhoff is the go-to person if you want to know both details and the full sweep of the Farm Bill." Wes Jackson, President Emeritus, The Land Institute.
