Available in PDF, EPUB and Kindle. Book excerpt: Barack Obama’s "rebalancing" or "pivot" strategy, intended to demonstrate continued US commitment to the Asia-Pacific region in a variety of military, economic, and diplomatic contexts, was launched with much fanfare in 2011. Implicit in the new strategy is both a focus on China – engagement with, and containment of – and a heavy reliance by the United States on its existing friends and allies in the region in order to implement its strategy. This book explores the impact of the new strategy on America’s regional friends and allies. It shows how these governments are working with Washington to advance and protect their distinct national interests, while at the same time avoiding any direct confrontation with China. It also addresses the reasons why many of these regional actors harbour concerns about the ability of the US to sustain the pivot strategy in the long run. Overall, the book illustrates the deep complexities of the United States’ exercise of power and influence in the region.

Book excerpt: Both the United States and China seek to deepen their economic engagement with the 10 Association of Southeast Asian Nations (ASEAN) members: Brunei Darussalam, Burma, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam. ASEAN countries are seeking to further integrate their economies and create an economic community by the end of 2015. According to International Monetary Fund data, if ASEAN countries were a single nation, their collective 2014 GDP would represent the seventh largest economy in the world. In 2011, the President announced a renewed focus--known as the rebalance--on the Asia-Pacific region. The U.S. Department of State and U.S. Agency for International Development prepared a 5-year strategy for the rebalance. This book examines what available data indicate about U.S. and Chinese trade and investment with ASEAN countries and what actions the U.S. and Chinese governments have taken to further economic engagement with these countries.

Book excerpt: The Asian economic "meltdown" that began in 1997 has demonstrated the urgent need for a post-cold war reappraisal of U.S. policy priorities in this critical region.American policy rests on the premise that the United States does not have to choose between economic and security priorities in Asia, because the American military presence is valued by regional powers in its own right. But is this premise justified? This timely book presents mini-debates on the key issues facing the United States in Asia, together with the recommendations of an Economic Strategy Institute Study Group composed of leading scholars, businessmen, diplomats, and military leaders with Asian experience. Among the wide-ranging recommendations are controversial proposals for a gradual disengagement of U.S. combat forces from Japan and Korea. The sixteen specialists who debate U.S. policy options in background papers prepared for the Study Group present conflicting perspectives on U.S. interests in China, Japan, Korea, Taiwan, Southeast Asia, and South Asia.In a policy-challenging Overview, editors Selig S. Harrison and Clyde V. Prestowitz, Jr., focus on the impact of the cold war on U.S. economic relations with Asia today, and on the diminishing need for the forward deployment of U.S. forces resulting from improvements in U.S. airlift and sealift capabilities. The contributors are Doug Bandow, Barry Bosworth, Ted Galen Carpenter, James Clad, Rear Adm. Eugene Carroll, Jr., Charles W. Freeman, Jr., Chalmers Johnson, Geoffrey Kemp, Paul H. Kreisberg, Nicholas R. Lardy, Martin L. Lasater, Mike Masato Mochizuki, William J. Taylor, Ezra Vogel, Allen S. Whiting, and Jeffrey Winters.Selig S. Harrison is a senior scholar of the Woodrow Wilson International Center for Scholars and a fellow of The Century Foundation. His many books on U.S. relations with Asia include The Widening Gulf: Asian Nationalism and U.S. Policy. Clyde V. Prestowitz, Jr., is president of the Economic Strategy Institute and former counselor to the Secretary of Commerce. He is the author of Trading Places: How We Allowed Japan to Take the Lead.

Available in PDF, EPUB and Kindle. Book excerpt: The Association of Southeast Asian Nations (ASEAN) is strategically significant because of its size, dynamism, and role in the Asian economic and security architectures. This paper examines how ASEAN seeks to strengthen these assets through "centrality" in intraregional and external policy decisions. It recommends a two-speed approach toward centrality in order to maximize regional incomes and benefit all member economies: first, selective engagement by ASEAN members in productive external partnerships and, second, vigorous policies to share gains across the region. This strategy has solid underpinnings in the Kemp-Wan theorem on trade agreements. It would warrant, for example, a Trans-Pacific Partnership (TPP) agreement with incomplete ASEAN membership, complemented with policies to extend gains across the region. The United States could support this framework by pursuing deep relations with some ASEAN members, while broadly assisting the region's development.

Book excerpt: The relationship between the US and Asia will be the single biggest determinant in the evolution of the global economic system. In the absence of adequate reform at the global level, the alternative could be further fragmentation into competing regional blocs. Asia holds the key, combining both dissatisfaction with existing global arrangements with the resources to reconstitute, at least at the regional level, an alternative set of institutions and practices. How Asia responds will partly depend on the policies of the dominant global power, the United States. The Obama Administration faces two specific challenges in organizing American economic diplomacy toward Asia. The global financial crisis is probably the worst since the Great Depression and the domestic political environment which makes it increasingly difficult to formulate a constructive trade policy. Addressing the financial crisis is the top priority. In the trade arena, three issues require prompt attention: the re-establishment of fast-track negotiating authority for the President, the resolution of the Doha Round impasse, and the passage of the KORUS FTA. Finally, in the area of least immediate domestic political sensitivity, the Administration will have to formulate a coherent strategy for responding to the emerging regional and sub-regional policy initiatives within Asia in both the financial and trade spheres.

Book excerpt: The Association of Southeast Asian Nations (ASEAN) is Southeast Asia's primary multilateral organisation. Established in 1967, it has grown into one of the world's largest regional forum representing a strategically important group of 10 nations that spans critical sea lanes and accounts for 5% of U.S. trade. This book examines U.S. diplomatic, security, trade and aid ties with ASEAN, analyses major issues affecting Southeast Asian countries and U.S.-ASEAN relations, and explores ASEAN's relations with other regional powers with a focus on multilateral diplomacy.

Book excerpt: The Nixon or Guam Doctrine of 1969 stressed the importance of progress towards regional cooperation and Asian collective security, indicating that Asian countries themselves should take the initiative in creating programs in which the United States could participate. This book analyses the development of United States regional cooperation policy on Southeast Asia and its importance to long-term planning for the region that had been the general aim of successive American post-war administrations. The author demonstrates the link between economic regional cooperation and collective security in Southeast Asia, placing regionalism in an international context by examining the influence United States policy and various important events had on the development of Southeast Asian regionalism. Through the analysis of primary material, including previously classified material, in the United States, the United Kingdom, and Australia and engagement with historiography of war and peace in Southeast Asia, the book puts forward the argument that Southeast Asian regional cooperation was influenced by both American and Asian policy and its development reflected the economic and political transformation of the post-war Southeast Asian landscape. It also examines the developments in British and Australian policy and how developments in Southeast Asia influenced and, in turn, were affected by the policies of the Western powers. Adding to the current discourse concerning the origins of Southeast Asian regionalism, this book will be of interest to academics in the field of Southeast Asian studies, United States political history, international relations and regionalism.
