Book excerpt: A viable system of international trade requires the active support of both the United States and the European Community, the world's largest trading partners and, consequently, the primary forces shaping the post-World War II international trading regime. In recent years, however, a series of disagreements have threatened the consensus supporting that regime. Differences have arisen over the relation of trade policy to balance-of-trade deficits, the terms of and actual compliance with the current General Agreement on Tariffs and Trade, and the proper agenda and procedures to be adopted in future multilateral trade negotiations. These differences, if left unresolved, will further weaken an already strained system. Issues in US-EC Trade Relations presents the results of a conference organized by the NBER and the Centre for European Policy Studies. In it, North American and European trade specialists offer theoretical, empirical, and historical analyses of some of the major issues on which American and Community officials disagree and also formulate realistic policies for settling present disputes. Contributors consider such topics as the legal aspects of trade between the two regions, agricultural policy, different ways the United States and members of the European Community use embargoes to attempt to induce foreign countries to change particular political actions, the growing trend toward protectionism and responses to this policy, international trade in services, and trade policy in oligopolistic environments. In most cases, each general subject is approached from both an American and a European perspective.

Book excerpt: This volume brings together a group of leading international scholars to discuss how US-China-EU relations will shape the future of international politics. Arguing that these three powers will play a key role in establishing and managing a new world order, the contributors examine how a future global order is developed by the interaction of these leading actors in the international system. The authors also address how the US, China and the EU promote cooperation and manage conflict of interests on a wide spectrum of issues including new security challenges. By linking the management of international affairs to specific policy issues, the book shows that the US-China-EU triangular configuration is a pivotal relationship for understanding contemporary international relations. This book offers a comprehensive assessment of US-China-EU interactions and will be of great interest to students of Asian politics, US foreign policy, EU politics and security studies and IR in general. Robert S. Ross is Professor of Political Science at Boston College, Associate, John King Fairbank Center for East Asian Research, Harvard University, Associated Professor at the Norwegian Institute for Defence Studies, Senior Advisor, Security Studies Program, Massachusetts Institute of Technology and a member of the Council on Foreign Relations. Øystein Tunsjø is Senior Research Fellow at the Norwegian Institute for Defence Studies. Zhang Tuosheng is director of the research department and senior fellow at the China Foundation for International and Strategic Studies.

Book excerpt: Since the end of the Second World War, successive U.S. administrations and many members of Congress have supported a close U.S. partnership with Europe. Often termed the transatlantic relationship, the U.S.-European partnership encompasses the NATO alliance, relations with the European Union (EU), and extensive bilateral political and economic ties. Despite periodic tensions over the past 70 years, U.S. and European policymakers have valued the transatlantic partnership as serving their respective geostrategic and economic interests. This book discusses U.S.-EU relations that may be of interest including U.S.-European cooperation on challenges such as managing a resurgent Russia, proposed new U.S.-EU trade agreement negotiations, trade and tariff policies and the U.S.-EU economic relationship.

Book excerpt: In 1990, the signature of the Transatlantic Declaration marked the formal recognition of the European Community as the third main element in the transatlantic institutional architecture, alongside NATO and bilateral relationships. Five years later, US-EU relations took another major step forward with the adoption of a 'New Transatlantic Agenda' (NTA). This volume puts this evolution into historical perspective by identifying the enduring features of the relationship. At the dawn of the Bush administration and in the wake of the Nice Treaty, it also makes a bold attempt at assessing the current state of US-EU relations, notably by taking stock of the changes introduced via the New Transatlantic Agenda. Aimed at practitioners and academics alike, and going well beyond a general overview of transatlantic relations, it first explores the evolution of structures and processes in US-EU relations while paying special attention to the policy-shaping and policy-making strategies of public and private actors. Focusing on the post-NTA record, it then endeavours to assess, explain and evaluate the policy outcomes of EU-US relations. Leading authors and practitioners in the field took part in the elaboration of this book: Maria Green Cowles, Youri Devuyst, Thomas Frellesen, Anthony Gardner, Roy Ginsberg, Alan Henrikson, John Peterson, Alberta Sbragia, René Schwok, Michael Smith.

This book provides a concise yet thorough overview of the interactions between the world's dominant country and the world's most developed institution. The book examines the major events in the history of US-EU relations, and suggests that changes in the international political economy play a key role in shaping this relationship: the US and the EU are in a constant state of competition and cooperation that varies by issue and policy area. The United States and the European Union is well-suited for researchers interested in Europe's external relations, US foreign policy, political economy and contemporary global issues.

Available in PDF, EPUB and Kindle. Book excerpt: The European Union's evolution to become a global actor is examined through its relationship with the United States from the Yomkippur war to the Gulf conflict. Indepth case-studies of the 1973 Arab-Israeli war, martial law in Poland 1981-82 and the Kurdish crisis in Iraq 1991 are shown to support a theoretical critique. The dominant 'realist' approach to international relations is unable to adequately explain transatlantic tensions in this period. New frameworks are needed to explain the 'agency-structure' of internal European and EU-US relationships.

Available in PDF, EPUB and Kindle. Book excerpt: This book draws together leading experts to examine the key issues in China-EU relations. China-EU relations are increasingly complex and affected by a number of inter-related factors, such as China’s global rise, growing China-US strategic competition, US global withdrawal, the transatlantic split, the China-Russia comprehensive "alliance," and Brexit. The book highlights the struggles of both China and the EU to look for a dynamic and durable mode of engagement in an attempt to achieve the balance between opportunities and challenges, and between partnership and rivalry. International contributors explore how to conceptualise China-EU relations and identify their differences and commonalities such as the EU’s role in China’s foreign policy process and how the EU works with China as a strategic partner. Finally, it analyses China’s and the EU’s perceptions of their own present and future roles. Shedding light on the perspectives of understanding and change in China-EU relations and its impact on multilateralism, it will appeal to researchers and professionals working in International Relations, International Political Economy and area studies who are interested in the rise of emerging powers and the changing world order.
