Book excerpt: Risk assessment and environmental impact analysis at the U.S. Department of Energy (DOE) Hanford Site in Washington State has made significant progress in refining the strategy for using risk analysis to support closing of several hundred waste sites plus 149 single-shell tanks at the Hanford Site. A Single-Shell Tank System Closure Work Plan outlines the current basis for closing the single-shell tank systems. An analogous site approach has been developed to address closure of aggregated groups of similar waste sites. Because of the complexity, decision time frames, proximity of non-tank farm waste sites to tank farms, scale, and regulatory considerations, various projects are providing integrated assessments to support risk analyses and decision-making. This paper will describe the approach for using risk assessment to support waste site and tank closure decisions, the tools being developed, and how integration of these risk assessments and analyses are being performed to ad dress near-term and longterm decisions.

Book excerpt: Peer review is an essential component of engineering practice and other scientific and technical undertakings. Peer reviews are conducted to ensure that activities are technically adequate, competently performed, and properly documented; to validate assumptions, calculations, and extrapolations; and to assess alternative interpretations, methodologies, acceptance criteria, and other aspects of the work products and the documentation that support them. Effective peer reviews are conducted in an environment of mutual respect, recognizing the contributions of all participants. Their primary objective is to help the project team achieve its goals. Reviews also contribute to quality assurance, risk management, and overall improvement of the management process. The U.S. Department of Energy (DOE) conducts different types of peer reviews at the different stages of a project, including reviews to assess risks and other factors related to design, safety, cost estimates, value engineering, and project management. Independent project reviews (IPRs) are conducted by federal staff not directly affiliated with the project or program and management and operations (M&O) contractors. External independent reviews (EIRs) are overseen by the Office of Engineering and Construction Management and conducted by contractors external to the department. EIRs are the primary focus of this report. However, the committee found that, in many cases, IPRs are explicitly used as preparation for or as preliminary reviews prior to EIRs. Thus, because IPRs are integral to the review process in DOE, they are also discussed because they might have an effect on EIRs. In October 2000, DOE issued Order 413.3, Program and Project Management for the Acquisition of Capital Assets (DOE, 2000). The order established a series of five critical decisions (CDs), or major milestones, that require senior management review and approval to ensure that a project satisfies applicable mission, design, security, and safety requirements: approve mission need, approve alternative selection and cost range, approve performance baseline, approve start of construction, and approve start of operations or project closeout. The handbook draws from the broad technical expertise among DOE national laboratories and industry, which reflects the extensive experience gained from DOE's efforts in conducting assessments (i.e., environmental impact assessments) within the context of the National Environmental Policy Act (NEPA) in the past 20 years. The handbook is intended to serve as a primary source of information regarding the approach and basis for conducting transportation risk assessments under normal or accidental conditions that are associated with shipping radioactive materials or wastes. It is useful as a reference to DOE managers, NEPA assessors, technical analysts, contractors, and also stakeholders. It provides a summary of pertinent U.S. policies and regulations on the shipment of radioactive materials, existing guidance on preparing transportation risk assessments, a review of previous transportation risk assessments by DOE and others, a description of comprehensive and generally accepted transportation risk assessment methodologies, and a compilation of supporting data, parameters, and assumptions. The handbook also provides a discussion paper on an issue that has been identified as being important in the past. The discussion paper focuses on cumulative impacts, illustrating the ongoing evolution of transportation risk assessment. The discussion may be expanded in the future as emerging issues are identified. The handbook will be maintained and periodically updated to provide current and accurate information.

Book excerpt: A nuclear weapon or a significant quantity of special nuclear material (SNM) would be of great value to a terrorist or other adversary. It might have particular value if acquired from a U.S. facility-in addition to acquiring a highly destructive tool, the adversary would demonstrate an inability of the United States to protect its nuclear assets. The United States expends considerable resources toward maintaining effective security at facilities that house its nuclear assets. However, particularly in a budget-constrained environment, it is essential that these assets are also secured efficiently, meaning at reasonable cost and imposing minimal burdens on the primary missions of the organizations that operate U.S. nuclear facilities. It is in this context that the U.S. Congress directed the National Nuclear Security Administration (NNSA)-a semi-autonomous agency in the U.S. Department of Energy (DOE) responsible for securing nuclear weapons and significant quantities of SNM-asked the National Academies for advice on augmenting its security approach, particularly on the applicability of quantitative and other risk-based approaches for securing its facilities. In carrying out its charge, the committee has focused on what actions NNSA could take to make its security approach more effective and efficient. The committee concluded that the solution to balancing cost, security, and operations at facilities in the nuclear weapons complex is not to assess security risks more quantitatively or more precisely. This is primarily because there is no comprehensive analytical basis for defining the attack strategies that a malicious, creative, and deliberate adversary might employ or the probabilities associated with them. However, using structured thinking processes and techniques to characterize security risk could improve NNSA's understanding of security vulnerabilities and guide more effective resource allocation.

Facility contamination and environmental degradation, as well as the accident vulnerable facilities and equipment, are a result of weapons development, testing, and production. Although the countries face similar issues from similar activities, important differences in waste management practices make the potential environmental and health risks of more immediate concern in the FSU and Eastern Europe. In the West, most nuclear and chemical waste is stored in known contained locations, while in the East, much of the equivalent material is unconfined, contaminating the environment. In the past decade, the U.S. started to address and remediate these Cold War legacies. Costs have been very high, and the projected cost estimates for total cleanup are still increasing. Currently in Russia, the resources for starting such major activities continue to be unavailable.

The screening risk analyses include a comparison of measured chemical concentrations to preliminary remediation goals, performing a most likely exposure and integration point assessment, and performing a screening ecological risk assessment. This document focuses heavily on the screening risk analyses and relies on existing U.S. Environmental Protection Agency risk assessment guidance to provide specific details on conducting baseline risk assessments. However, the document does contain a section on the baseline risk assessment process that details the exposure pathways to be evaluated on the Oak Ridge Reservation. This document will be used in conjunction with existing Martin Marietta Energy Systems, Inc. Environmental Restoration risk assessment standards, policies, procedures, and technical memoranda. The material contained herein will be periodically updated as the strategy is tried and tested and as the risk assessment methodology is revised. The DOE Risk Information System (RIS) is being used to prioritize these environmental problems identified in the Environmental Survey's findings. This report contains a discussion of site-specific public health risk parameters and the rationale for their inclusion in the RIS. These parameters are based on computed potential impacts obtained with the Multimedia Environmental Pollutant Assessment System (MEPAS). MEPAS is a computer-based methodology for evaluating the potential exposures resulting from multimedia environmental transport of hazardous materials. This report has three related objectives: document the role of MEPAS in the RIS framework, report the results of the analysis of alternative risk parameters that led to the current RIS risk parameters, and describe analysis of uncertainties in the risk-related parameters. 20 refs., 17 figs., 10 tabs.
