Book Synopsis Prospective Evaluation of Applied Energy Research and Development at DOE (Phase Two) by : National Research Council
Download or read book Prospective Evaluation of Applied Energy Research and Development at DOE (Phase Two) written by National Research Council and published by National Academies Press. This book was released on 2007-08-17 with total page 233 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since its inception in 1977 from an amalgam of federal authorities, the U.S. Department of Energy (DOE) has administered numerous programs aimed at developing applied energy technologies. In recent years, federal oversight of public expenditures has emphasized the integration of performance and budgeting. Notably, the Government Performance and Results Act (GPRA) was passed in 1993 in response to questions about the value and effectiveness of federal programs. GPRA and other mandates have led agencies to develop indicators of program performance and program outcomes. The development of indicators has been watched with keen interest by Congress, which has requested of the National Research Council (NRC) a series of reports using quantitative indicators to evaluate the effectiveness of applied energy research and development (R&D). The first such report took a retrospective view of the first 3 years of DOE R&D programs on fossil energy and energy efficiency. The report found that DOE-sponsored research had netted large commercial successes, such as advanced refrigerator compressors, electronic lighting ballasts, and emission control technology for flue gas desulfurization. However, some programs were judged to be costly failures in which large R&D expenditures did not result in a commercial energy technology. A follow-up NRC committee was assigned the task of adapting the methodology to the assessment of the future payoff of continuing programs. Evaluating the outcome of R&D expenditures requires an analysis of program costs and benefits. Doing so is not a trivial matter. First, the analysis of costs and benefits must reflect the full range of public benefits that are envisioned, accounting for environmental and energy security impacts as well as economic effects. Second, the analysis must consider how likely the research is to succeed and how valuable the research will be if successful. Finally, the analysis must consider what might happen if the government did not support the project: Would some non-DOE entity undertake it or an equivalent activity that would produce some or all of the benefits of government involvement? This second report continues to investigate the development and use of R&D outcome indicators and applies the benefits evaluation methodology to six DOE R&D activities. It provides further definition for the development of indicators for environmental and security benefits and refines the evaluation process based on its experience with the six DOE R&D case studies.

Download or read book U.S. Department of Energy Fiscal Year 1998 Accountability Report written by and published by DIANE Publishing. This book was released on 2001 with total page 179 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report, the Department of Energy's first Accountability Report, is part of an effort to better measure how the Department of Energy is serving the American taxpayers; the results achieved; and the cost-effectiveness of the work. By integrating the Department's FY 1998 performance results, financial status, and management controls, this report is a useful tool and provides a status report on the Department's performance in FY 1998. It presents a clearer picture of the return on the investment of the resources entrusted to this agency. After thorough review by the Office of the Inspector General, with one exception, the financial statements have been found to present fairly the financial position of the Department in conformity with Federal accounting standards. Overall, the Department has reasonable assurance that DOE has management controls in place to ensure that operational activities are efficient and effective and comply with the law. Ten challenges where management controls can be strengthened have been identified.

Book Synopsis American Power and Liberal Order by : Paul D. Miller
Download or read book American Power and Liberal Order written by Paul D. Miller and published by Georgetown University Press. This book was released on 2018-12-28 with total page 323 pages. Available in PDF, EPUB and Kindle. Book excerpt: Paul D. Miller offers a tough minded critique of recent trends in American grand strategy. He rejects retrenchment but also the excesses of liberal internationalism. He prescribes a conservative internationalist grand strategy to preserve the American security and leadership in the world while avoiding overstretch. Originally written before the 2016 US presidential election, this first paperback edition contains a new preface that repositions the book’s argument for the Trump era. Miller explains why President Trump’s nationalist vision for American grand strategy damages US interests and world order. Miller blends academic rigor with his experiences as former member of the National Security Council and intelligence community to offer prescriptions for US grand strategy. He advocates for narrowing regional priorities and focusing on five strategic objectives: balancing against the nuclear autocracies, championing liberalism to maintain a favorable balance of power, thwarting the transnational jihadist movement, investing in governance in weak and failed states, and strengthening homeland security. This book is a must read for scholars and students of international affairs and for anyone who is concerned about America’s role in the world.

Book excerpt: Volume 112 of Terrorism: Commentary on Security Documents, Discerning President Obama's National Defense Strategy, makes available documents from the first fifteen months of the Obama administration that provide insights into its developing national defense strategy. Included are documents specifically relating to the U.S. Department of Defense and the nation's armed forces. Included is the February 2010 Quadrennial Defense Review Report of the Department of Defense, one of the most significant documents providing insight into the defense component of national security. General Editor Douglas Lovelace, an expert in U.S. military matters, elucidates the complexities of military spending and of counter-insurgency tactics. Also included are reports detailing the strategy and performance of government agencies involved in the security effort, such as the Department of Homeland Security. These reports shed light on internal department assessments as well as external evaluations. Finally, strategy documents produced by the U.S. armed forces describe the national security policy being implemented by the nation's senior military leaders. Researchers will benefit from the focused and comprehensive nature of these reports.
