Book excerpt: As the U.S. Army transforms to meet the needs of the future force, the importance of classifying recruits to entry-level jobs will only increase, as will research to enhance the classification process (e.g. development and validation of non-cognitive predictors). A critical component to ensuring the success of this research and its implementation. is having meaningful and reliable criterion data. Since the late 1980s, however, collecting criterion data for a sufficient number of jobs to meet the Army's classification research needs has proven a challenge. To find solutions to this challenge, the U.S. Army Research Institute (ARI) contracted with the Human Resources Research Organization (HumRRO) to convene a six-member Classification Research Panel. Overall, the Panel recommended that the solution to this challenge ultimately rests on (a) a solid, job analysis system, (b) a method for generalizing (or transporting) validity information across MOS (i.e. for the purposes of estimating classification efficiency for the entire system), and (c) a supporting relational database that collects and stores occupational/job analysis and other relevant data (e.g., criterion-related validity estimates) over time. This report summarizes the Panel's recommendations. It concludes with a roadmap outlining a comprehensive, long-term solution to the Army's criterion challenge.

Book excerpt: The military, political, and economic preeminence of the United States during the post-World War II era is based to a substantial degree on its superior rate of achievement in science and technology, as well as on its capacity to translate these achievements into products and processes that contribute to economic prosperity and the national defense. The success of the U.S. scientific enterprise has been facilitated by many factors, important among them the opportunity for American scientists and engineers to pursue their research-and to communicate with each other-in a free and open environment. During the last two administrations, however, concern has arisen that the characteristically open U.S. scientific community has served as one of the channels through which critical information and know-how are flowing to the Soviet Union and to other potential adversary countries; openness in science is thus perceived to present short-term national security risks in addition to its longer-term national security benefits in improved U.S. military technology. The Panel on Scientific Communication and National Security was asked to examine the various aspects of the application of controls to scientific communication and to suggest how to balance competing national objectives so as to best serve the general welfare. The Panel held three two-day meetings in Washington at which it was briefed by representatives of the departments of Defense, State, and Commerce, and by representatives of the intelligence community, including the Central Intelligence Agency, the Federal Bureau of Investigation, the Defense Intelligence Agency, and the National Security Agency. The Panel also heard presentations by members of the research community and by university representatives. In addition to these briefings, the Rand Corporation prepared an independent analysis of the transfer of sensitive technology from the United States to the Soviet Union. To determine the views of scientists and administrators at major research universities, the Panel asked a group of faculty members and administrative officials at Cornell University to prepare a paper incorporating their own views and those of counterparts at other universities. The main thrust of the Panel's findings is completely reflected in this document. However, the Panel has also produced a classified version of the subpanel report based on the secret intelligence information it was given; this statement is available at the Academy to those with the appropriate security clearance.

Book excerpt: Information about the characteristics of jobs and the individuals who fill them is valuable for career guidance, reemployment counseling, workforce development, human resource management, and other purposes. To meet these needs, the U.S. Department of Labor (DOL) in 1998 launched the Occupational Information Network (O*NET), which consists of a content model-a framework for organizing occupational data-and an electronic database. The O*NET content model includes hundreds of descriptors of work and workers organized into domains, such as skills, knowledge, and work activities. Data are collected using a classification system that organizes job titles into 1,102 occupations. The National Center for O*NET Development (the O*NET Center) continually collects data related to these occupations. In 2008, DOL requested the National Academies to review O*NET and consider its future directions. In response, the present volume inventories and evaluates the uses of O*NET; explores the linkage of O*NET with the Standard Occupational Classification System and other data sets; and identifies ways to improve O*NET, particularly in the areas of cost-effectiveness, efficiency, and currency.

Book excerpt: This report documents the results of an invitational workshop on User Acceptance and Implementation of Military Decision Support Systems held at Fort Leavenworth on January 28-29, 1987. It was sponsored by the U.S. Army Research Institute, the Joint Services Working Group on Decision Aiding, and the U.S. Army Combined Arms Combat Developments Activity at Fort Leavenworth. Participants included 14 representatives from the military, government, and government contractors. The objectives of the workshop were to (1) identify a list of user acceptance problems and develop strategies for addressing each of them; (2) discuss problems associated with involving users in aid design and evaluation; and (3) make recommendations for addressing these user involvement problems. The report lists 22 user acceptance problems identified during the workshop and discusses the recommendations made by participants. They included that most of the recommendations that were made could best be accomplished through careful organizational management of the design and implementation of the system. Other general recommendations included early and on-going user involvement in aid design and evaluation, identification of the appropriate user for design and evaluation, common interface across aids and systems, training and education, an evolutionary development cycle, and organizational mechanisms for formally linking the user and builder. Suggestions were made for other organizational mechanisms that would facilitate user acceptance. (KR).
