Book excerpt: Throughout Polynesia urban conditions are worsening, though cities and towns are growing much more slowly than their Melanesian and Micronesian counterparts. The difficulties of providing adequate urban infrastructure and services that have been of critical concern in the larger cities of the developing world are now readily apparent. The relatively small size of urban centres in the South Pacific has delayed the recognition of serious problems and the need for an active response because development policies have tended to focus on economic growth and on the rural sector. To draw comparisons with policies that have been attempted elsewhere, the key subsectors of urban infrastructure examined here are those commonly identified in comparative policy studies: water supply, sanitation, solid waste disposal and housing. Integrally associated with these services are land management and the status of physical planning. Particular attention is given to environmental outcomes.

Despite this, there are few longitudinal studies of any great depth and sophistication in the region. The contributors to this book have all conducted long-term research in the islands of the Pacific. During their visits and revisits they have witnessed first-hand the many changes that have occurred in their fieldsites as well as observing elements of continuity. They bring to their accounts a sense of their surprise at some of the unexpected elements of stability and of transformation. The authors take a range of disciplinary approaches, particularly geography and anthropology, and their contributions reflect their deep knowledge of Pacific places, some first visited more than 40 years ago. Many of the chapters focus on aspects of socio-economic change and continuity, while others focus on specific issues such as the impact of both internal and international migration, political and cultural change, technological innovation and the experiences of children and youth. By focusing on both change and continuity this collection of 11 case studies shows the complex relationships between Pacific societies and processes of ‘modernity’ and globalisation. By using a long-term lens on particular places, the authors are able to draw out the subtleties of change and its impacts, while also paying attention to what, in the contemporary Pacific, has been left remarkably unchanged. Book excerpt: The relationship between customary land tenure and ‘modern’ forms of landed property has been a major political issue in the ‘Spearhead’ states of Melanesia since the late colonial period, and is even more pressing today, as the region is subject to its own version of what is described in the international literature as a new ‘land rush’ or ‘land grab’ in developing countries. This volume aims to test the application of one particular theoretical framework to the Melanesian version of this phenomenon, which is the framework put forward by Derek Hall, Philip Hirsch and Tania Murray Li in their 2011 book, Powers of Exclusion: Land Dilemmas in Southeast Asia. Since that framework emerged from studies of the agrarian transition in Southeast Asia, the key question addressed in this volume is whether ‘land transformations’ in Melanesia are proceeding in a similar direction, or whether they take a somewhat different form because of the particular nature of Melanesian political economies or social institutions. The contributors to this volume all deal with this question from the point of view of their own direct engagement with different aspects of the land policy process in particular countries. Aside from discussion of the agrarian transition in Melanesia, particular attention is also paid to the growing problem of land access in urban areas and the gendered nature of landed property relations in this region.
