Book excerpt: Using the urbanized area that spreads across northern New Jersey and around New York City as a case study, this book presents a convincing explanation of metropolitan fragmentation—the process by which suburban communities remain as is or break off and form separate political entities. The process has important and deleterious consequences for a range of urban issues, including the weakening of public finance and school integration. The explanation centers on the independent effect of urban infrastructure, specifically sewers, roads, waterworks, gas, and electricity networks. The book argues that the development of such infrastructure in the late nineteenth century not only permitted cities to expand by annexing adjacent municipalities, but also further enhanced the ability of these suburban entities to remain or break away and form independent municipalities. The process was crucial in creating a proliferation of municipalities within metropolitan regions. The book thus shows that the roots of the urban crisis can be found in the interplay between technology, politics, and public works in the American city.

Book excerpt: Theoretical models of urban development come to contradictory conclusions regarding the nature of central city-suburb interdependence. Unfortunately, empirical research into this relationship has been hampered by the lack of identifying information due to the endogeneity of factors affecting both central city and suburban growth. This paper resolves the identification problem by constructing an index that measures price shocks to export industries located in either center cities or their suburbs. The results indicate that positive export industry price shocks to one area have a positive spillover effect on the other. Interestingly, the cross-elasticity of suburban employment with respect to center city employment (1.18) significantly exceeds the cross-elasticity of central city employment with respect to suburban employment (0.24).

We review three arguments that have been offered in favor of suburbs' fiscal assistance to their central cities. First, the central city provides public services that benefit suburban residents. Second, the central city may provide redistributive services to low-income central city residents that benefit suburbanites with redistributive preferences for such transfers. For efficiency, suburbanites should contribute toward such services in proportion to the benefits they enjoy. Third, the central city's private economy may be an efficient production center because of agglomeration economies, that is, increasing returns, in the production of goods and services consumed by suburban residents. Distributive city finances - for example, rent-seeking - may undermine those economies by driving businesses or residents from the city. Suburbanites may wish to contribute toward the costs of such fiscal redistribution if those contributions reduce the number of firms and residents leaving. We examine the effects of suburban transfers in a structural model of a metropolitan economy that is consistent with the last of these explanations and with the city-suburban interdependence literature.

Taking a critical social science perspective to identify political, economic, social, and environmental issues related to suburban infrastructures, this book highlights the similarities and differences between suburban infrastructure conditions encountered in the Global North and Global South. Adopting an international approach grounded in case studies from three continents, this book discusses infrastructure issues within different suburban and societal contexts: low-density infrastructure-rich Global North suburban areas, rapidly developing Chinese suburbs, and the deeply socially stratified suburbs of poor Global South countries. Despite stark differences between types of suburbs, there are features common to all suburban areas irrespective of their location, and similarities in the infrastructure issues confronting these different categories of suburbs.
