It draws on published and unpublished sources from the seventeenth century onwards, from archives in the UK and India, to show how the history of cannabis and the British before the twentieth century was bound up with imperialism. James Mills argues that until the 1900s, most of the information and experience gathered by British sources were drawn from colonial contexts as imperial administrators governed and observed populations where use of cannabis was extensive and established. This is most obvious in the 1890s when British anti-opium campaigners in the House of Commons seized on the issue of Government of India excise duties on the cannabis trade in Asia in order to open up another front in their attacks on imperial administration. The result was that cannabis preparations became a matter of concern in Parliament which accordingly established the Indian Hemp Drugs Commission. The story in the twentieth century is of the momentum behind moves to include cannabis substances in domestic law and in international treaties. The latter was a matter of the diplomatic politics of imperialism, as Britain sought to defend its cannabis revenues in India against American and Egyptian interests. The domestic story focuses on the coming together of the police, the media, and the pharmaceutical industry to form misunderstandings of cannabis that forced it onto the Poisons Schedule despite the misgivings of the Home Office and of key medical professionals. The book is the first full history of the origins of the moments when cannabis first became subjected to laws and regulations in Britain.

These landmark changes in policy have impacted cannabis use patterns and perceived levels of risk. However, despite this changing landscape, evidence regarding the short- and long-term health effects of cannabis use remains elusive. While a myriad of studies have examined cannabis use in all its various forms, often these research conclusions are not appropriately synthesized, translated for, or communicated to policy makers, health care providers, state health officials, or other stakeholders who have been charged with influencing and enacting policies, procedures, and laws related to cannabis use. Unlike other controlled substances such as alcohol or tobacco, no accepted standards for safe use or appropriate dose are available to help guide individuals as they make choices regarding the issues of if, when, where, and how to use cannabis safely and, in regard to therapeutic uses, effectively. In addition, Germany's major health insurers are required to provide some level of coverage for medical cannabis.2. FloridaCalifornia and Colorado are the biggest marijuana markets in the U.S., with both states allowing the legal use of medical and recreational marijuana. However, Florida is projected to come in third by 2022 with marijuana sales of $1.74 billion despite legalizing only medical marijuana. This would represent an 806% increase over Florida's 2017 marijuana sales of $192 million.Florida is the third-largest state in the U.S. with a population of more than 21 million. It's also one of the fastest-growing states, trailing only Idaho, Nevada, and Washington. Florida patients can use a wide variety of medical cannabis products with physician approval, including oils, vapes, and edibles. 3. CanadaIt's probably not too surprising that Canada made the list of the three fastest-growing marijuana markets. Last year, total marijuana sales in the country were around $60 million. Arcview Market Research and BDS Analytics estimate the market in Canada will soar 800% by 2022 to roughly $5.4 billion.The rapid growth, of course, will come from Canada's legalization of recreational marijuana for adult use. What once had been a counterculture drug supplied for the black market by socially marginal figures like drug smugglers and hippies has become a big business, dominated by a few large corporations. Pot for Profit, traces the cultural, historical, political, and legal roots of these changing attitudes towards cannabis. The book also showcases interviews with dispensary owners, bud tenders, and other industry employees about their experience working in the legal cannabis industry, and cannabis reform activists working towards legalization. Mello argues that embracing the profit potential of this drug has been key to the success of cannabis reform, and that this approach has problematic economic and racial implications. The story of cannabis reform shows that neoliberalism may not be an absolute barrier to social change, but it does determine the terrain on which these debates must occur. When activists capitulate to these pressures, they may make some gains, but those gains come with strings attached.
