A decade or so later, considerable progress had been made but much remained to be done, especially given the impact of the profound economic changes on the labour market in most developing countries. This concise, readable study takes stock of these developments. Based on the findings of a joint ILO/DANIDA inter-regional seminar, it reviews progress in LMI over the past few years, focuses on the limitations of different methods and approaches for.

Available in PDF, EPUB and Kindle. Book excerpt: Working through the Crisis documents how the Great Recession affected employment outcomes in developing countries and how those countries' governments responded. The chapters comprise a unique compilation of data and analysis from different sources, including an inventory of policies implemented during the crisis, among countries in Latin America, Eastern Europe, Asia, and Africa. The effects of the crisis depended on the size of the shock, the channels through which it was manifested, the structure of institutions in the country--especially labor institutions--and the specific policy responses undertaken. Although these factors resulted in differing outcomes among the countries studied, common patterns emerge. In terms of impacts, overall adjustments involved reductions in earnings growth rather than in employment growth, although the quality of employment was also affected. Youth were doubly affected, being more likely to experience unemployment and reduced wages. Men seemed to have been more severely affected than women. In most countries where data are available, there were no major differences between skilled and unskilled workers or between those living in urban and rural areas. In terms of policy responses, this crisis was characterized by a high prevalence of active interventions in the labor market and the expansion of income protection systems, as well as countercyclical stimulus measures. When timed well and sufficiently large, these stimulus measures were effective in reducing adverse employment effects. Specific sectoral stimulus policies also had beneficial effects when they were well targeted. However, social protection and labor market policy responses were often ad hoc, and not in line with the types of adjustments workers experienced. As a result, these policies and programs were typically biased toward formal sector workers and did not necessarily reach those who needed them the most. In retrospect, there is a sense that developing countries were not well prepared to deal with the effects of the Great Recession, and that the further development of social protection systems is crucial to better protect workers and their families from the next crisis.

Available in PDF, EPUB and Kindle. Book excerpt: Economic development and growth depend on a country’s young people. With most of their working life ahead of them they make up about a third of the working-age population in the typical emerging market and developing economy. But the youth in these economies face a daunting labor market—about 20 percent of them are neither employed, in school, nor in training (the youth inactivity rate). This is double the share in the average advanced economy. Were nothing else to change, bringing youth inactivity in these economies down to what it is in advanced economies and getting those inactive young people into new jobs would have a striking effect. The working-age employment rate in the average emerging market and developing economy would rise more than 3 percentage points, and real output would get a 5 percent boost.

Available in PDF, EPUB and Kindle. Book excerpt: Labour Markets in Low-Income Countries addresses some of the most important issues affecting labour markets in low-income countries. It builds heavily on the new research evidence that has been provided by the programme on Growth and Labour Markets in Low-Income Countries (GLM|LIC), which was created as a partnership between UK Department for International Development (now part of the Foreign, Commonwealth, and Development Office) and the German IZA- Institute of Labor Economics in 2011. The programme has contributed to the growing interest in understanding labour markets in the poorest countries by producing high-quality research outputs and policy documents, as well as through interactions with various stakeholders and impacts on programs and policies. Across nine chapters dealing with different aspects of labour markets in developing countries, David Lam and Ahmed Elsayed provide lessons about what kinds of labour market programmes and policies can make a difference. Some of these lessons are about the difficulties that many well-intentioned programmes face when they are implemented. Vocational training programmes, for example, one of the most widely implemented labour market interventions, have a disappointing record when subjected to rigorous evaluation. Public Works programmes have also had mixed results when rigorously evaluated. Other lessons are more positive, however. Some of the modifications and additions to traditional programmes that have been tested recently in different projects have had encouraging results. The book provides evidence of what works and what doesn't in areas such as skills training, worker-firm matching, rural labour markets, migration, youth unemployment, and women's empowerment.
