Book excerpt: The federal Improving Teacher Quality State Grants Program--Title II-A of the No Child Left Behind Act of 2001--provides funding for partnerships between Institutions of Higher Education (IHEs) and Local Education Agencies (LEAs) to support professional development for teachers. The California Postsecondary Education Commission (CPEC) administers about $8 million in federal funds each year. The Commission has recently completed a Request for Applications to award the next cycle of grants. As a result, eight projects were funded for a four-year period ending September 30, 2009. This program has been an important and successful part of CPEC's work for more than 20 years, and continues to play an important role in teacher professional development in California. This paper reviews the Commission's Request for Proposal process and identifies the rationale leading to the selection of the eight projects. The following sections are included: (1) Request for Proposals Process; and (2) Characteristics of Successful Grant Proposals. Appended are: (1) Summary of New Grant Projects; and (2) Press Release.

Book excerpt: Scores of talented and dedicated people serve the forensic science community, performing vitally important work. However, they are often constrained by lack of adequate resources, sound policies, and national support. It is clear that change and advancements, both systematic and scientific, are needed in a number of forensic science disciplines to ensure the reliability of work, establish enforceable standards, and promote best practices with consistent application. Strengthening Forensic Science in the United States: A Path Forward provides a detailed plan for addressing these needs and suggests the creation of a new government entity, the National Institute of Forensic Science, to establish and enforce standards within the forensic science community. The benefits of improving and regulating the forensic science disciplines are clear: assisting law enforcement officials, enhancing homeland security, and reducing the risk of wrongful conviction and exoneration. Strengthening Forensic Science in the United States gives a full account of what is needed to advance the forensic science disciplines, including upgrading of systems and organizational structures, better training, widespread adoption of uniform and enforceable best practices, and mandatory certification and accreditation programs. While this book provides an essential call-to-action for congress and policy makers, it also serves as a vital tool for law enforcement agencies, criminal prosecutors and attorneys, and forensic science educators.

Book excerpt: This item provides an overview of projects in California's current portfolio of K-12 teacher professional development activities funded under the federal Dwight D. Eisenhower Professional State Grant and the Improving Teacher Quality (ITQ) State Grant Programs. Under the two federal initiatives, since 1986 the Commission has received approximately $68 million to award grants to various educational agencies to provide training to prospective, new, and veteran K-12 teachers. The training focuses on improving subject matter content knowledge and pedagogical skills in mathematics, science, reading, history, economics, foreign language, and civics. Congress originally authorized K-12 professional development state grant programs in 1984 under Title II of the Education for Economic Security Act (EESA) (Public Law 98-377). The first program was designed to improve instruction in elementary and secondary mathematics, science, and foreign languages. In 1989, under the reauthorized federal Elementary and Secondary Act of 1965 (ESEA), the emphasis on professional development was continued and Congress authorized the program as the Dwight D. Eisenhower Mathematics and Science Education State Grant Program (Public Law 100-297). The Eisenhower Program focused on mathematics and science instruction. In 1994, the Eisenhower Program was continued under the reauthorized ESEA, Improving America's School Act (Public Law 103-382), and included mathematics, science, reading, arts, civics and government, economics, English, foreign languages, geography, and history.

Available in PDF, EPUB and Kindle. Book excerpt: Every year, the Improving Teacher Quality State Grants Program issues a Request for Proposals (RFP) to award funds provided annually from the federal No Child Left Behind Act of 2001. In recent years, each RFP has focused on a specific objective tied to state priorities in teacher quality. Six grants were awarded in 2008: (1) Bell Gardens Science Project; (2) Science and Academic Library; (3) Algebraic Learning in Elementary Grades: Results, Independence, Achievement (ALEGRIA!); (4) Teacher Efficacy Affects Math and Science Success (TEAMS!); (5) Advancing Collaboration For Equity In Science (ACES); and (6) Making Algebra Accessible Project (MAAP). Since 2005, the grants have required scientifically based evaluation research in each project. The intent is to extend project evaluation beyond evaluating whether grants effectively carried out the promised activities, and to look for evidence that the activities actually changed teacher practice and improved student achievement. The 2008 grants will be the fourth group of projects to include such research. Two research directors will make presentations at the December 2008 Commission meeting, explaining their projects, what they have learned so far, and the challenges of this type of research. Abstracts for each of their projects are attached. Characteristics of successful and unsuccessful proposals are discussed, with recommendation for increasing outreach to potential proposers to inform them of project requirements, possibly outside of the regular RFP cycle, to enable more universities to lay the groundwork for competitive proposals by building partnerships essential to successful projects.

Available in PDF, EPUB and Kindle. Book excerpt: The assessment of young children's development and learning has recently taken on new importance. Private and government organizations are developing programs to enhance the school readiness of all young children, especially children from economically disadvantaged homes and communities and children with special needs. Well-planned and effective assessment can inform teaching and program improvement, and contribute to better outcomes for children. This book affirms that assessments can make crucial contributions to the improvement of children's well-being, but only if they are well designed, implemented effectively, developed in the context of systematic planning, and are interpreted and used appropriately. Otherwise, assessment of children and programs can have negative consequences for both. The value of assessments therefore requires fundamental attention to their purpose and the design of the larger systems in which they are used. Early Childhood Assessment addresses these issues by identifying the important outcomes for children from birth to age 5 and the quality and purposes of different techniques and instruments for developmental assessments.

This book was released on 1988-01-15 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: With this significant new work, Larry Cuban provides a unique and insightful perspective on the bridging of the long-standing and well-known gap between teachers and administrators. Drawing on the literature of the field as well as personal experience, Cuban recognizes the enduring structural relationship within school organizations inherited by teachers, principals, and superintendents, and calls for a renewal of their sense of common purpose regarding the role of schooling in a democratic society. Cuban analyzes the dominant images (moral and technical), roles (instructional, managerial, and political), and contexts (classroom, school, and district) within which teachers, principals, and superintendents have worked over the last century. He concludes that when these powerful images and roles are wedded to the structural conditions in which schooling occurs, "managerial behavior" results, thus narrowing the potential for more thoughtful, effective, and appropriate leadership. Cuban then turns to consider this situation with respect to the contemporary movement for school reform, identifying significant concerns both for policymakers and practitioners. This honest, thought-provoking book by a leading scholar, writer, and practitioner in the field represents an invaluable resource—an insightful introduction for those just entering the field and a fresh, new perspective for those long-familiar with its complexities. Cuban's ethnographic approach to the development of his own career and viewpoint, as well as his highly readable style, make this a work of lasting value.

Available in PDF, EPUB and Kindle. Book excerpt: Technology is ubiquitous, and its potential to transform learning is immense. The first edition of Using Technology with Classroom Instruction That Works answered some vital questions about 21st century teaching and learning: What are the best ways to incorporate technology into the curriculum? What kinds of technology will best support particular learning tasks and objectives? How does a teacher ensure that technology use will enhance instruction rather than distract from it? This revised and updated second edition of that best-selling book provides fresh answers to these critical questions, taking into account the enormous technological advances that have occurred since the first edition was published, including the proliferation of social networks, mobile devices, and web-based multimedia tools. It also builds on the up-to-date research and instructional planning framework featured in the new edition of Classroom Instruction That Works, outlining the most appropriate technology applications and resources for all nine categories of effective instructional strategies: * Setting objectives and providing feedback * Reinforcing effort and providing recognition * Cooperative learning * Cues, questions, and advance organizers * Nonlinguistic representations * Summarizing and note taking * Assigning homework and providing practice * Identifying similarities and differences * Generating and testing hypotheses Each strategy-focused chapter features examples—across grade levels and subject areas, and drawn from real-life lesson plans and projects—of teachers integrating relevant technology in the classroom in ways that are engaging and inspiring to students. The authors also recommend dozens of word processing applications, spreadsheet generators, educational games, data collection tools, and online resources that can help make lessons more fun, more challenging, and—most of all—more effective.
