Book excerpt: Combative Commander's-in-Chiefs (CINC's) are apportioned forces in the Joint Strategic Capabilities Plan (JSCP). These scarce resources are based upon a mission need within a specific geographical region, and in some cases these forces are designated in more than one region. What happens when these forces are unavailable to the CINC because of long term mission commitment in operations other than war (OOTW) particularly peace keeping? What happens when apportioned forces returning from OOTW missions are assigned to a combat theater before completing their post-OOTW training program? These are two critical questions that CINC's are faced with every day. of the Army's ten active divisions, up to five are committed to peace keeping missions, and unprepared to conduct their JSCP mission. Similarly, the Air Force has conducted "air occupation" operations over Iraq since the end of the Gulf War. The strain on manpower and equipment is so severe that units assigned in major theaters are being pulled away to conduct these missions. Commanders estimate that a unit redeploy%ng from OOTW may require up to a year to regain its combat proficiency. This paper does not argue the issue of conducting peace keeping operations. It explores the background that led the services to this dilemma, and then analyzes four potential solutions that the military leadership can explore to resolve the situation. These options range from deploying complete units vice ad hoc task forces to assigning a single organization with this mission much like another Korean scenario.

Book excerpt: Post-Cold War political pressures are likely to increase the demand for the U.S. military in general and the U.S. Army in particular to conduct operations other than war (OOTW). This report analyzes how changing demographics worldwide will affect the operational requirements of future OOTW missions. Two key factors that have influenced U.S. success or failure in the past are 1) political-military communication, and 2) mission creep and mission swing. Without effective political-military communication, military planning may be derived from political rhetoric or, alternatively, political decisions may be based on faulty understandings of military capabilities or considerations. Equally critical is sufficient recognition of, and planning for, mission creep (in which political goals shift, requiring military operations different from those planned at the intervention's outset) and mission swing (in which the operational environment undergoes quick deterioration or improvement unrelated to the presence or efforts of intervening forces). The report concludes with specific recommendations regarding Army doctrine, training, equipment, and force structure.

Book excerpt: This study examines the rise of operations other than war (OOTW) as a new and prominent tasking for the armed services of the United States. The author, Lt Col Charles W. Hasskamp, USAF, is an advocate of the OOTW mission, and he argues that the US Special Forces Command is an excellent instrument for the task. The author bases his position on these points. First, the end of the cold war has provided the United States a respite from the focused geopolitical strategy and challenge of "containment." Unfortunately, without the stability coerced by a bipolar world, the shutters have come off and the shades have gone up on "windows" that reveal a new world disorder. While the world has an increasingly interdependent global economy, the legacies of weapons of mass destruction, terrorism, drug trafficking, and religious and ethnic extremism generate increasing threats to that free market, democratic ideal the American public espouses for all countries. Second, the US government's current national security strategy emphasizes "engagement and enlargement" as they factor into US preventive diplomacy. The national military strategy emphasizes "flexible and selective engagement" which relates to preventive deterrence. Both of these strategies emphasize the use of US military forces for considerable work other than fighting the nation's wars-that is, for OOTW. As recent experience shows, there is considerable pressure to use the American military as an arbitrator and peacemaker to the world. This study examines the arguments for and against expanding our military's nontraditional roles and missions. It concludes that the US armed forces can do and will continue to be able to perform an excellent job in operations other than war, as they have done in the past. The danger is that this endeavor could jeopardize the readiness of a force structure necessary to maintain the more traditional war-fighting capabilities. The study suggests that an actually smaller force and smaller defense budget can still accomplish the primary mission of fighting the nation's wars while also undertaking the myriad of peacetime engagements and conflict preventions our leaders have ordered. Moreover, the Special Operations Command, which has the skill and will to serve well in the full spectrum of armed conflict, also has the cultural, social, and technical know-how to perform the more complex chores of nation building and humanitarian operations.

Commanders must remember that their primary mission is always to prepare for, fight, and win America's wars. This rigorous task requires nothing less than the highest priority when training and equipping the forces. FM 100-5, Operations, along with other Army doctrine and Joint doctrine document the criticality of preparedness. However, both sets of doctrine also define another commitment, a "non-lethal" operation called Operations Other Than War (OOTW)'. As we continue to deploy on these "other" operations, we must continually assess their impact on the primary mission. This study describes some OOTW impacts on training readiness through interviews with those who have served in OOTWs. This study is based on the results of a survey distributed to the US Army War College students from the l997 and 1998 year groups. The study identifies a widespread and significant "cost" of OOTW in training readiness with recovery time ranging from 7l/2 weeks to 13 weeks. However, the survey also describes a changing Army. Doctrine may be changing from below through the initiative of unit commanders and their training plans.

Can the U.S. Army continue to perform numerous OOTW missions and maintain a level of combat readiness that ensures it is capable of winning the nation's wars? This monograph examines the effects of OOTW missions on the readiness of U.S. Army forces. Section 1 discusses the emerging role of the U.S. military during the Post Cold War era. The basis for this discussion is the reemergence of the United Nations in promoting stability and security in the present international environment and its influence on the United States to achieve this goal. Additionally this section examines the United States National Security Strategy and National Military Strategy to understand the future implications of both policies for the military. Section II focuses on recent U.S. Army OOTW historical experience in order to develop criteria for evaluating the effects of OOTW on the combat readiness of Army forces. Section III takes the criteria developed in the previous section and evaluates the effects of OOTW missions on U.S. Army forces and their ability to recover to a combat ready status. Section IV synthesizes the analysis from the previous sections and provides conclusions and recommendations on reducing the effects of OOTW on the readiness of active Army forces. Book excerpt: Easier Said Than Done: Making the Transition Between Combat Operations and Stability Operations is another in the Combat Studies Institute's (CSI) Global War On Terrorism (GWOT) Occasional Papers series. The impetus for this series that concerns topics relevant to ongoing and future operations came from the Commanding General, Combined Arms Center and Fort Leavenworth. Lieutenant General William S. Wallace, V Corps commander in Operation IRAQI FREEDOM, directed CSI to examine historical topics that would benefit American and coalition soldiers and planners in both Iraq today, and in the broader GWOT spectrum now and in the future. One of those topics was the transition from combat (Phase III) operations to stability (Phase IV) operations, to use the current phasing construct familiar to campaign planners. Mr. David Cavaleri, a retired Armor lieutenant colonel and current CSI historian, has produced a study that examines nine critical factors that should be addressed in stabilization planning and execution. Mr. Cavaleri then presents a case study of the US occupation of Japan after World War II, followed by a parallel analysis of the case study and ongoing stability operations in Afghanistan and Iraq through the lens of the critical planning factors. This study serves as a bridge between the tactics, techniques, and procedures (TTP) found in stability operations “how-to” manuals and the broader military operations other than war (MOOTW) concepts found in joint doctrine. Its purpose was to identify key themes that merit consideration when planning or conducting transitions between combat operations and stability operations. These themes were identified by combining a review of joint and US Army stability operations doctrine with a specific case study analysis of the US occupation of Japan from 1945 to 1952 and then extrapolated those themes to current stability operations to assess their applicability. The Japanese occupation is useful as a case study because it required that occupation forces address several challenges similar to those facing current stability operations in the Middle East, such as a fundamental change in governance philosophy, a long-term democratization program, a critical regional security challenge, and a complex economic reconstruction challenge. This analysis is not designed to serve as a “one answer fits all challenges” solution set, but rather as a practical vehicle for informing time-constrained professionals operating at the tactical and operational levels. One can easily identify several instances where the US Army has faced stability operations challenges; Cuba, Germany, the Philippines, the Dominican Republic, Panama, and Vietnam immediately come to mind. Each case involved stability operations challenges unique to its environment, but only one time during the 20th century did the United States take the lead in stabilizing the entire infrastructure—political, economic, industrial, military, educational, and even societal—of a former enemy. During this complex stability operation, the US Army implemented a number of planning themes related to transitioning between the full spectrum operations components of offense/defense and stability/support. These themes were applied, depending on the US Army's ability to manipulate each, with varying degrees of success. A RAND Corporation study published in 2003, titled America's Role in Nation-Building: From Germany to Iraq, developed six such themes, traced each through seven case studies, and concluded by drawing implications for future US military operations.

With the current U.S. dominance in conventional military power, any potential future adversary will likely look for an unconventional or asymmetric means of engaging us. This will require the joint force commander (JFC) to fully understand the operating environment for Military Operations Other Than War (MOOTW). The synchronization of conventional and SOF, although crucial to the success of any military operation discussed in joint doctrine, is the most critical aspect of MOOTW. When the JFC first begins planning he must first understand how his military means are going to achieve his operational objectives. In order to accomplish this demanding task, he has to fully understand how best to integrate the full range of military options available and how to synchronize his conventional and SOF for mission accomplishment. The JFC has several doctrinal keys to successfully employ operational art in a MOOTW environment. Most important are the strategic estimate and the facets of operational art especially synergy, simultaneity and centers of gravity. Of the six MOOTW principles, the most important to the JFC are unity of effort, restraint, perseverance, and legitimacy. The JFC by constant awareness of the MOOTW principles and applying the facets of operational art most important to MOOTW will best synchronize his forces. This will ensure that the JFC really understands what the mission is and tailors the force to achieve the military and political objectives in the shortest time with the fewest casualties.
