Book excerpt: The Department of Defense's (DoD) use of unmanned aircraft systems (UAS) continues to increase. In 2000, DoD components had fewer than 50 unmanned aircraft in their inventory. By May 2008, they had more than 6,000. However, DoD faces challenges, such as UAS acquisition and the integration of UAS into joint combat operations. GAO has made a series of recommendations to address challenges, including the need for a UAS strategic plan. To improve upon the management and use of UAS, DoD has implemented several actions, such as establishing new task forces. GAO was asked to do the following: (1) identify key DoD efforts to improve the management and operational use of UAS, and (2) assess the extent to which these efforts constitute an overarching organizational framework to guide and oversee UAS efforts. GAO reviewed DoD documents such as directives and memorandums, and interviewed agency officials. GAO recommends DoD designate a single entity accountable for integrating efforts related to UAS; define roles, responsibilities, and relationships among UAS-related entities; and develop a UAS strategic plan to align and integrate efforts and funding with long-term goals. DoD partially concurred with one recommendation and did not concur with two recommendations, citing actions it has already taken. GAO recognizes DoD's efforts to date, but continues to believe additional actions are needed.

Book excerpt: This book presents, in a comprehensive way, current unmanned aviation regulation, airworthiness certification, special aircraft categories, pilot certification, federal aviation requirements, operation rules, airspace classes and regulation development models. It discusses unmanned aircraft systems levels of safety derived mathematically based on the corresponding levels for manned aviation. It provides an overview of the history and current status of UAS airworthiness and operational regulation worldwide. Existing regulations have been developed considering the need for a complete regulatory framework for UAS. It focuses on UAS safety assessment and functional requirements, achieved in terms of defining an “Equivalent Level of Safety”, or ELOS, with that of manned aviation, specifying what the ELOS requirement entails for UAS regulations. To accomplish this, the safety performance of manned aviation is first evaluated, followed by a novel model to derive reliability requirements for achieving target levels of safety (TLS) for ground impact and mid-air collision accidents.It discusses elements of a viable roadmap leading to UAS integration in to the NAS. For this second edition of the book almost all chapters include major updates and corrections. There is also a new appendix chapter.

Book excerpt: Unmanned aircraft systems (UASs) have become increasingly prevalent in and important to U.S. military operations. Initially serving only as reconnaissance or intelligence platforms, they now carry out such other missions as attacking enemy forces. The swift expansion in their numbers and in the demand for their employment has, however, significantly increased demands on logistics and training systems. The challenge is not simply training system operators but also training operational forces and their commanders to integrate the systems into combat operations. Much of that aspect of training has thus far happened as units employ the systems in actual operations - essentially, on-the-job training. UAS training, particularly for the employment of UASs, now needs to be integrated more formally and cost-effectively into service and joint training programs. This report develops a general concept for training military forces in employment of UASs and a framework for addressing the training requirements and discusses the limits of existing infrastructure in supporting UAS training. Interoperability among services is another issue, because services have thus far mainly developed training suitable for their own needs. But the services have established a set of multiservice tactics, techniques, and procedures for UASs, which should facilitate interoperability training. At present, units are not always ready for joint training, so the focus should be on improving training at the unit level in the employment of UAS capabilities, with the overall guiding principle being to "train as we fight."

GAO was asked to evaluate DOD's efforts to integrate UAS into ongoing operations while optimizing the use of all DOD ISR assets. Specifically, this report addresses the extent that (1) DOD has taken steps to facilitate the integration of UAS into combat operations, and (2) DOD's approach to allocating and tasking its ISR assets considers all available ISR capabilities, including those provided by UAS. GAO also reviewed the extent that DOD evaluates the performance of its ISR assets, including UAS, in meeting warfighters' needs. To perform this work, GAO analyzed data and guidance on the use of ISR assets, and interviewed DOD officials, including those supporting ongoing operations in Iraq and Afghanistan.
